DEBATE: WHAT DO YOU THINK?

In the discussions, the need was raised for every cadre, every basic organization, and every work collective to take an active stance against shortcomings, to avoid bureaucratic tendencies, and to work on time and with responsibility. It was emphasized that criticism and self-criticism remain essential tools for improving the situation. The participants offered different views on increasing productivity, discipline, and closer ties with the masses.

A concrete step to increase meat production

— The Kremishtaj Cooperative provides a polished example of implementing the Council of Ministers' decision In these bitter winter days, all the cooperative members of the Kremishtaj cooperative are working at a normal pace. In the livestock division, there are 80 workers or more. The milkers in the cowshed are not kept from their duties even by the cold. Wherever the eye looks, one sees commitment, liveliness, and movement. Alongside the daily work of caring for the livestock, the stockbreeders are thinking and working for the future, for increasing meat production. For this sector, especially from the cooperative farms, requests arrive almost every day to raise and renew the Kremishtaj experience through the breeding and preparation of calves and heifers, keeping them in herds. In this cooperative, even before the Council of Ministers' decision, about 300 lambs were selected for breeding, with the aim that some of them would be chosen for expansion and the rest used for meat. This experience will be extended further. Following the guidance of livestock specialists, new barns are also being prepared, along with the conditions for feeding and raising the animals. The chairman of the cooperative, comrade Naim Shehu, said in a conversation with our correspondent that measures for implementing the decision were taken in good time. The units, responsible persons, and deadlines have been defined. Work is also under way to preserve and expand the feed base. In every brigade and sector, calculations have been made for meat production and for the number of animals to be delivered. The aim is to achieve higher indicators by the end of the year than in the previous year. For this, alongside care for breed, feed, and veterinary service, special attention is being given to work organization, the distribution of responsibilities, and the material and moral encouragement of workers. The cooperative farms have good experience in keeping calves, placing them according to age and physical condition, as well as breeding them under proper hygienic and sanitary conditions. This experience is being further enriched with other concrete measures aimed at improving meat production indicators.

Products that are warehoused without being put into use

— A conversation at the Tirana tractor station Everyone agrees that production should be put into use as soon as possible and that the accumulation of tools and parts needed by the economy and agriculture should not be allowed. However, in practice there are also cases where things are produced but not used. At the Tirana tractor station there are such cases. According to comrade Arqile Lysi, a specialist, a considerable number of aggregates and spare parts have remained unused here, although they were produced in order to replace shortages in the agricultural machinery fleet. For some of them the full technical documentation has not been completed; for others, the supply and use links have not been defined. This has caused blockages in the warehouses and has prevented them from being put into operation. The conversation emphasized that there is also a lack of follow-up by the leaders of the relevant sectors and that cooperation between producers and users has not been at the proper level. It is necessary to overcome these shortcomings quickly so that finished products do not remain unused. Special measures must be taken for inventory, quality verification, as well as for determining the destination of each product. Only in this way will losses be avoided and economic efficiency increased.
