A QUICK RESPONSE TO SOLVING CONCRETE PROBLEMS
— From the meeting of the Party Committee of the Tirana district
In the analysis made of the implementation of the instructions of the First Secretary of the Central Committee of the PPSH, comrade Ramiz Alia, for strengthening the revolutionary character of work and life, the comrades of the Tirana Party Committee spoke realistically and self-critically about the work done so far and about the further tasks.
After pointing out that there are still many remarks that require stopping and in-depth assessment, the shortcomings in work and attitude were supported by many facts. At the center of the discussions were the improvement of management methods, the increase of responsibility, the fight against bureaucratism, the strengthening of discipline at work, the acceleration of solving citizens' concrete problems and their everyday difficulties. It was demanded that the decisions taken should not remain on paper, but should be followed persistently by Party organizations, state bodies and work collectives. The meeting also spoke about the need to encourage free thought, expand socialist democracy and involve the masses more actively in the direction of the country's affairs. It was emphasized that solving people's concrete problems is an important test of the Party's authority and of the trust placed in it. (Continues on page 2)
After four months: decisions remain on paper
Jak Komani, Luzi Vogli, and other responsible officials instructed the commune to take broad measures to correct the situation of the agricultural cooperative. It was said that delays must be avoided, control strengthened, and the way of working changed. But the latest inspections show that many of the assigned tasks have not been implemented. In many cases, the same old practice is observed: decisions are made with much noise, but their implementation is neglected. There are complaints about lack of responsibility, failure to follow up on problems, and negligence in certain sectors. This situation has caused consequences in production and in work discipline. It was demanded that the leading bodies take concrete responsibility and account for failures to be achieved. (Continues on page 2)
The export plan in Shkodër is being fulfilled, but slowly
. In particular branches of the economy, good rates have been recorded, but overall the implementation of the plan is not moving at the proper pace. There are delays in collection, preparation and dispatch of goods for export. The responsible bodies have been instructed to take immediate measures to eliminate these obstacles and fulfill obligations to the partners. (Continues on page 2)
Cooperative trade in the city
THESE DAYS IN RRUJË
The growth of commercial activity and the need for better supply for the population require more organized work by the cooperative trade units.
Improving service, raising the culture of trade, and guaranteeing the quality and quantity of goods are permanent demands of citizens. In Rrujë, discussion focused on the regular supply of shops, the avoidance of unnecessary shortages, and stronger control over abuses. Emphasis was placed on the need for more correct relations with buyers and greater care for their demands. (Continues on page 2)
Summer and agrotourism
The most fruitful season is in the vineyards and in the fields. The fogs of the strawberry, the blossomed cherry? and the continuity of U5 to be raised? ... [?] In the village cooperatives, the work of harvesting vegetables and fruits continues at a good pace. Symposium on marketing issues
Issues of supply, market demand, quality and better methods for the circulation of goods were discussed. Participants emphasized that a deeper knowledge of consumer needs and market movements helps in making better economic decisions. (Continues on page 4)
The organizational structure is more fruitful
— the cooperative in this area has made progress in organizing work, but there are still shortcomings that must be overcome. In the discussions held, an increase in responsibility and a clearer division of duties were requested.
