Two furrows, olive trees and orchards, terraced plantations being brought to life through work and sweat, the other greenery in our country, more than fifty million cubic meters rising into the heights, fifty million tree and shrub seedlings, which are also filling the dry valley of that poor Albania we inherited with many old burdens. All these works and great deeds are countless, but everywhere the fruits of the people’s labor and sweat, of their work and creative mind, emerge one by one.
In them is embodied the greatness of our working and rifle-bearing man, the high sense of responsibility and socialist awareness for the homeland, its freedom and independence, socialism, for the uninterrupted continuation of the revolutionary work. Therefore, there are countless examples that show that our people, when called upon, perform miracles.
This is a great truth by which we are guided. But what is meant today by the line of the masses? First and foremost, that just as in every stage of socialism, the sole master of the country’s destiny and action remains the masses, the people. The line of the masses means being constantly among the people, listening carefully to their voice, directly and without intermediaries knowing their achievements, difficulties, concerns, wishes and demands. It means, first of all, knowing reality, knowing life as it is, in order to act effectively in solving problems.
From this it is understood that now the line of the masses must be given a deeper meaning, a richer content. Our Party and state have never seen the masses as an anonymous crowd. The people are and remain an inexhaustible source of wisdom, creative talent and immeasurable energy. But it is necessary that this great human potential be set more effectively in motion, be activated more, take part more broadly in the direction of political, economic and social life, in the control of the activity of bodies and cadres, in the expression of opinions and in decision-making.
In these years, important steps have been taken in this direction. The forms of our socialist democracy have been strengthened, the basis for workers’ participation in the management of the country, the economy and social life has been expanded. The decisions of the 9th Plenum give this issue new impetus. Our socialist democracy must advance further, become more active, more concrete, more responsive to the demands of the time.
Our people are the creators of everything good that has been done in this country. They deserve to be listened to more, consulted more, to be more present in the examination and solution of problems. This does not mean weakening the leading role of the Party; on the contrary, it means strengthening its ties with the masses, strengthening socialist democracy, increasing each person’s responsibility.
Through the line of the masses it becomes clearer that every success has the human being at its center, that democracy is not a formula, but a living way of governing and living, nourished by trust in the people and by their participation. This is our path, a proven path, which has yielded results and will continue to do so.
