— Comrade Adil Çarçani meets with workers of the Gjirokastër district — (Photo: — ATSH) The member of the Political Bureau of the Central Committee of the Party and Chairman of the Council of Ministers, Comrade Adil Çarçani, visited the Gjirokastër district in recent days, where he made several visits to industrial and agricultural centres, etc. He was accompanied by the first secretary of the District Party Committee, Manxhar Binaj, and the chairman of the Executive Committee of the District People’s Council, Flamur Çani. At the meetings and conversations he held with the workers, labourers, cooperative members, veterans, cadres, young men and young women expressed their ardent love for the Party, with Comrade Ramiz Alia at its head, their steadfast esteem and revolutionary optimism about implementing the important decisions of the 9th, 10th and 11th Plenums of the Party’s Central Committee. At these meetings, Comrade Adil Çarçani greeted the workers on behalf of the Party’s Central Committee and the Council of Ministers, and personally on behalf of Comrade Ramiz Alia. The workers of the agricultural machinery plant, the «Bule Najpi» garment-production enterprise, the collective SMT and others from the city’s industrial zone gathered for the meeting held in the mechanical workshop of the UMB. The collective has good news to report: it fulfilled the industrial production plan for seven months and aims to produce an additional 180,000 lekë by the end of July; it has exceeded its targets for producing equipment, machinery and spare parts, increasing net income by 50,000 lekë and reducing the cost by 10,000 lekë against the plan. Comrade Adil Çarçani congratulated the workers on the achievements recorded throughout the district, particularly in meeting the industrial production plan for this period, the grain production plan by more than 15,000 quintals, the production of milk and eggs, export obligations, and the enterprise’s net income and the state’s centralised income, etc. In his conversations with them, he pointed out the great victories achieved during these 46 years of free life under the Party’s steadfast and far-sighted leadership in the fields of the economy, culture and welfare and, above all, in the steel-like strengthening of our People’s Democratic Power, which springs from the people and belongs to them. He said that the foundations of this power, laid during the National Antifascist Liberation War with the blood of 28,000 martyrs and established through the work and sweat of our people, are strengthened every day by fulfilling and surpassing plans and advancing work in all sectors. Our power, established with dignity and resilience in the blood of our people, is precious to us; therefore, we guard it as the apple of our eye. Speaking about their achievements, he also mentioned the 11th Plenum of the Party’s Central Committee. He said that every citizen, alongside their work and strengthening their sense of responsibility for carrying out their duties, must raise the spirit of patriotism, strengthen unity, increase vigilance, and work and struggle unstintingly to build socialism and defend the Homeland. Comrade Adil Çarçani urged them to advance achievements everywhere, deepen the creative thinking of innovators, improve production technology and quality, increase social labour productivity, reduce production costs and make use of as many domestic raw materials as possible. In striving to expand the range of production, care must be taken to open new fronts of work for the reserve labour force, which grows every year. To encourage workers’ interest in increasing production and income, cadres—especially economists and finance officers—must provide a fuller explanation and deeper understanding of the new economic mechanism and ensure its full implementation, explaining its advantages and the benefits workers will receive from its implementation. Some time ago a problem arose in Shijak. Several ovens had to be built to bake bread, since Shijak was supplied from Durrës. This caused some difficulties and shortages, such as delays in regular deliveries, as well as difficulties with fuel, vehicles, etc. The comrades at the Durrës bread-and-pasta factory took up this problem. Shijak needed its own bread-baking ovens, they said, and we have every opportunity to provide them. The factory’s innovators and specialists worked with their colleagues at other enterprises, such as those at the oil-and-soap workshop in Rrogozhinë, the milling plant in Shkodër and the «Kastriot Muço» workshop in Vlorë. This cooperation produced good results. First, the initiative became a collective one. It was no longer left to the Durrës bread-and-pasta factory alone. Responsibility, too, became shared. This is very good, because innovators and specialists at one enterprise, in addition to doing their own work, think as citizens, revolutionaries and patriots, and also help other enterprises that turn to them. Second, it became easier to find materials locally, without having to shelve the problem and send people from one place to another for months, as happens in some cases. The necessary machinery was manufactured, and the construction enterprise in Durrës built four baking ovens, practically a factory. Sixty new workers were employed there, people who until recently