The 9th Plenum opens the way to the features of revolutionary transformation and democratization

The text on the page shows material on political, organizational and social developments, with emphasis on the processes of revolutionary transformation and democratization. Many parts of the text are difficult to read in this image, but there appear to be discussions of ideological-political work, the organization of social life, the connection with the working class, the responsibility of organizations and the continuation of reforms. The text appears long and spread across several columns, with political formulations characteristic of the late 1980s and early 1990s.

A very special structure in agriculture

THE CONDITIONS OF THE SEASON ARE BEING OVERCOME: OVER THE DAYS, INCREASED ATTENTION TO FARMERS’ WORK Some time ago we took a look at the situation and the field crops in Kosovo. Now, a few days later, we are gathering some new impressions regarding the progress of the spring work. Naturally, the situation is now clearer than before, also because of the new climatic conditions. In many fields of work, especially in the spring sowing, a noticeable intensification of work is being observed. At the Ministry of Agriculture of Kosovo Comrades: XHEVAT SHITAJ: (director of the economic directorate) SHPAT QIRIAZI: (director of the sowing directorate) SHQIPE SLEVA: (specialist) Comrade Safi, as is always apparent, the struggle to fulfill obligations and in particular the work in production continues with intensity. There have been delays, but now work is being done with greater dedication. The condition of the soil, rainfall and temperatures have made it necessary to pay greater attention to organization and to meeting deadlines. We have demanded that mechanized equipment and the labor force be used as effectively as possible. — What is the importance of this? In these days it is clearly seen that the sowing structures have undergone changes, not only as a result of weather conditions, but also because the plan has been adjusted to the actual situation. There are areas where corn will be increased, elsewhere forage crops, while in some zones it is necessary to reduce less suitable crops. In Kosovo, speaking of the structure of the spring sowings, it should be said that in general it has been well planned, but it has required flexibility in implementation. It is now becoming clear that the soil and moisture conditions have not been the same everywhere. This has forced organizations to make certain changes in planning. This is understandable and even necessary if we want better results. In this framework, according to the data we have, some areas have been redirected to other crops, since the sowing time for the planned crops was no longer suitable. In these cases, what matters is that no land is left fallow and that every plot is used as rationally as possible. — What is the enterprise doing about this? In many units work is being carried out intensively, engaging mechanization, specialists and the organization of work in the field. In some cases work is being done on extended hours. Measures have been taken to ensure seed, artificial fertilizer and fuel. Assistance is going especially to those places where the difficulties are more pronounced. — What is expected? If the weather stabilizes and the current pace of work is maintained, it can be said that the work will proceed well. Naturally, no day should be underestimated, because this period is decisive for many crops. In the end, a more flexible sowing structure, harmonized with the actual conditions, can yield better results than a formal implementation of the plan.
