VALUABLE LESSONS FOR TODAY AND TOMORROW The decisions of the 9th Plenum of the Party’s Central Committee are of capital importance and broad scope, affecting all political, social and economic activity. The matter concerns a comprehensive set of measures vital to socialism, to the freedom and independence of the country. The goal is one and only one: how socialist society can advance and progress, how people’s energies can be increased and strengthened, and how the people’s well-being and general emancipation can be raised to a higher level. What are some of the lessons that emerge from the decisions of the 9th Plenum? The main one is understanding the fundamental idea: deepening the revolutionization of all life through democratization and an increasingly mass-based line. The issue is to continue in the future along the path of combating bureaucratism and liberalism, two great and extremely dangerous evils of socialism. The Party teaches us that bureaucratism is not fought with bureaucratic methods, with diktat from above. Liberalism, too, is not fought with administrative methods, with orders and sanctions. Because orders, sanctions and laws cannot change people’s minds. Because the range of the Plenum’s tasks is also broad. Some require well-founded and substantiated studies, but action on these, too, must be swift. In this sense, one of the fundamental lessons in the fight against bureaucratism and all the other isms has been, and remains, the active participation of the masses in revolutionizing all of life, and the strengthening of workers’ control over everyone and everything. For bureaucratism is an idealist, anti-popular worldview, a commanding method that places people in the apparatuses above the class, above the masses; therefore, the latter have a duty to remain constantly on their feet, vigilant. “When the class speaks, when the masses speak, bureaucratism falls silent.” It is in the nature of bureaucratism that whenever acute problems and difficulties arise, it seeks a way out by increasing the number of officials. Some managers in ministries, enterprises, institutions and apparatuses at every level are not keeping sufficiently in step with the times. For example, a few days ago the Executive Committee of the People’s Council of the Tirana District approved an inspector for science, at a time when two sections had just been added with re-[?] ...at once. in District, a few days ago an inspector for science was approved, with the corresponding inspectors. Where are we going like this? What particular work would an assistant do that the head of the education and culture section could not and should not do (indeed, do well)? No one has the right to speculate in the name of centralism or to oppose a directive directly. We can say and repeat the same about some ministries which, instead of deputy ministers, appoint assistants or add one directorate after another. Another point: in all four districts in Tirana and in the executive committees in the districts, staff transfers and reductions have been planned, but the measures taken have been far too cautious. Why? Perhaps because the Party committees, too, are pretending not to know? Difficulties are not overcome by “pushing them along” from one event to another. But “readiness” to find solutions is also a bad practice that must certainly be fought— The responsibility of every communist and cadre cannot be equated with the demands society makes of every worker and citizen; rather, as fighters for the great cause of socialism, all of us together, understanding the duties that stem from being a communist, a cadre or a patriot, will work—and must work—with greater passion to develop and enrich culture, the economy and every sector of life. The values of the 9th Plenum will radiate strongly now and in the future also because there will no longer be irreplaceable leaders at the helm. Life moves on, new times are powerfully at work and demand new ideas and standards. Young cadres, characterized by wisdom and courage, will succeed one another, passing the baton from hand to hand, confident in their abilities and potential to carry every task forward. In this way, a fuller emancipation will be achieved, a society that will combat and eliminate every tendency to shut itself away in a petty-bourgeois little world. One of the important current tasks is mobilizing to fulfil duties in the economy, culture, science and everywhere. Understanding the materials of the 9th Plenum is reflected in the skilled work that every communist, cadre and worker carries out in management and organization. A director, a Party worker, a chairman, a-[?] must not be lulled to sleep—not only through lectures and discussions, but also through the effort, in daily work, to ensure that the criteria, rules and decisions are properly implemented. The Ministry of Finance has for some time had a study from others on the question of remuneration, but it is dragging its feet. It is dragging its feet because accountability is lacking, and there are no sanctions against those who in some way damage the work. In the agricultural sector, thought was given and action taken with authority on certain mechanisms that advance production, but there are also sectors, such as transport, industry and others, that remain silent. A small calculation shows that this “silence” is costly today and even more costly in the