– The Krujë District exceeded its wheat production plan – TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE PPSH TIRANA TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE PPSH TIRANA Dear Comrade Ramiz, In the revolutionary atmosphere that has embraced the entire country in implementing the decisions of the recent plenums of the Party’s CC, and your continuing advice and instructions, we are pleased to inform you that the workers of our district have achieved an important success: we exceeded the wheat production plan by 14 thousand kv, thereby also fulfilling our obligation. On 1,500 ha in the plain area, yields of 45–60 kv/ha were achieved, or 7–10 kv/ha above plan. Of particular note is that during the last four years our district has fulfilled and exceeded its wheat production and delivery plan, which has strengthened the conviction that it is not weather conditions but the work invested that determines production of this crop. Working with modern technology, carrying out services on time and to a high standard, and effectively using many forms of incentives, from sowing through to storage, made it possible for all the agricultural enterprises in the plain area to meet and exceed their plan targets. We are especially pleased to inform you that this year all four state agricultural enterprises (NB) in the district, which had lagged behind for years, fulfilled and exceeded their wheat production plans, in keeping with the 7th and 8th plenums of the CC and the Party’s call to bring about a turnaround in the NB enterprises. Their division, the voluntary assignment of Party Committee leading cadres to these enterprises, as well as the strengthening of the work of the Party’s primary organizations and the improvement of work by state and economic bodies, where cadres and specialists are now making their contribution felt, have helped bring this about. We report that, in light of the results achieved so far, the turnaround has begun and is taking hold, putting them on course to join the country’s advanced NB enterprises. The success achieved in wheat reflects the toil and sweat of all agricultural workers, but the leading examples are the agricultural cooperative of Fushë-Milot, which obtained 45 kv/ha across its entire area, or 5 kv/ha above plan; Fushë-Krujë, with 44 kv/ha; Gurzi, with 43 kv per ha; Borzana, which produced 3,800 kv above plan; and others. Alongside the agricultural workers, the mechanics of the SMT and the NB enterprises also share in these successes. With a sound material and technical base, and implementing the decisions of the Party’s 7th Plenum, they faced the difficulties with a strong sense of responsibility and completed the wheat harvesting and threshing campaign within the set target of 15 days. In addition to exceeding the summer-crop plan, the outlook for fulfilling and exceeding the plan’s targets is good and promising. At the same time as the harvesting, threshing, and collection of wheat, work has continued and is continuing on tending the corn, soybeans, and sunflowers; planting of second-crop soybeans is being completed, and work continues to plant the other crops on time. Dear Comrade Ramiz, The full fulfillment of tasks last year, the increase of the value of a workday in agricultural cooperatives by 2.2 lekë, and the results achieved so far strengthen our optimism that, under the leadership of our glorious Party, with you at its head, we will add to our successes, so that through work and general mobilization we can fulfill this year’s plan tasks and lay sound foundations for the new five-year plan. We promise that we will turn the enthusiasm sparked by the decisions of the Party’s 10th Plenum of the CC on introducing the new economic mechanism and further democratizing life—the surest path to continuing the successful construction of socialism—into a driving force for advancing our work and achievements, and for strengthening the unity of the people with the Party, and the freedom and independence of our socialist homeland. Here, 3,700 quintals of wheat were harvested, and the NB Gjormi, directed by comrades Haxhi Tafa and Nezir Gjoni, produced 3,400 quintals above the plan. – 114 delegates unanimously approve the Constitutional Declaration on Kosovo, with applause – PRISHTINË, July 2. – The Yugoslav news agency TANJUG reports that this morning Albanian delegates gathered in front of the Assembly of Kosovo and demanded that the Assembly meeting, which ten days ago was arbitrarily interrupted by its Serbian president, continue that very day. TANJUG reports that the Albanian delegates were not allowed to enter the Assembly building, whose doors were kept closed on the pretext that its president had ordered the Assembly meeting to resume on July 5. The group of Albanian delegates to the Assembly of Kosovo, gathered in front of its building, continues to insist on