THE FURTHER DEVELOPMENT AND DEEPENING OF THE MASS LINE REVOLUTIONIZES THE PARTY AND THE ENTIRE LIFE OF THE COUNTRY
The situation in the country in particular and internationally, the demands of our socialist revolution and of the process of the all-round deepening of socialist democracy, the needs for the uninterrupted further development of the economy, science and culture, and the necessity of the closest possible link between state organs and the masses of the people have placed before the Party the task of expanding the organization and the revolutionary activity of the working masses in the life of the country. A lively and fruitful discussion is taking place on this in the basic Party organizations and in the working collectives around the theses of the 9th Plenum of the Central Committee of the PPSH.
The struggle of the revolutionary movement of the working class and the broad working masses contains within itself certain laws and developmental features. In conditions where it has overthrown the old order, seized political power and built the new socialist order, new tasks arise for the direction and organization of its revolutionary activity. Moving forward at uninterrupted speed on the road of socialism, it must increasingly overcome difficulties and obstacles, confront opposition and foreign influences, overcome contradictions and shortcomings, avoid the danger of complacency, bureaucratism and separation from the people. All of this requires strengthening the role of the masses, reinforcing their social control, deepening socialist democracy and conducting a continuous struggle against negative manifestations.
Our Party, relying on the teachings of Marxism-Leninism and on its rich revolutionary experience, has consistently followed and continues to follow the mass line as one of the fundamental principles of its activity. It has always seen the people as the creators of history, as the decisive force of revolution and socialist construction. It is precisely this line that has been one of the most important sources of the unbreakable ties between the Party and the people, of its authority and of the victories of socialism in our country.
Today, under the new conditions of development of our society, the mass line must be further developed and deepened. This means expanding the direct participation of working people in governance, in the direction of the economy, in control over the state and economic apparatus, and in social and cultural life. It also means increasing individual and collective responsibility, strengthening the spirit of accountability and revolutionary criticism, and waging a more determined struggle against formalism, routine, violations of socialist legality and every phenomenon alien to our society.
In this sense, the discussion of the plenum theses is of great political and ideological importance. It helps clarify the tasks more deeply, mobilize the masses consciously and further enrich our revolutionary experience. Every communist, every worker, every leading cadre is called upon to give his or her opinion, to criticize boldly, to propose solutions, to take an active part in improving work and strengthening proletarian discipline.
The mass line is not a slogan, but an entire method of work and leadership. It requires the Party and state organs to listen carefully to the voice of the people, to know closely their troubles, concerns and demands, to work among the people and together with them, and to rely on the creative initiative of the masses. Only in this way does the further revolutionization of the Party and of the whole life of the country become a living, conscious and irreversible process.
In conditions where imperialism and reaction intensify their efforts to strike at socialism, and where bourgeois-revisionist propaganda aims to sow doubt and confusion, preserving and strengthening Party-people unity acquires even greater importance. This unity is strengthened not by words, but by concrete work, by justice, by closeness to the people, by struggle against privileges and arrogance, by respect for the law and by revolutionary determination.
Therefore, the further development and deepening of the mass line is an objective necessity, a demand of the times and a powerful guarantee for Albania's forward march toward socialism.
