TOPIC FROM THE 9TH PLENUM

Recently, across the whole course of general social developments, and especially in the economy, a new phenomenon has been observed in the management of various sectors, particularly the economy, which has been provisionally described as “excessive caution.” This is the name given to a series of measures taken in various economic centers, as well as in other bodies, which, while intended as well-meaning steps to curb misuse and damage and to strengthen discipline, are also bringing consequences that are not always favorable. In many cases there is a tendency to stop or suspend necessary production and commercial activities on the grounds that they may constitute violations. Such caution, when it goes too far, makes people hesitant, causes managers to waver, and slows down the normal flow of work. This excessive caution, instead of helping the economy, harms it, because it creates uncertainty and reduces initiative. Therefore, in the implementation of legality and discipline, moderation is required; a distinction must be made between real violations and unintentional mistakes, and the necessary actions for production must not be obstructed. The responsible bodies must act with sound judgment, clarity and responsibility, avoiding both liberalism and bureaucratic rigidity. Only in this way can progress continue at normal pace, without creating unnecessary obstacles. (ATSH)

The mild weather in recent days has created favorable conditions for the continuation of field work. In many agricultural cooperatives and agricultural enterprises, seasonal tasks are continuing, especially plowing the land, land leveling and preparations for early sowing. Work is progressing at a good pace in many areas, where brigades and mechanizers are making use of every hour of the day. Managers of agricultural enterprises emphasize that the seasonally high temperatures have helped prevent work processes from being interrupted. However, they stress that care must be taken so that the soil structure is not damaged by moisture in certain areas. Reports from the field say that the results of these days are encouraging and that there is readiness to successfully meet the spring campaign.

Divjakë youth actions

500 young men and women from the Lushnjë district are taking part in actions to level the land and carry out other seasonal work in the fields of Divjakë. The activity is being carried out with enthusiasm and good organization. The young people are engaged in digging canals, cleaning, leveling plots, and other work necessary to improve production conditions. According to local leaders, the contribution of youth is being valued as important in meeting seasonal tasks. Various youth organizations and work collectives are taking part in the action. (ATSH)

Sensationalism must not have a place in the pages of the press, nor should there be imitation of what is called the “black chronicle.” Certain isolated negative phenomena cannot be turned into the object of prolonged and sensational treatment that feeds unhealthy curiosity and harms social education. Our press has the duty to reflect life truthfully, but also with social responsibility, distinguishing between informing and sensational exploitation of events. This position does not mean turning a blind eye to evil, but rather dealing with it in moderation, with decency and with the aim of correction. (ATSH)

According to the letter, only the sincere confrontation of ideas creates an atmosphere of trust and helps the organization move forward.
