Commentary BY AFRIM KRASNIQI When citizens are no longer “the first” A state is not made up only of the constitution, written laws, public buildings, the police or prisons. Every state has these, even the most democratic, the most dictatorial, the richest, and the poorest. The difference between states is profoundly a difference in the standards of behavior toward citizens, toward civil liberties and public responsibilities. Albania belongs to those models where the gap between power and the citizen remains large, as does the gap between our democratic model and the Western one. Under communism, the dictatorship spoke and ruled in the name of the citizens, but in real life citizens lived under a regime of fear, persecution, violence, denigration and isolation. In democracy, those in power seek votes by promising that “the citizen is first,” but once in power they behave like rulers, arrogant and insulting toward the citizen and his problems. It is enough to look at the events of recent weeks to find clear elements of violation of citizens’ rights, violation of constitutional norms and the creation of a psychosis of fear that comes from those who hold power.
