REDUCING UNPRODUCTIVE CLERKS, A CONCRETE STEP AGAINST BUREAUCRACY

For the first time, in the sectors burdened by bureaucracy, attention was directed toward replacing part of the workforce with new technologies, computers and more advanced typewriters, but public opinion at home and abroad is interested in learning what will become of these workers. Reduction should not be seen as a self-contained solution. It calls for new measures to give these people opportunities for work that is beneficial to society. This is also why, in discussions about anti-bureaucracy measures, emphasis has been placed on directing workers toward production and services. As part of the measures taken, in several institutions a more detailed analysis has been made of workplaces, the workload of the apparatus and the concrete tasks. It has been found that a number of positions are superfluous, are formal in nature, or duplicate functions that could be performed better by other sectors. This has created the basis for a real reduction in unproductive clerks, aiming not at a mere reduction in numbers but at improving the functioning of the entire administrative chain. At the same time, the revision of staff lists cannot be done mechanically. Every worker who is released must have the opportunity to be engaged in work useful to the economy, to attend training courses, or to be sent to units and sectors where shortages are felt. This is precisely the meaning of the fight against bureaucracy: not only reducing the apparatus, but also activating the workforce in production. In many industrial enterprises, agricultural cooperatives and service sectors, the need for workers remains significant. Therefore, directing part of the clerks toward these sectors is a concrete step, with economic and social value. Experience so far has shown that when action is taken with planning and responsibility, their transfer to other work is possible. The measures taken also have a moral and political meaning. The people cannot accept that an inflated apparatus be maintained while labor is needed in production. For this reason, the fight against bureaucracy is closely linked to increasing productivity, to discipline at work and to strengthening responsibility for every job. However, every measure must be accompanied by care, fairness and a concrete assessment of the individual. It is not enough merely to issue an order for cuts; organizational work is needed, in cooperation with local bodies, enterprises and social organizations, so that every affected person can find their place. Only in this way does the reduction of unproductive clerks become a real step against bureaucracy and not a formal act.

LET THE FASCIST VIOLENCE AND TERROR IN KOSOVO STOP

In their words there is indignation at the bloody crimes, at the violation of national and human rights, and at the attempts to subjugate our Kosovar brothers by force. At meetings, gatherings and in various statements it has been stressed that the people of Kosovo have the right to live freely, with dignity and equality, and that violence cannot defeat their will. Feelings of solidarity and moral support have been expressed for the resistance of the Albanians of Kosovo, who are facing repression, arrests and police terror. Many speakers underlined that the events in Kosovo are a wound for the entire Albanian nation and that every act of violence against Kosovars touches the conscience of our entire people. Chauvinist propaganda and the attempt to distort reality have been condemned, while an end has been demanded to the policy of oppression. In conclusion, the statements express confidence that justice will triumph, that the people of Kosovo will emerge with honor from this severe ordeal, and that the national spiritual ties with them are unbreakable.

The aspiration of a people is indestructible, unquenchable, invincible

— CHAMERIA — Chameria cries and calls to us! This cry rises from its land, from the graves, from memory and from the historical injustices committed against the Cham population. In people’s minds and hearts it remains like an open wound, like a denied right that seeks recognition. The article deals with the painful history of the expulsion, displacement and losses suffered by the Chams, but also with the preservation of their identity, language and customs. The Cham issue is presented as part of our national conscience and as a demand for historical justice. The author points out that the aspiration of a people is not extinguished by violence or by the passing of years. It remains alive when it is founded on truth, memory and justice. In this sense, Chameria is not only a place name, but a living part of the Albanian national spirit. The article also emphasizes the duty not to forget, to preserve the testimonies and to speak openly about the injustices committed. This does not mean inciting hatred, but affirming the truth and legitimate rights.