entering the hall and holding the meeting under normal conditions, as they had decided, the TANJUG reports further state. Faced with the arbitrary stance of the Serbian Assembly president, all 114 Albanian delegates to the Assembly decided to hold the meeting outside its building. Radio-Prishtina reports that the overwhelming majority of delegates to the Assembly of Kosovo unanimously approved the agenda and considered the items on it. They unanimously rejected the proposal of the Presidency of Serbia to adopt a new Serbian Constitution, on the basis of the prior opinion given by the Constitutional Commission of Kosovo. Radio Prishtina emphasizes that all 114 Albanian delegates present at today’s meeting unanimously approved the initiative to draw up a new Constitution of Kosovo. The Albanian delegates to the Assembly of Kosovo also unanimously approved the Constitutional Declaration of Kosovo. “Proceeding from the will freely expressed throughout Kosovo by the majority of its population, they proclaimed in the Constitutional Declaration that it is an equal federal unit alongside the other units of the Yugoslav Federation. Constitutional Declaration on Kosovo as an independent and equal unit within the Federation, Confederation of Yugoslavia, as an equal subject alongside the other units in the federation, confederation: 1 - By this declaration, the principal constitutional aim of the population of Kosovo and of this Assembly is proclaimed and declared as an act of political self-determination within Yugoslavia. 2 - This Assembly, by itself proclaiming Kosovo an equal unit in Yugoslavia and on the basis of the principles of authentic democracy regarding respect for the will of people and human and working collectives, expects this constituent act of its own to be confirmed in the Constitution of Yugoslavia, with the full support of democratic opinion in Yugoslavia and international public opinion. 3 - This Assembly confirms Kosovo and its new constitutional status as a political-constitutional community, with a common political-constitutional status for the citizens and equal nationalities of the province, where Albanians, as the majority of Kosovo’s population and one of the most numerous peoples in Yugoslavia, as well as Serbs and others in Kosovo, are considered a people, a nation, and not a nationality or national minority. 4 - Meanwhile, until this Constitutional Declaration is definitively implemented in law, the Assembly and governing bodies of Kosovo shall base their relations within Yugoslavia’s constitutional order on the Constitution of Yugoslavia currently in force and not on the amendments to Serbia’s 1989 Constitution. On this occasion, the decision of the Assembly of Kosovo dated March 23, 1989, granting consent to these amendments, is also annulled. Until the adoption of the new Constitution of Kosovo, the Assembly of Kosovo shall henceforth communicate publicly under this name, and shall likewise refer to the socio-political community and body from which it derives solely as Kosovo. The news agencies Rojter, IRNA, etc., have issued reports concerning today’s meeting of the Assembly of Kosovo and its important decisions to declare the province an independent and equal unit of Yugoslavia. According to IRNA, the Constitutional Declaration on Kosovo was approved yesterday morning by the Democratic Forum of Kosovo, made up of leaders of Kosovo’s democratic alternatives. The Democratic Forum stressed that if the demands contained in the Constitutional Declaration on Kosovo are not accepted, it will seek international intervention in the spirit of the Vienna document of the Conference on Security and Cooperation in Europe. Riza Sapunxhiu supports the initiative of the Assembly of Kosovo PRISHTINË, July 2. — Riza Sapunxhiu, a member of the Presidency of Yugoslavia, told the Prishtinë newspaper «Rilindja» that he fully agrees with the delegates of the Assembly of Kosovo and supports their initiative for this province to become, in its constitution, a [?]. This was reported by the Yugoslav news agency TANJUG. Riza Sapunxhiu emphasized that he opposes Kosovo being granted only territorial autonomy instead of state autonomy, as envisaged by Serbia’s draft new constitution. (ATSH)

