FOR THE FURTHER IMPROVEMENT OF LEGISLATION Yesterday morning the presidium of the Council of Ministers met. Comrade Adil Çarçani, Chairman of the Council of Ministers, reported on the progress of the work of the 9th session of the People’s Assembly, which will be held soon. The meeting examined in detail the assessment of problems related to economic activity. In this context, the steps taken to implement the guidelines established by the 9th Plenum of the Central Committee of the PPSH were analyzed, as well as the measures for accelerating the pace of work, rigorously carrying out the instructions of the party and the government, and using production capacities effectively. The importance of strengthening state and financial discipline, improving management, and raising responsibility at all levels of the economy was emphasized. The comrades discussed at length several important legal acts concerning the better regulation of economic relations, the expansion of the powers of the relevant bodies, and the creation of more favorable conditions for increasing production. It was noted that the further improvement of legislation is a necessity arising from the development of economic and social processes and from the demands for greater effectiveness in leadership. The meeting also examined problems related to the everyday life of the working masses, supply, services, and other items on the agenda. (Continued on page 2)

In the works department near the hydroelectric power plants of Koman, Antoferë and Fierzë, work is proceeding at a fast pace to complete various jobs, in order to ensure uninterrupted electricity production. Under the conditions created by low water inflows and the economy’s great needs, special measures are being taken for maintenance, the most rational use of water reserves, and the increase of the technical readiness of the units. A large number of workers and specialists have been mobilized at the work fronts, and they are carrying out repairs, reinforcements, and the necessary technical interventions. In addition, measures are being taken to save energy in all branches of the economy, by better harmonizing production with consumers’ needs. The relevant bodies are closely following the situation and are drawing up special plans to overcome the difficulties. REPORTAGE The difficulties of recent days, snow and rainfall, have temporarily hindered movement in some remote areas of Tropoja. However, residents and cooperative members are trying with all their strength to keep the roads open and ensure normal supply. In the populated centers, work is under way to repair the damage and prepare for the spring season. This report shows scenes from the everyday life of the highlanders, from their work, and from their spirited overcoming of difficulties.

. The festivities, under the care of the organization of war veterans and the students, were held with the participation of former cadres, teachers, and military personnel. In the speeches delivered, the tradition of this school and its contribution to the patriotic and military education of the generations were praised.
