Judging by the masses is decisive for the appointment and specialization of cadres
At every stage of our political, economic-social and cultural activity, the Marxist-Leninist Party and our socialist state have given special place to the issue of cadres and cadre policy. Drawing on the teachings of Comrade Enver Hoxha, as well as on the long experience of the revolution and socialist construction, the Party has followed and applies a correct and clear line in the selection, appointment, movement and education of cadres.
On the road to deepening socialist democracy, strengthening the role of the basic Party organizations, the state organs and the working collectives, the judgment of the masses about cadres is becoming increasingly important. This judgment, based on direct knowledge of work, professional abilities, communist morality and ties with the people, is an irreplaceable criterion for fairly evaluating each cadre.
Cadre specialization is an objective requirement of contemporary development. The scientific management of the economy, education, culture, health care and all branches of life requires cadres with a high professional level, political culture and a strong sense of responsibility. But specialization must not be understood narrowly as technical knowledge; it must be accompanied by ideological formation, honesty, discipline and organizational ability.
The Party has always ensured that when cadres are appointed, the voice of the collective is heard, and the opinions of the basic organization, the Front, the youth, women and the working masses are taken into account. Only in this way are subjectivism, favoritism, narrow acquaintance networks and family influence avoided. Only in this way are capable people, devoted to socialism, brought forward, people who live up to the people's trust.
The appointment and specialization of cadres are not momentary acts. They require continuous work to identify capable elements, to educate them in practice, to send them to schools and courses, to test them in different duties and to strictly control the results. Our experience has shown that cadres grow when they are trusted, but also when they are kept under the control of the Party and the masses.
In today's conditions, when the economy requires greater efficiency and the fight against bureaucratism and formalism remains an urgent task, raising cadres on the basis of merit and the judgment of the masses is the right path. Any deviation from this line brings consequences, weakens confidence and damages the work.
Therefore, Party and state organs, leaders of institutions and enterprises, must work carefully to know people, to listen to the voice of the collective and to help the continuous specialization of cadres. Only thus is continuity of leadership ensured, the link with the masses strengthened, and the quality of work increased in every sector.
