Comment BY PREÇ ZOGAJ Eagles fly low Although it was not planned as a forewarned counsel, the election of the President of the Republic ended up on its own as an antithesis, that is, as the direct opposite of a statement by the US ambassador, Mr. Arvizu. At this point I believe most readers know which statement we are referring to. The simple, laconic, and meaningful one that the President of the Republic cannot be the thirteenth minister of the government. This was a very clear message, with an implied warning tone, for Mr. Berisha and Mr. Meta. It meant that the President should not be elected only by these two, as they did with the members of the government, but by a much wider spectrum of people and entities from politics and civil society. Furthermore, if matters were to be conducted in such a way that only these two would remain in charge, they would do well to rely on more flexible criteria than those used to choose a cabinet member. So in the end these two could still choose him, but always keeping away from the temptation to produce a president from the cabinet, which apparently was the ambassador’s premonition when he made the above statement. The way events unfolded is not lacking in arguments that Berisha and Meta did not want to openly challenge the American representative in Tirana so directly.