future. The study by the Committee …ment. Bureaucratism, as the Party teaches us, is not fought with bureaucratic methods, through methods, orders and sanctions. Orders, sanctions and laws cannot change people’s minds. Those change through the confrontation of ideas, through arguments. Open meetings of the basic organization, the election of cadres by collectives, the limiting of terms of office, the right of recall, the decision-making powers of workers’ control, and other measures all point to concrete steps toward further democratizing the life of the Party and the entire country. But there is also haste, driven by fear of petty mistakes: fear that the rules might be scrutinized, that the boundaries of the basic organization might be blurred, or that troublemakers might take advantage. In reality, the judgment of the masses is generally sound and fruitful. The struggle against alien manifestations has become sharper. A sound public opinion is also a more concrete and important manifestation. Nevertheless, correct understandings and assessments of all issues do not come… …district bodies hesitate to put workers’ control into concrete practice on major issues, or, even when they do, the matters are dealt with superficially. Here is an issue that now deserves greater attention from Party committees as well. But let us not forget: people are educated and learn in the spirit of the demands of the 9th Plenum not only through lectures and discussions, but also when, in everyday activity, there is a struggle to apply the criteria, rules and decisions correctly. study from others on the question of remuneration, yet because accountability is lacking, and there are no sanctions for agriculture several mechanisms that move production forward, others, that remain silent. They cannot be implemented at the usual pace, with thoughts such as ‘we have time’ or ‘we are at the stage of familiarization, meetings and planning’. Punish as much as is necessary for these things, but there is also a time limit. To change an unhealthy situation wherever it exists, today more than ever it is necessary to change concepts, mindsets and obstructive practices wherever they are observed. The aim of bringing capable and young people to the forefront of Party and state work, in the elected bodies of all forums and levels, will bring not only freshness and vitality, but also more capable leadership and organization. Practice has proved this. And the future will prove it too, but at higher levels, because cadres and communists, in leading and implementing the decisions of the Plenum, will bring forward even more ideas and more progressive thinking, and will be more creative in carrying out the directives. — VLORË — On the occasion of the 75th anniversary of the birth of Comrade Hysni Kapo, the Party’s Besniku, various activities have been held in his birthplace, Tërbaç, in the district of Vlora, as a sign of deep honour and respect for his life and work. Veterans, workers, cooperative members, young men and women from Vlora, Tirana and other districts visited the “Hysni Kapo” museum house in Tërbaç, where they learned about the life and distinguished figure of Comrade Hysni Kapo, who, as Comrade Ramiz Alia has emphasized, was the model of a person of sacrifice, of love for the people, of a great communist and patriot. Yesterday morning, hundreds of cooperative members from the other villages of Mesaplik and Lower Kurvelesh, comrades-in-arms and collaborators of Comrade Hysni Kapo, members and relatives of his family, deputies and councillors, students and lecturers of the “Hysni Kapo” Higher School for Naval Officers, young people and Enver’s pioneers gathered in the centre of Tërbaç. Also present were members of the Political Bureau of the Party’s Central Committee, Deputy Chairman of the Council of Ministers and Chairman of the State Control Commission, Comrade Manush Myftiu, a comrade-in-arms and collaborator of Comrade Hysni Kapo; Niko Gjyzari, Chairman of the State Planning Commission; Comrade Vito Kapo; Leka Shkurti, First Secretary of the General Council of FDSH; Faik Cinaj, First Secretary of the District Party Committee; Nedin Hoxha, Chairman of the Executive Committee of the District People’s Council; and other comrades. A rally was held here, opened by Llambrë Hysi, secretary of the cooperative’s Party bureau. The commemorative address was delivered by Petrit Brokaj, secretary of the District Party Committee. At the rally, Comrade Manush Myftiu spoke. He conveyed to the participants and other inhabitants of Labëria the greetings of the Party’s Central Committee, the Council of Ministers, the General Council of FDSH and, personally, of Comrade Ramiz Alia, and congratulated them on such commemorations by which the Party and the people honour their sons, such as Hysni Kapo. On the occasion of the 65th anniversary of his death, the documentary film “The Life of the People’s Hero and People’s Teacher, Luigj Gurakuqi” was screened, and commemorative activities were held in the city of Shkodër. Students and lecturers of the Higher Pedagogical Institute, which bears his name, visited the “Luigj Gurakuqi” museum house, where they learned about his life and activity as a distinguished figure of the Albanian patriotic and democratic movement, a poet and publicist. A wreath was then laid at his bust in the square in front of the Institute. Workers from