A DECISION THAT SERVES THE ELEVATION OF THE ROLE OF THE MASSES AND THE DEEPENING OF DEMOCRACY
IN THE COUNCIL OF MINISTERS OF THE PRS OF ALBANIA
Yesterday the regular session of the Council of Ministers, under the leadership of the Chairman of the Council of Ministers, Adil Çarçani, came to an end. At this session, the draft decision on establishing a new system of work remuneration, with new norms and criteria, for employees and specialists in the production sphere was examined. The essence of this decision is to serve better the elevation of the role of the masses in solving the tasks of the economy and production, the strengthening of discipline, and the increase of responsibility for fulfilling the plan. At the same time, this decision aims to create better conditions for collectives to show initiative and creativity, to link remuneration more closely to concrete work results and income to each person’s real contribution. In the discussions that took place, it was stressed that further improvement in the organization and management of the economy, the deepening of socialist democracy, and the implementation of the new norms require more qualified work, better control, and broader participation of the working masses. It was requested that the economic and management bodies of enterprises prepare the conditions responsibly for the successful implementation of the decision.

. 1990 is entirely a year of action for the homeland and socialism. Truly determined, with faith in it and the conviction of its victory, and nourished by clear ideas and thoughts, the worker in the construction industry knows well that this year of action and high responsibility contains great aims. In response to this call, the working collectives have set important tasks for the construction of water-supply systems and other vital facilities. In the first months of the year, higher work rates have been recorded than in the past three years. Work that serves the training of young teachers
On the basis of the good traditions of our school and the new demands of education, useful work is being carried out at the Higher Pedagogical Institute in Elbasan for the preparation and training of young teachers. The institute’s departments and pedagogues, in cooperation with the schools of the city and the district, are organizing open lessons, methodological consultations, and pedagogical practice, which give students better opportunities to acquire professional knowledge and skills. Special attention is being devoted to the basic subjects, to improving the way explanations are given, to linking theory with practice, and to strengthening ideological and professional education. Students and pedagogues also take part in social and cultural activities, seeing the formation of the teacher as a comprehensive process.
