– The recent plenums of the Party’s Central Committee – major steps forward in the revolutionization and democratization of all aspects of the country’s life –

– From the meeting of the plenum of the Party Committee of the Tirana district – The Party has constantly been concerned with advancing the process of revolutionizing and democratizing the country’s life, with sharing people’s hardships and concerns and solving them. Work is being done not with words but with deeds to make communists and the masses understand that the process of democratization must proceed every day in parallel with increased production, greater mobilization at work, and the strengthening of discipline everywhere and in everything. But, alongside success and changing circumstances, implementing the decisions of the 11th Plenum of the Party’s Central Committee requires not only mobilization and discipline but also dynamism, resourcefulness, and initiative. This is the time for concrete action. On the basis of several analyses and the readiness of communists and workers, met in recent days to undertake a number of initiatives in areas dictated by the people’s interests. The task is to tackle large volumes of work in several extremely important fields that directly affect people’s standard of living, such as employing the available workforce and building 3,200 apartments—not by overcoming difficulties through an administrative order saying, “Do it because the plenum decided so,” but on the basis of studies and the experience of many of the capital’s economic enterprises. Experience is a ready-made path, which calls for the utmost commitment and interest on the part of the administration and technical and engineering staff: to work imaginatively, open new fronts of work, and introduce more economically advantageous forms of organization and reorganization. For this reason, the practice of the comrades managing the shoe factory was cited as an example at the plenum. What is being done at this factory, and with what interests in mind is the problem of expanding the workforce being considered and the use of living labour being made more effective? Over the past two years the factory has hired more than 350 workers; now, in recent days, another 200 have been assigned jobs. Two new workshops have opened, and workers have been reassigned within the factory, with the aim of placing workers with high professional qualifications in the more skilled jobs, while assigning young workers to jobs with fewer complications. But how many enterprises does Tirana have that … can and should increase the number of jobs, as this factory has, even though it is not without problems and concerns about increasing revenues? There are many. The comrades on the plenum kept this in mind in the decision they adopted, a decision that is also being accompanied by swift action in every district and enterprise. What is more, this concern is becoming an issue for mass organizations in neighbourhoods and blocks. Why? So that the Front organization itself, in cooperation with the government bodies and the people’s council, can decide where people will be placed and where else, in order to avoid confusion, interference, and delays. At the beginning of the year, as is known, an initiative was launched in Tirana to complete 3,200 residential apartments within the year. The situation so far is not good. This led the plenum of the Party Committee to analyze this unjustifiable delay as well and, in the meantime, to plan a different pace of work. The planned apartments must, without fail, be completed, it was said at the plen[?]um, and the apartments must be allocated to the people by January. Is this merely a formal declaration? No. The plenum’s decision is reasoned and based on a real foundation. Until now, for example, a lack of materials has hindered the progress of the work. That has now been found and is ready. Iron, glass, cement, bricks, timber—everything has been secured for the work in progress, and work is also under way to provide for the coming months. Where were they found, how were they secured? one might ask. When the Party takes problems in hand with the utmost seriousness and works with the dedication demanded by the people’s interests, everything can be overcome. For example, in recent days reorganizations have been under way to concentrate the production of some materials needed by this sector; the people’s interests demand that everything by this sector. It should also be emphasized that the plenum rightly observed that many things are here, within Tirana, but at times have not been “found,” because among those in charge in districts and enterprises there are some cadres who do not want trouble and who do not take responsibility for their work. Many materials are at various stages of completion: some at the fifth floor, some at the third, and some at the foundations. There is every possibility of fulfilling the commitment made by workers in various enterprises, strongly supported by the comrades at the plenum, that one floor will be completed within ten days, provided they are not hindered by the supply of materials— to undertake a number of actions in those areas dictated by the interests of the people. The aim is to meet the need for large volumes of work in several highly important fields directly connected with people’s standard of living, such as employing available labor and building 3,200 apartments, etc. The plan recognized this not only as a task for state and economic bodies, but first and foremost for the Party’s basic bodies