Deepening the revolutionary transformation of party and national life — a permanent duty

From the speech of comrade Ramiz Alia at the 9th Plenum of the Central Committee of the PPSH, 22.I.1990 DEEPENING THE REVOLUTIONARY TRANSFORMATION OF PARTY AND NATIONAL LIFE — A PERMANENT DUTY - From the speech of comrade Ramiz Alia at the 9th Plenum of the Party Central Committee, 22. I. 1990 - Comrades, Today's meeting, on a day of significance, is a continuation of the work of the 8th Plenum of the Central Committee, which examined the materials of the Tirana Meeting and heard about their implementation in our country. Precisely from the comrades, the proposals made need to be assessed, highlighting the positive aspects that lead to correct conclusions. First of all, we must mention that the Tirana Meeting was an important international political event. This, first, because for the first time it brought together high-level representatives of 8 communist and workers' parties from European countries, as well as from 20 other countries from different continents. In this framework, the Tirana Meeting was assessed as a political forum of special importance on the international level. It is enough to mention here the fact that it received great attention not only from the communist and progressive press throughout the world, but also from the major bourgeois-revisionist information organs. Secondly, through this Meeting a clear response was given to the anti-communist propaganda that is being waged fiercely against socialism, Marxism-Leninism, and communism. In particular, it consistently and decisively defended the class and revolutionary character of Marxist-Leninist ideology, and the theory and practice of building socialist society. It is precisely the special importance of the Tirana Meeting that was given attention in the discussions held about it in the Political Bureau and in the meetings of the basic party organizations, where not only the importance of this meeting is positively mentioned, but also those problems that must be studied further are identified, so that all our work may be based on a clear ideological and political platform. This is important not only for our Party and our people, but also for the international communist and workers' movement. Because, on the one hand, this platform helps Marxist-Leninist parties define more precisely their position in today's historical conditions, and on the other hand, it helps strengthen the exposure of all bourgeois-revisionist propaganda for its dark aims. Many comrades have rightly noted that in the present conditions it is not enough merely to denounce revisionism and imperialism; one must also define more clearly and sharply the measures to fight them. This is important not only on the ideological plane, but also on the political and organizational one. All Marxist-Leninist parties and revolutionary forces must understand clearly that only through active struggle against revisionism, imperialism, and external reaction can today's difficulties be successfully overcome and the gains of socialism defended. The discussions also showed that the Tirana Meeting served to further clarify certain concepts, but it also left open other problems that require deeper examination. Thus, the relations between the class struggle on the national and international level, between socialism and nationalism, between economics and politics in today's conditions, as well as many other important questions, were widely addressed. These very problems will be the object of our future study and ideological work. In relation to the internal situation of our country, I think it is of special importance to underline the fact that our Party fully holds political and ideological initiative in its hands. This is not simply a propagandistic formulation, but a reality that emerges from all its daily activity and from its unity with the working class, with the cooperative peasantry, and with the people's intelligentsia. The Party has been and remains the leading force of our socialist society. Within this framework we must correctly assess the fact that the essential point is that we have a solid internal situation, that the power that emerged from the war has remained in the hands of the people, that the Party of Labor holds the initiative in its hands, and that its policies are in unity with the will of the masses. These are basic issues that must be kept in mind in every analysis of our developments and in every assessment we make of the country's prospects. However, looking also at the experience of other countries, we must be aware that it is not enough to be right in principles; we must know how to apply them correctly in practice as well. For this reason, deepening the revolutionary transformation of party and national life remains a permanent duty. This means fighting without interruption bureaucratism, formalism, self-satisfaction, liberal and opportunist manifestations, increasing responsibility and control, strengthening proletarian discipline, improving the method of leadership and organization. This requires that in the very life of the Party there be ever more revolutionary vitality, criticism and self-criticism, concrete analysis of the situation, and individual responsibility for carrying out tasks. Party organizations must be more active, more demanding, more closely connected to the masses, more capable of uncovering and striking weaknesses and shortcomings as soon as they appear. Only in this way does the Party preserve its ideological purity, its organizational strength, and its political authority. On the other hand, the deepening of the revolutionary transformation of the country is closely linked to economic development, to strengthening socialist property, to increasing production, to improving the organization of work, to saving, to the struggle against waste and damage to social property. It is also linked to the ideological and moral education of the new man, to the raising of general and technical-professional culture, and to strengthening socialist legality and proletarian order. The tasks before us require great mobilization of the forces of the Party and the people. No one should remain a spectator in the face of difficulties, no one should think that problems solve themselves. The Party has the duty to lead, organize, and control, while the working masses must take part actively with initiative, discipline, and a high civic sense of responsibility. In all these directions, our experience so far teaches us that only the revolutionary path is the sure path to success. Every deviation from it, every concession to opportunism or liberalism, every tolerance of organizational and ideological weaknesses, is dearly paid for. Therefore we must be determined to move forward consistently on this path. (Continues on page 2)