workplaces and production centres, school pupils and others have also visited this museum house. The People’s Museum, in cooperation with the House of Culture for Military Personnel, organized a thematic afternoon yesterday devoted to the multifaceted activity of Luigj Gurakuqi. A “tribune” devoted to his work was held for the participants. The district House of Culture and Folk Creativity, together with the “Jordan Misja” general secondary school, also held the thematic afternoon “Symbol of Freedom and Knowledge”, during which passages from the works of Luigj Gurakuqi were recited. As part of these events, a discussion entitled “The Life and Work of Luigj Gurakuqi—inspiration for the younger generation” was held with pupils and teachers of the “Luigj Gurakuqi” secondary pedagogical school in the city of Elbasan. Visits were also made to the school museum, and a photo exhibition was opened featuring scenes from lessons and life at the Normal School, whose first director was Luigj Gurakuqi. (ATSH)

The day before yesterday, the chargé d’affaires a.i. of the People’s Republic of Albania at the United Nations Office in Geneva, Arif Papuçiu, sent a letter to the Chairwoman of the 46th session of the Commission on Human Rights, whose proceedings are taking place in Geneva. In it he rejected the allegations and accusations made in recent days against our country by the head of the delegation of the Socialist Federal Republic of Yugoslavia to this Commission. The letter states, among other things: While the Yugoslav representative was expected to respond to international public opinion’s concern over the tragedy experienced by the Albanian population in Kosovo, and to explain when such a situation would be brought to an end, he chose instead to make baseless and absurd accusations against Albania. This was done in order to conceal the truth and divert the attention of the Commission and public opinion in general from the tragedy experienced by Albanians in Yugoslavia. The events in Kosovo are known throughout the world, the letter continues below. In the past few weeks alone, dozens of Albanians have been killed and hundreds wounded there, including women and children, while thousands have been imprisoned. A number of governments, institutions and important international organizations, including the European Parliament, the Commission on Human Rights and others, have expressed their concern over the violence being perpetrated in Kosovo. Albania has not interfered and does not interfere in Yugoslavia’s internal affairs; it is in favor of good neighbourly relations between the two countries. Kosovo’s problems will not be resolved by artificially shifting responsibility onto others, but through political wisdom, by renouncing violence and terror, through dialogue with the Albanians of Kosovo, and by respecting their rights on the basis of full equality and justice. From the latest dispatch In the food-processing enterprise in Korçë’s department producing cognac for export, production has been halted from the fourth month of last year until today. The reason? A shortage of packaging. The head of the supply and distribution branch at this enterprise, Vesár Mulla, told us that the problem of obtaining packaging—specifically half-litre bottles from the Kavajë factory—has become very acute. We were forced to use our own means as well to secure 84,000 bottles in January. In February, 82,000 bottles had to be delivered to meet the plan’s targets, but not a single one arrived. It is striking that this shortage is being felt in the very first months of the year, when the sound experience of several years has demonstrated the benefit of preparing packaging in advance for production. The reasons for these shortcomings are evident in the fourth quarter of last year, when the pace of glass-packaging deliveries failed to ensure a sufficient reserve for normal operations. February is gone, but will March be safe? The food enterprise’s supply workers are waiting. The problem, they tell us, is that the Kavajë factory is now producing only conical bottles. As for cylindrical bottles, as stipulated in our contract, they are being considered for later. Is there a solution to this problem? This is a question that we should raise forcefully with the comrades in charge of supply at the glass factory in Kavajë. The workers are paying no heed to all these disruptions. KOSTAQ DUKA

…poses. The significance of qualified leadership and organization. A director, a Party worker, a chairman or a military officer must not fall asleep at the wheel when the plans drawn up and approved remain on paper. The people’s needs are not met with meetings, pledges, grand declarations or oaths. The Party demands study and work from cadres at every level—extensive study and a great deal of work. Social productivity and quality cannot be increased and problems resolved, nor can agriculture advance and the people’s needs be met, without discussing them seriously at open meetings of the Party’s basic organizations and collectives, so that everyone’s expertise can help determine what needs to be done, when it should be done and how. By insisting that the decisions of the 9th Plenum be implemented in practice, the 9th Five-Year Plan is drawn up more accurately; thus, conditions are created to make use of and strengthen the prosperity of a beautiful future—the building of socialism.
