FROM THE DECISIONS IN IMPLEMENTATION

Within this framework, discussions and analyses are being carried out in many sectors of life, aiming to increase responsibility, strengthen discipline, and deepen socialist democracy and workers' control over work. Comrade Secretary, what were the first results?

I—speaking openly about difficulties and shortcomings, assigning concrete responsibility for them and taking clear measures, does our country and socialism good. Further on, the first fruits are beginning to show from the measures taken by the Party leadership, but above all from the recent decisions of the CC of the PPSH. There is an atmosphere of moving out of inertia and further activating creative thinking, with the aim that in every link the person be placed at the center of attention, asked, listened to, and held accountable. In these days, clearer signs have been observed of improved communication with the masses and of explaining problems. People are speaking more freely and openly about many issues they previously kept to themselves. This helps not only to understand reality more correctly, but also to find more accurate ways out. There has been movement in resolving some acute economic and social issues. Measures have been taken for supply, for improving working conditions, and for increasing order and discipline. Of course, we are still at the beginning and the results cannot be complete immediately. However, the new spirit is being felt. This requires everyone, in their workplace, to show more initiative, honesty and dedication. (Continued on page 2)

The decision is clear: then what is expected?

But how are the Party's recent decisions being implemented here, in different districts and centers? The answer to this question is of particular importance, because this is where the real measure of responsibility and the ability to move from words to action is taken. In many places a positive movement has been observed. Clarifying meetings have been held, clear tasks have been set out, and efforts are being made to make them concrete in plans and measures. But there are still cases where the essence of the decisions is not understood, where guidance is awaited from above, where there is hesitation to take initiatives. This shows that, alongside correct and courageous attitudes, there are also bureaucratic delays and old mentalities. These are precisely what must be fought decisively. The decision is clear; it requires action, accountability and results. If we wait for everything to be solved by itself, then we will lose precious time. Every work collective must analyze the situation, identify the obstacles and move forward at a faster pace. (Continued on page 2)

With prudence and responsibility for opening new fronts of work

Every day, efforts made by the Party's basic organizations, the councils and the leading bodies to mobilize internal forces, to make better use of reserves and to open new fronts of work are increasing. In many enterprises the situation is being analyzed realistically, unused potential is being put into motion, and stricter accountability is being demanded for failures to meet targets. This is bringing first results, especially where leaders and cadres are at the head of the work and where collectives work with discipline and organization. However, obstacles and weaknesses still remain that require rapid overcoming. The struggle against bureaucratization, against formalism and against negligence remains a first-order task. For new fronts of work to be opened successfully, high responsibility, creative thinking and the courage to make decisions are needed.
