WHEN WE LISTEN AND DECIDE ON SOLVING THE PROBLEMS PEOPLE HAVE

THE PEOPLE COME TO THE COMMITTEE OFFICES, HOW DO WE RECEIVE THEM? At a meeting, as well as on several occasions, it has been emphasized how we should improve ties with the people, how we should bring them closer to the organizations, how we should avoid cold bureaucracy, and how we should solve their requests fairly. But when it comes to seeing how things are actually handled with the people who come to the committee offices, we encounter phenomena that do not correspond to the demands of the time. Recently we wrote about the reception of citizens at the apparatus of the Executive Committee of the People’s Council of the Tirana district, but the problem is broader and deserves special attention. People of different ages and professions come to the committee offices. They bring their own troubles, but also their views on the life of the country, on the work of the organs of power, on shortcomings and ways to overcome them. These meetings are important not only for resolving individual problems, but also for a better understanding of reality. There are cases when citizens wait a long time, are sent from one office to another, receive no clear answer, or are spoken to in a dry and formal tone. This is unacceptable. The people do not come to the office as a burden, but as the masters of the country, and as such they must be received with respect. Some comrades, whose duty it is to receive citizens, still do not understand how much a bad word, an unjustified delay, or a small act of negligence weighs. These create dissatisfaction and drive people away from trust in the organs. It is necessary for office heads to keep accurate notes on every request, follow its resolution through to the end, and provide answers within the proper time limit. Most important is that citizens feel they are being listened to carefully and that their concern is taken seriously. This requires not only administrative discipline, but also good manners, patience, and a sense of political responsibility. HOW THE FEBRUARY TASKS ARE BEING FULFILLED

Why the same delay in soda-PVC? Difficulties in forecasting To learn what is being done with overall mobilization and broad-based work at the “PVC” plant, we met comrade Tajar Çela, secretary of the Party basic organization in the electrolysis department. He spoke to us about the situation and the month’s difficulties. He said that in the soda department there is a shortage of salt and other raw materials, which has led to fluctuations in the pace of production. For the month of February a certain quantity was planned, but so far implementation has not gone as it should. In the PVC department the situation is more complicated. There is a shortage of some spare parts and there have been occasional interruptions. The workers make efforts to keep the process going continuously, but that is not enough without regular supply. ACTION FROM VIOLA ? In the analysis carried out, it was stressed that there must be more cooperation between departments and stronger follow-up by the managers. It was demanded that excuses be avoided and that each sector take responsibility for its own tasks. Another concern remains the quality of production. When the pace is disrupted, the consequences are often felt in quality. This requires greater care, better technical control, and responsibility from everyone. (To be continued on page 2)

WHEN MIMOSAS BLOOM, EVERYONE SHOULD BE SATISFIED

IN FACT, A SUGGESTION 1 Three thousand five hundred [?] thousands [?] are [?.] the number of tourists and vacationers in [?.] these early spring days. Neither tourist resources [?], nor warm air, nor the colors of the season are enough by themselves if the culture of reception and service is lacking. In the coastal city, on the eve of the season, one should think not only about the blossoming of nature, but also about arranging the environment, cleaning, organizing the flowerbeds, putting up directional signs, and expanding services. Mimosas bloom for a short time, but the impression received by the visitor lasts a long time. Therefore the local institutions, the trade, service and коммунal enterprises, as well as the citizens themselves, should do more so that everything is presented properly. If we want the visitor to return again, we must take care of details that seem small: the seller’s behavior, the cleanliness of the guesthouse, calmness in public spaces, accurate information, and readiness to help. All this does not always require large expenses, but it does require responsibility and civic-mindedness. (Photo: J. Xhafa)

Appreciation for our photographers

GËZIM VESHTAJ WITH THE VOTES OF THE JOURNALISTS OF TROHËM UA M SISTENDAJ [?] Recently, at an expanded session of the International Confederation of Tourism Journalists, held in Palma de Mallorca, Spain, 139 tourist photographs from 44 countries of the world were presented. Among them were black-and-white and color photographs by our photographers as well. Among them, Gëzim Veshtaj’s photograph titled “The Goodness of Nature” was awarded first place, winning the Gold Medal “Fiji”. This important international prize was deserved especially for the scene photographed in a dense and untouched forest of our country. The peaceful atmosphere captured by our photographer, reflected in this image, gives an optimistic spirit and expresses the continuity of life. There, many of our photographs have won considerable recognition at fairs and international exhibitions, although they lack and stand out against one another with strong and dramatic tones. In another work, our photographer has brought a moment from everyday work, where the human hand intertwines with nature. Albania was the only country from Eastern Europe represented at this session by a group of photographers. HELVAN DEDI