had been without jobs. Who are they? Young men and women. They became bakers, assistants, dough-processing workers, and so on. These processes have some difficulties. But these young men and women did not say: «We want easy work; we want some comfortable little corner», as some think and demand. By looking for a cushy corner, you give society nothing and, consequently, do not raise your own standard of living. Every kind of work is honourable, and socialism needs every kind of work. No one else will do these jobs for us—not apart from our young men and women, our own people. The 60 new workers of Shijak set a good example, trained in vocational courses, and are now satisfied with their work. But not everyone is content. They want more of themselves; they intend to keep their factory in the best possible condition and make it more orderly, to improve working conditions further, and to produce the highest possible quality in cooperation with another enterprise. «Well done, our sons!» People who care about advancing production find ways to achieve it. The electromechanical plant in Durrës has several problems, but through work and effort it is solving them. At certain times it also lacks imported materials. But the innovators and specialists are not sitting idle. They have applied their minds and expanded their productive activities. Recently, the idea arose of building a new line to produce electric coils for export. It sounded simple. But after doing the sums and assessing their capabilities and resources, they said it was well worth undertaking. Thus, with dedication and a sense of responsibility, they worked from sketches, drew up the project, and then began producing the various machines and components; the line was completed. It has a production capacity of 1 million coils a year. The plant earns 480,000 lekë annually from it. Several new workers have been employed on this line, and another 70 will be taken on in the future. The issue is very important. The measures taken and now being taken do not mean that everything has been solved. There is plenty of available labour in this district. It is good that there is a shared civic commitment to expanding new productive activities, lines or workshops. The experience gained in recent months, when hundreds and hundreds of unemployed people have been placed in jobs in Durrës, the examples we have mentioned, as well as those of the NPAS, the plant-collection enterprise, etc., show that reserves are everywhere. These days, the construction-woodworking materials enterprise in Kavajë is expanding several activities, where 70 new workers will be employed. Every day, it is important to work with enthusiasm and determination and to use every internal reserve to open new fronts and do productive work in the service of the Homeland and the individual. In this way, our people will have more joy and income.

The possibilities for saving are greater — LIBRAZHD — For this period, the Librazhd district has achieved significant savings in electricity. Although production from the local hydroelectric plants reached 96 per cent, and agricultural economies exceeded their planned quotas, the unified energy system recorded savings of more than 1 million 400 thousand kilowatt-hours of electricity. What does this show? That the working class surpassed its targets while conserving this valuable resource. What is the key to these savings? Every collective, sector or production unit has a meter, so that every watt can be used sparingly. The mines are an example here too. Even now, in July, they are operating on reduced quotas; nevertheless, their production targets have been fulfilled and exceeded. «The responsible attitude of the work collective in the electricity sector has played a role in these achievements,» says Agi Meksi, secretary of the Party organisation in this sector. «Through a reconstruction campaign, the feeder line serving the town of Përrenjas and the mining sectors of Bishticë was rebuilt; the Librazhd–Polis–Sopot and Librazhd–Funarë hydroelectric plant lines were reconstructed, significantly reducing network losses. A campaign is now under way to rebuild the Librazhd–Cërmenikë feeder line and convert it to a three-phase system, which will also reduce network losses.» «The managers of agricultural economies should learn from these examples,» says Asllan Bashku, a specialist in the electricity sector. «The quotas for electricity consumption in the village units are being exceeded, which further aggravates the situation and weakens the economic possibilities, even though the available water could be used more efficiently.» The Librazhd district has the potential to increase electricity production with modest investment. The expansion of industry has made this more necessary. This sense of responsibility has been continually demonstrated by the workers at the hydroelectric plants in Strovaj, Lunik, Qarrishtë, Xhyrë, Oronaj, etc., who have worked to ensure that not a drop of water is wasted, but instead turned into a source of electricity. A clear example is the operation of the Funarë hydroelectric plants at full capacity. Their reconstruction and the full investment in them, completed in the first half of last year, increased production capacity by more than 30 per cent, or 1 million 800 thousand kV per year.

