— the leading value surpassed the wheat production plan — TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE CENTRAL COMMITTEE OF THE ALBANIAN PARTY OF LABOR TIRANA Dear comrade Ramiz, On behalf of the workers of the United Agricultural Cooperative of the Kavaja district, as well as all the other specialists and cadres of agriculture in the district, we are pleased to inform you that on 2 July we fulfilled the grain production plan and delivered in full 14,560 tons of wheat bread grain for the needs of the state, 1,500 tons of corn bread grain for the cooperatives of the Tropoja district, and 100 tons of wheat bread grain for the reserve. We achieved this important success thanks to the correct Marxist-Leninist line of our glorious party and to Comrade Enver Hoxha’s teachings on cooperativization and the uninterrupted development of socialist agriculture, under the continuous leadership of the party with Comrade Ramiz Alia at its head. For the realization of this high grain output, an important role was played by the numerous organizational and technical-scientific measures adopted and implemented correctly, in good time and with quality, by the party base organizations and the councils of the cooperatives, farms and sectors. In the analyses of the party base organizations, emphasis was placed on all aspects of the work; detailed programs of measures were drawn up and their implementation was followed through to the end. Work control was organized at a high level. Special care was shown in land cultivation, avoiding any delay or shortcoming; agronomic operations such as sowing, ploughing, hoeing and fertilizing were carried out on time. Special importance was given to irrigation, drainage, the effective use of agricultural machinery and the rational use of land. Work was done to increase yield per hectare and to ensure the quality of production. In all cooperatives, great political and ideological work was carried out to encourage a spirit of mobilization, discipline and responsibility. The working masses were mobilized with the conviction that fulfilling the plan is a high patriotic duty. Young people, women and specialists made their valuable contribution. Work was organized in shifts and, at the peak moments, uninterrupted continuity was ensured. Alongside these achievements, we are aware that there are still great reserves for further increasing production, improving the crop structure, intensifying production and using every material resource more sparingly. We will continue steadfastly the struggle against every manifestation of liberalism, negligence and bureaucratism and will further strengthen order and discipline in work. Inspired by the teachings of the Party and Comrade Enver, as well as by the constant care of Comrade Ramiz Alia, we assure you that we will make every effort to successfully accomplish the other tasks of the plan and to carry forward the further development of agriculture in our district. 114 delegates approve the Constitutional Declaration on Kosovo with applause ... The Presidency of the Assembly of Kosovo ... Pristina, 2 July 1990. The Assembly of Kosovo, at its meeting held today, adopted the Constitutional Declaration by which Kosovo is proclaimed an equal independent unit within the framework of the Yugoslav federation. The session was attended by 114 Albanian delegates, while the Serbian and Montenegrin delegates did not take part. The Declaration was met with prolonged applause. Its text emphasizes the will of the people of Kosovo for equality, democracy and self-determination within the federal framework. In Pristina and other cities of Kosovo, the news was received with enthusiasm by Albanian citizens. Serbian authorities immediately opposed the act of the Assembly of Kosovo. The event is regarded as a development of great political importance for the future of Kosovo and of Yugoslavia.

IN IMPLEMENTATION OF THE TASKS OF THE 10th PLENUM Mechanization of the economy and school It is more than normal that, right from the beginning, the difference in rank should be noticeable between a profitable enterprise and a cooperative, with the district communist’s economic perspective — but is it the faithful communist who manages to allocate the funds on time? The issue here is not simply the indicators of fulfillment or non-fulfillment, but the way work is done, the relationship between man and production, with the means of labor and with the school. In conditions where an increase in yield and economic efficiency is required, the school must be more closely linked to life, to production and to practice. Students and teachers should be closer to enterprises and cooperatives, in order to understand work processes at first hand and to make their concrete contribution. The experience of some schools shows that when organization is done responsibly and there is cooperation with the productive base, the results are evident. The mechanization of the economy is not only a matter of equipment, but also of qualified people, technological discipline and a culture of work. For this reason, the implementation of the tasks of the 10th Plenum requires greater commitment from all factors: leaders, technical cadres, party organizations and the school.

During these days, commemorative activities have been held in the city of Përmet dedicated to the 60th anniversary of the death of our national poet Naim Frashëri. Scientific sessions, literary meetings, exhibitions and visits to his birthplace have been organized. These activities have been attended by researchers, writers, students and lovers of literature. The importance of Naim’s work for the formation of national consciousness and for the development of the Albanian language and culture was emphasized. Yesterday at the Ministry of Foreign Affairs of the PSR of Albania, a meeting took place between the Chairman of the Council of Ministers Adil Çarçani and the Deputy Secretary-General of the United Nations. During the talks, issues of cooperation and international relations were addressed.