IMPLEMENTING THE TASKS OF THE 10th PLENUM It is good that the economy, “at long last,” after so many years, is being granted citizenship by the pens of intellectual economists. A scientist and an intellectual are distinguished by scholarly character and courage, not by compromise, silence, or opportunistic thinking. Dialectical, stimulating, practical, and regulatory improvements are being made to many concepts, levers, and different mechanisms of production, primarily in enterprises, but also at higher levels. What intellectual forces are at the forefront of this work? Can it easily be expected of those who grew up in science under a particular conception of development processes to now affirm convincingly and naturally, with scholarly rigor and practical reach in every cell of the economy, a truth? So why should we always remain the same presidium of thought! We understand the dialectics of development, one might say. But does dialectics understand them? New concepts, new people, new thinking. Discussion and familiarity at the grassroots level with the new mechanism have brought to light, and will bring to light, plenty of problems requiring solutions, deeper examination, and further improvement. What matters is the direction of change. But it must be emphasized here: other countries have experimented and tested many categories and concepts over a long period, the very ones we are now seeking and trying to bring into alignment, and they have had both successes and failures. Can’t we take both sides of this experience and take the next step from a higher starting point? You don’t hit the target with the first shot, but there is no need to waste too many shots either. Development and the particular features of specific enterprises or branches will dictate improvements, but there should be as little time as possible spent experimenting in the economy, and the period of transition should be as short as possible. There are thousands of economists and grassroots cadres, right down to the workers, who are both the subjects and objects of the changes in the economy. When it comes to interests, increased production, and well-being, broad-based opinion is an inexhaustible source. Every new proposal needs to be reasoned through to the end, since questions and difficulties may arise. The economy is a system of gears. For example, the alignment of reproduction capacities, ensuring optimal profitability, and the extent to which prices for enterprises should be revised all immediately call for discussion. Enterprises with significant differences in technology, natural conditions, and terrain cannot be assessed on the basis of interests, capabilities, or progress alone. Their capacity for renewal also differs. One may not currently need investment, while another urgently needs it. Perhaps, (Continued on page 2)

On the occasion of the 60th anniversary of the death of Andon Zako Çajupi, distinguished writer, patriot, democrat, and revolutionary, the «Eqerem Çabej» Higher Pedagogical Institute in Gjirokastër, in cooperation with the Institute of Linguistics and Literature of the Academy of Sciences, organized a scientific session yesterday morning in his birthplace, Sheper in Zagoria. Also present were the first secretary of the District Party Committee, Manxhar Binaj, and others. In the paper «A.Z.Çajupi and Albanian literature», presented by Prof. Dr. Jorgo Bulo, the important place and role of Çajupi’s work in Albanian literature, its historical values, and the innovations he brought to it, building on the tradition that had been established, were highlighted. The papers presented by the editor-in-chief of the newspaper «Bashkimi», Hamit Borici, the writer Bekim Haxhiu, and researchers, critics, and literature teachers portrayed the distinguished figure of A.Z. Çajupi in Albanian literature, as well as his activities during the National Renaissance and afterward. Those present visited the museum room set up in the village’s eight-year school, which bears the name of this distinguished writer. (ATSH)

Yesterday morning, the Chairman of the Council of Ministers of the People’s Socialist Republic of Albania, Comrade Adil Çarçani, received at the Prime Minister’s Office the Deputy Secretary-General of the UN and Executive Secretary of the UN Economic Commission for Europe (ECE), Gerard Hinteregger. The meeting was attended by Deputy Minister of Foreign Affairs Muhamet Kallapani and the chargé d’affaires a.i. of the People’s Socialist Republic of Albania to the United Nations Office in Geneva, Alfred Papuçiu. During the meeting, Comrade Adil Çarçani noted Albania’s cooperation with the United Nations and its other bodies, mentioning on this occasion the fruitful visits to our country by UN Secretary-General Javier Perez de Cuellar and its Deputy Secretary-General, Administrator of the United Nations Development Programme (UNDP), William H. Draper. In this context, he praised the role of the Economic Commission for Europe and expressed the Albanian government’s desire to strengthen ties with it and with other UN bodies, to further expand cooperation, and to give concrete form to the programmes envisaged in various areas of the economy. Comrade Adil Çarçani then briefed him on some essential aspects of our state’s economic and social policy, focusing in particular on the work being done to improve the economic mechanism, which also creates conditions for the further development of economic and trade cooperation with foreign countries and companies.
