We are living through exceptional circumstances. The historic process of profound democratization of the country’s entire life, wisely led by the Party of Labour and Comrade Ramiz Alia, took on new dimensions with the decisions of the 11th Plenum. Democratization is proceeding along normal lines, irreversibly, without being hastened or slowed down, either of which would cause disproportions or unnecessary and harmful counterbalances. This is something that gladdens everyone who places the lofty interests of the Homeland’s progress above all else. We must all be aware that this process of democratization must go hand in hand with increased production, greater mobilization of all workers on the job, and the strengthening of discipline everywhere and in everything, in the broadest sense of the word. These two processes are in harmony and mutually support one another. It is important that everyone understand this well, because any lapse at work, as happened on some occasions in recent days at several workplaces in Tirana, etc., has harmed the fulfillment of tasks. Consequently, production shortfalls and failure to meet plans also become an obstacle on the road to democratization. Strengthening discipline at work is particularly urgent now, during the summer season. People will also go on holiday, but work must be organized and managed in such a way as to prevent tasks from going unfulfilled. It is true that there are difficulties and shortcomings, especially in the supply of raw materials; but it is precisely here that [unclear] must stand out. Especially in these days, we must not allow such negative occurrences as those, for example, that have taken place in a block of flats in Kombinat, etc., where drinking water did not reach the upper floors for days on end! Negative phenomena are also seen in social catering enterprises. For example, unjustifiable shortages have been observed in recent days, such as shortages of soft drinks, etc. Such shortcomings annoy and concern citizens, so the managers of these enterprises, together with the workers, must eliminate them immediately. On July 1, many enterprises across the country began operating under the new economic mechanism. Although it was said that preparatory measures should be taken everywhere, precisely in these days some of these enterprises found themselves without raw materials as never before. There are difficulties, as everyone knows, but there is no reason for the shortcomings to be greatest precisely in these enterprises. What, for example, can the workers at the “Tirana” plant in the capital say about their managers and the discussion groups responsible, when on July 1, as they began working on their own account, they were told to take their regular leave because there were no raw materials! Such examples, though few, set against the broad mobilization of our working masses that has surged across the country in recent days, clearly do not speak of discipline and commitment at work. This is not how situations are overcome. “All those who have striven for the free country and the people must be on their feet and alert.” These words of Comrade Ramiz Alia should serve as our guide, especially in these days. The process of democratizing life, together with the new economic mechanism, requires discipline and dynamism everywhere. Now is not the time for words, but for concrete action. For example, people are seeing with their own eyes the concrete implementation of what was said and decided at the Plenum: the peaceful transfer according to job category or work process; the payment of 80 percent of wages when work is interrupted through no fault of the workers and no other work is provided for them; the reorganization of the service and artisan sectors, etc. Let us not forget how certain delays in issuing passports to citizens wishing to travel abroad were taken advantage of. Likewise, every possible measure must be taken in enterprises that have begun operating on their own account so that they fulfill their tasks successfully and regularly. The example set by these enterprises is very important for all those that will begin working according to the new economic mechanism on January 1 of next year. The process of further democratizing the country’s entire life, as was emphasized at the magnificent rally of the capital’s workers, is undoubtedly also closely linked to national interests. This progressive process aims to make the lives of our people more democratic, and our Homeland stronger and more respected in the world. To achieve this, everyone is required to work—much more than before. To fulfill and exceed tasks every day means to be a true patriot, because every shortcoming, disorder, and lack of discipline is exploited by internal and external enemies, among other things, to create an image of Albania in the world. Therefore, the call of the times is: Everyone must be mobilized for work with a fighting spirit, and remain highly vigilant and ready to overcome all difficulties successfully and defend our achievements. Our beloved Homeland. The actions by our working masses that have broken out these days throughout the country clearly do not speak of discipline and mobilization at work. This is no way to cope with situations. “All those who are for the progress of the country and the freedom of the people must be on their feet, alert and watchful.” These words of comrade Ramiz Alia at the 11th Plenum must also be understood as a call to fulfil the day’s tasks at all costs, regardless of the shortcomings we have. To be vigilant and love the Fatherland means carrying out, every day, to the best of one’s ability, one’s duties to society and family. The enemy seeks to sow confusion and disinformation and, most importantly, tries by every kind of display to weaken people’s mobilization at work, because this would create artificial difficulties, especially in the supply of raw materials and the quality of service to the people. Therefore, we must all be on our feet, alert and mobilized. Only in this way can we help deepen the process of democratization and serve the People’s Power as well. We will smash every insinuation by the enemy about the situation in our country and increase prosperity and well-being. One thing— [continued] and increase prosperity and well-being. IMMEDIATE REFLECTION ON THE TASKS OF THE 11th PLENUM The Munella mountains are perhaps buzzing more than usual on these summer days, high above, with the noise of drilling rigs and chainsaws. On geological terrain, [unclear] work day and night to provide the economy with more useful minerals and timber. Ndu Erroku, head driller, and his two assistants, Lek Doda and Lush Vata, had inspected the pipes and were preparing to put them back into operation. “It pains us to let even a little time go to waste,” says Ndu. In them, everyone expresses full support for the Party’s latest revolutionary measures and promises Comrade Ramiz that everything possible will be done to make our beloved Albania more beautiful and stronger. Successfully coping with the situations that have arisen and implementing as quickly as possible the very important decisions of the 11th Plenum of the Party’s Central Committee require not only discipline, mobilization, and patriotism, but also dynamism, resourcefulness, and initiative. the service and artisan sectors, etc. Let us also next year. — PUKE — In Munella, where Zef Bardhoku, Nikollë Lala, and many others lead, the drilling rate per month is always exceeded—not by a little, but by as much as 20–30 linear metres. The expedition’s performance is also high: 108 percent, with reserves for the period above 100 percent. These results are not achieved easily, but through stronger discipline and making use of working time over 24 hours. “We have no unjustified absences from work,” they say here, whether on winter days or summer days. In the field of artisan services, Agim Hoxha, head of the municipal section: — Alongside the expansion of units operating on their own account, which is the main direction of our work, dozens of people have come to the enterprise and the section, ready to open independent service units for carpenters, tailors, and barbers. — TEPELENË — In Tepelenë, the tradition of craftsmen and artisans has not been very strong. Nevertheless, they have not been absent here either. In recent days, as people discuss and work to implement the Council of Ministers’ new decision, former masters such as confectioners, shoemakers, etc., have often been mentioned as examples illustrating the benefits of this service. In Tepelenë, too, some people who have engaged in individual trade and services have, to some extent, passed their craft down within their families, while others have taken it up as well. Yet all kinds of pastries are made in Tepelenë for a family celebration, but you could not find them in the market, even though an independent food enterprise was established. And who makes them? Yesterday afternoon, a diploma-awarding ceremony was held at the “Enver Hoxha” Higher United School of Officers in the capital for the cadres who completed their studies at the school in the 1989–1990 academic year. Yesterday, the Italian Embassy in Tirana returned to the Ministry of Foreign Affairs of the People’s Socialist Republic of Albania 199 passports that had been submitted for Albanian citizens travelling to Italy. Of these, 180 passports belong to Albanian citizens who expressed a desire to visit Italy for private reasons. All the passports, which had been sent to the embassy in question many days earlier, were returned without Italian visas and without any explanation as to when they would be issued. (ATSH)
