MEASURES ARE THE MOST EFFECTIVE WAY TO COMBAT BUREAUCRATISM

(Continues from page 9) The party organization and the masses themselves are directly responsible for bringing the decision into practice, because they are closely tied to production and to working people. This is also the source of their strength in fighting bureaucratism and its manifestations. In the many discussions it was pointed out that bureaucratism is not fought with orders and circulars, but with responsibility, control, and accountability before the collective. The workers demanded that the administration be closer to the base, that decisions not be delayed, that documentation be simplified, and that personal responsibility be strengthened. It was emphasized that courage is needed to denounce every bureaucratic obstacle and to provide timely solutions to everyday problems. In many enterprises, the speakers said, bureaucratism appears as dragging things out, as formalism, as evasion of responsibility. These phenomena damage the pace of work and hinder the creative initiative of the masses. Therefore, the judgment of the masses is considered the most correct and effective way to strike at this evil. (Continues on page 3)

How are the February tasks being fulfilled?

THE PLAN: A DEMAND OF THE TIME, A TASK OF EVERY DAY Only with better work organization, technological discipline, and fuller use of capacities can the tasks of the monthly plan be fulfilled. In many collectives efforts are being made to overcome difficulties and increase production rates. The emphasis is on saving raw materials, keeping equipment ready for use, following indicators day by day, and ensuring the responsibility of cadres. The good experience of the advanced collectives should be spread everywhere. (Continues on page 2)

-TIRANA- In many trade collectives there is an effort to improve service to citizens, increase control over the circulation of goods, and better follow consumer demands. The need was emphasized to take measures for a more regular supply, for discipline in the trade network, and for the fight against abuses. (Continues on page 2)

The collective of miners from Meran reported good results in ore extraction during the first days of the month. Through better work organization and the use of technology, satisfactory indicators were achieved on several work fronts. It was emphasized that the experience gained should serve to fulfill further tasks.

At the city theater an anniversary afternoon was held dedicated to the 100th anniversary of the birth of writer Foqion Postoli. At this event, his life and work were discussed, his place in Albanian literature, and his ties to the patriotic tradition. Writers, teachers, and literature lovers took part. It was emphasized that Postoli’s work preserves special artistic and civic values and remains an important part of our cultural heritage.

Delays in the construction of the port quay in Durrës

This time the target of criticism is the delays in the construction of the port quay in Durrës. It was pointed out that the works are not progressing at the required pace and that there are shortcomings in work organization, in securing materials, and in coordination among the participating entities. Immediate measures are required to overcome the obstacles, increase the responsibility of the leaders, and speed up the pace of construction.
