The organs do not dictate to the collective, but neither do they dissolve so as not to remain
As we were passing by the Wire Factory in Shkodër, our attention was drawn by the notice posted in its outer premises. It said that elections for the candidacies of deputies were being held there, in connection with the changes made to the Constitution. Can the justice organs still manage, we wondered to ourselves. Once they could, because they had been the last voice to say “No.” But a conversation with two workers from the factory helped us understand that things were not like that. It was not the court, the investigation service or the prosecutor’s office that was meeting, but the entire factory collective. Everyone gave their opinions about the representatives of local power. Not only that, but even further, each person proposed candidacies and asked questions, made remarks and suggestions about the people who were to be elected. It is striking that the initiative to go to work collectives and openly conduct the entire electoral activity there did not come only from the organs, but was embraced as a normal process by the collectives.
In our country this is new. It is connected with the continuation of the democratization of the country’s life, with the broader involvement of the masses in the administration of power. From this point of view, the presence of the organs in the collectives is a necessary and understandable link. But here too, as in any other democratic process, there is a fine line: the organs do not dictate to the collective, but neither do they dissolve so as not to remain. It is understood that the organs have their legal responsibilities and the collective has its sovereign right to elect, discuss and judge.
In different settings this relationship is being tested in practice. There are collectives where the representatives of the organs go prepared, give explanations, listen calmly and take notes. There are also cases where the old bureaucracy tries to hide behind dry formulas, forgetting that today people demand arguments and conviction, not orders. Life itself is overturning that old way of acting.
Therefore, the organs must be where the collective is, but not above it. They must help develop free thought and not replace it. Only in this way do elections gain their true meaning, only in this way does civic responsibility grow and confidence in popular power is strengthened.

In this period, generally marked by difficulties at work, the collective of the oil mechanical plant has made a highly realistic assessment and, starting from this, has set the goals for the remaining days of February, placing the main emphasis on the timely fulfillment of exports.

The geology enterprise has worked well during this period, despite the many problems brought by winter. Because of the difficult terrain there have also been obstacles, but the work has continued.

In the construction sector, measures have been taken to make better use of equipment. At the same time, thought has also been given to stabilizing the workforce. New production lines have been put into operation and work is under way to achieve a higher pace.

Organization — a link that needs to be perfected
At the wood combine, work is being done to better organize standard-setting, supply and the linking of work processes. The enterprise managers are asking that time losses be eliminated, technological discipline improved and quality increased.
Shortcomings have been found in the distribution of raw materials, in the pace of internal transport and in the coordination of departments. For this reason, clear tasks have been assigned to each sector and their implementation is being monitored every day.
The goal is to make up for delays by the end of the month and create conditions for a better start to March.
Comrade Ramiz Alia sends a telegram to the President of Italy, Cossiga, on Pertini’s death
TIRANA, 26 February (ATSH) — President Ramiz Alia sent a telegram to the President of Italy, Francesco Cossiga, on the death of the former President of the Italian Republic, Sandro Pertini.
The telegram reads:
“Dear Mr. President,
With deep sorrow I received the news of the death of the former President of the Italian Republic, Mr. Sandro Pertini. In my own name and in the name of the Albanian people, please accept our sincere condolences and convey them to the family of the deceased, as well as to the Italian people.