— PËRMET — During the first six months, electricity use across the district exceeded the quota by 651,000 kilowatt-hours. This excess increased production costs by 1.3 million lekë in fines alone. The situation has improved in July, and progress is being made towards lowering the planned daily quota. By the 20th of this month, 60,000 kilowatt-hours had been saved against the monthly plan. The daily quota was 104,000 kilowatt-hours, while average consumption was 95,000 kilowatt-hours. All consumers have taken measures not to exceed the daily quota and to eliminate the overrun from the first six months. Electricity is being used according to fairer criteria in enterprises of the industrial system, with the reduction of production costs also being taken into account. The same has been done in the agricultural system, the district’s main consumer. For the past ten days, the daily quota has also been saved there. The NBU is doing better, having significantly reduced its electricity consumption by introducing measures and strengthening controls at all facilities where electricity is used. Yesterday afternoon, the 6th Balkan Junior Weightlifting Championship opened at the «24 Tetori» sports palace in the city of Korçë. Young weightlifters from Bulgaria, Greece, Romania, Turkey and Albania are taking part in this important sporting event. The organising committee and comrades have made all the necessary arrangements for the competitions and the delegations, with satisfactory results. At the championship’s opening ceremony, speeches were delivered to sports fans in the city of Korçë, athletes of the «Skënderbeu» club and young people, particularly representatives of the Korçë district, as well as representatives of the foreign delegations. After the speeches, the competitions began. In the first weight category, up to 52 kg, in the snatch, first place and the gold medal went to Rusev (Bulgaria) with 52.5 kg; second place and the silver medal went to Kokonozi (Albania) with 87.5 kg; and third place and the bronze medal went to Jilmaz (Turkey) with 85 kg. It often happens that one brigade, sector or enterprise gets ahead of the others. In this way, an experience takes shape and becomes clearer. Over time, these experiences complement one another and, through ever higher levels of achievement, open new paths for development through organisation and management, as well as through more productive use of economic levers and mechanisms. It was precisely in this way that an agricultural enterprise in Mamurras, in the district of Krujë, emerged from its traditionally backward condition. It is not at all easy to climb several steps at once, moving from deep backwardness to a better economic and financial situation. Many would not have believed that the Mamurras agricultural enterprise, at its present level, would fulfil all its plans. Yet it is exceeding them. It surpassed the grain target and the target for meat production from the livestock complex; it also exceeded those for milk and exports. The Mamurras agricultural enterprise’s weakest points this year: 116 points in the plus, 1.6 million in six-month income, and figures and lekë that reflect fuller utilisation. Figures unseen...

— The Mamurras agricultural enterprise, after many years of backwardness, is fulfilling and exceeding its targets — These are sometimes unprecedented figures in the history of such enterprises. When an objective is achieved, especially when moving from a backward situation, the first thing is to establish conviction and confidence among people that it can be achieved. These possibilities must first be found within the enterprise. This was undoubtedly supported by other measures addressing organisational and management problems. These objectives were set and achieved through dividing the enterprise into two parts and making improvements in the management apparatus, where the most capable people were appointed. Attention was then paid to the sites and sectors where the difficulties were greatest. Reconstruction and reinforcement began at the livestock complex in Adriatik; the forage sector reorganised its structure; and, with grain production, the varietal structure was improved, among other measures. Thus, what had been said did not remain mere words, as had often happened before: concrete implementation began immediately. Continuous monitoring of the fulfilment of duties, financial oversight, better coordination among departments and closer links with the sectors created an optimistic outlook and confidence among the workers that everything would change—that the strength was there, and that work and figures would prove it, not the contrary, through hard and productive work. The economic spirit that has inspired and continues to inspire the enterprise has helped it move forward. Financial oversight was one of the directions in which progress began more rapidly: accounts were examined and measures applied, and the most productive approach was seen to be stimulating workers’ interest in their work and in improving economic value, especially through forms of remuneration. Let us mention just one example: last year, in viticulture, bonuses based on agreed targets for production and delivery were introduced, and

delivery. Production immediately increased by 30 per cent. Work in plant services has also been organised on the basis of piecework agreements. The forms of bonuses at this enterprise have varied. The mechanics’ workshop, for example, used the sum earned during the harvest season. Drivers who exceeded the norm by 10 per cent received an additional bonus of 50 lekë. The same was done for collecting straw. This incentive meant that the wheat was harvested in 11 days—a feat this farm had never achieved before—and so quickly. In livestock farming, milkers are paid at a coefficient twice as high for exceeding their targets. These and other forms have stimulated interest in work, but also in production and its fruits. Thus, this successful year did not come about by chance for this enterprise. The agricultural enterprise is not a different one; the weather conditions have not changed, and the workers are the same. What matters is that people have been put to work more effectively; they are seeking and finding ways to increase production and its efficiency. THANAS SAHATÇIU
