Anyone who has come from the village in these mild days, as they took stock of the difficult week of weather, has told themselves that now the forces and equipment must be properly mobilized, that the late sowing must move forward without wasting time, and that moisture reserves must be used carefully. In fact, how has this special situation in agriculture in the Tirana district been handled.
We were at the agricultural enterprise “Ylli i Kuq” of Kamza and met with the head of the agriculture sector, comrade Hysen Minx Osaj. The riverbanks, vineyards and orchards, meadows and pastures have not only been affected by the frost of the last few days, but in many areas the ground remains cold and very damp. Nevertheless, this is not the first time agriculture has faced such conditions. What is required is better organization, a faster pace of work, and the use of every suitable hour.
In the corn plots, irrigation is continuing according to schedule where it is necessary, while on the potato, beet and early vegetable areas work is underway to preserve moisture and avoid damage from low temperatures. At the same time, the mechanics brigades are keeping tractors and ploughs fully ready so that, as soon as the ground opens up, they can go straight to work.

Put in concrete measures

In many cooperatives and enterprises, measures have been taken to deal with the situation, but there are still places where tasks need to be specified more clearly. The specialist emphasizes that what is required now is not only willpower, but also detailed planning for every brigade and sector.

We were at the agricultural enterprise of Vlorë where managers and specialists are closely following the progress of the spring work. According to them, in part of the areas planned for bread grains and other crops, the high soil moisture is making it difficult for machinery to enter. Nevertheless, work has not stopped; where the soil allows it, ploughing, discing and seedbed preparation are being carried out at an accelerated pace.

Tepelenë livestock breeders at the forefront of their duties
Heads. In the neck with the district, Xhiskë-rupi is being worked these days and is being protected with all means. According to livestock specialists, the latest data show that the small ruminants are spending the winter in good condition, while in the cattle sector the securing of fodder supplies is being carefully monitored.
Under the present conditions, supply of concentrate feed, preservation of hay reserves and careful organization of grazing are of particular importance. Farm workers have increased their services to the herds, especially for the young animals. Measures have also been taken for the disinfection of premises and veterinary inspection.

A mistake in the diversion channel
Bajrami, which lies at the foot of the mountain range, is one of the cooperatives where it has long been aimed that there should be no delays in the spring sowing. But not everything has gone according to plan. In part of the plots, especially where the drainage system does not function properly, excess water has caused difficulties. The cooperative leaders acknowledge that there have also been mistakes in the allocation of manpower and equipment, but say these are being corrected quickly.
In the analysis carried out these days it was requested that every sector come forward with concrete measures and that no task be left for tomorrow. The need for daily monitoring and the personal responsibility of cadres was emphasized. Only in this way can deadlines be met.

The unsettled weather and the delays created in recent months have required forces to be reorganized. In meetings held with brigade leaders and specialists, it was emphasized that it is no longer enough to look only at the overall indicators, but that each unit must know exactly what it has to do for the day and the week. The unsettled weather has not prevented the farmers of this area from moving forward with the sowing of wheat and other crops. According to the data presented by specialists, in some villages the plan has been exceeded, while in others there are still reserves that could be used better. Special attention is being paid to the quality of the work and the use of selected seed.
In every brigade, deadlines and ways of implementation have been discussed, while the leaders have asked the workers not to underestimate a single day’s work. “Proceed with pace, but also with responsibility,” it was said in the latest analysis.

More than developments with new faulty seedlings
Work organization in the units, work by norm and the fulfillment of daily tasks remain essential requirements even in these difficult days. In many places it is noticed that where the leaders are close to the people and carefully monitor the implementation of instructions, work goes better. Conversely, where room is left for distraction and lack of responsibility, the pace drops.
This requires not only immediate intervention, but also a deeper analysis of the causes. After all, results depend not only on weather conditions, but also on human hands.