and organizations. To speak more concretely: within a short period (by the end of August), all available labor in Tirana will be placed in jobs. This is certainly not an easy solution. There is a considerable number of people who must be placed—not merely to receive a wage, as the saying goes, but also to contribute to economic progress and increased production. On March 14 of this year, the Party activists of the Durrës district, while analyzing the problems of supplying the people in implementation of the decisions of the 9th Plenum of the Party’s Central Committee, set out several tasks. Among them was the following: “By March 25 of this year, all agricultural economies must fulfill 100 percent of the daily ration required (for livestock), in order to meet the milk production schedule within March. Second: The number of poultry heads in the micro-cooperatives and agricultural cooperatives of Manzës, Rrogozhinës, the town of Kavajë, Kryevidh, Çipajlat, and the Spitalës State Agricultural Enterprise must be replenished immediately.” Yet here we are, back to the old situation: many decisions are made, but quite a few of them remain on paper. We went to the agriculture section and spoke with livestock specialists. They told us that the livestock feed ration across the district has been fulfilled by 60–70 percent. Conditions are especially poor in Jubë-Sukthi, the Kavajë town cooperative, Qerret, Synej, etc. Why did this happen? The decision was made in advance, but was it drawn up on a realistic basis, or merely to say, “There, we are responding immediately to the tasks”? What is now being said about the reasons for the failures? Did the sacks do it? Drought also struck Shijak, Mam[n]as, Luz i Vogël, etc., but these economies are doing well with the livestock feed ration. Another thing: the spring silage plan was not fulfilled. Naturally, the task will not be carried out if one is satisfied merely with adopting a decision. The second decision: the number of poultry heads must be replenished immediately. Now, at the end of July, the situation is as follows: in Gjepalaj there are no hens at all in the micro-batteries; there are none in the Kavajë agricultural cooperative; in Kryevidh, of the 2,000 heads planned, there are 1,000; in Rrogozhinë, of 5,000, there are 3,000. So this decision has not been implemented—not immediately, but even after nearly four months. Then they give overall figures for the district, such as: “We are doing well in deliveries of milk, meat, and eggs.” It is forgotten that the overall picture conceals others’ shortcomings and does an injustice to those who are ahead. When will they finally abandon this approach? The decisions adopted cannot tolerate the usual formula: “We will conduct self-criticism; we will make a turnabout.” Nor can they tolerate repeated pledges that “we will fulfill the tasks in this or that area to such and such an extent,” only for the tasks to remain unfulfilled when the deadline arrives. On June 11, the plenum of the district Party Committee, supporting the 10th Plenum of the Party’s Central Committee on increasing exports, accelerated the district’s commitment to provide 8 million lekë worth of products for export, raising it to 13 million lekë. How is work proceeding to implement this new task? The picture is very good. So far, products worth 8 million lekë above the plan have been delivered for export. Thus, the first decision has been fulfilled. Those responsible for exceeding the targets in this important indicator are the collective of the tobacco-and-cigarette factory and that of the electric-wire plant, which so far have not only fulfilled their production plan for exports but have also exceeded their annual pledge. Efforts are now being made to ensure that these two collectives maintain this pace of production, since they also bear the main burden of the district’s annual commitment. IN KRUJË THESE DAYS In recent days in Krujë. Following the Krujë District in February, where specific tasks were set for improving the people’s supplies, cooperative trade began to expand more widely throughout the towns of the district. The first step was the construction of retail outlets. The district’s economic enterprises immediately set to work, in accordance with the commitments they had made. Of the 11 outlets, 8 have been built; the cooperative of Urz and that of Borizanë, affiliated respectively with the Nekurudhen State Agricultural Enterprise and the wood combine, as well as the Gjorm State Agricultural Enterprise, have not yet completed theirs. Setting up outlets in towns represents only one link in the chain of cooperative trade, which may remain disconnected if their supplies remain meagre. Conversely, it can play a very significant role in improving the people’s supplies when the boards of the cooperatives and the directorates of the State Agricultural Enterprises give it due attention. This summer is one of the busiest tourist seasons in Albania. Around two thousand tourists are in our country every day. They come from Spain, Greece, Switzerland, Hungary, Czechoslovakia, Italy, the FRG, France, the USA, Belgium, Holland and, especially, neighboring Yugoslavia. This year, in addition to the Yugoslav firms Atlas, Kompas, Interimpeks and Intours, which were present in 1989, tourist firms such as General Tourist, Palas Turist, Putnik, Kosova Trans and Arkobus have also been added; thus, the number of Yugoslav firms with which our Albturizëm cooperates has risen from 4 to 9. In the face of these facts, reports spread by some Yugoslav newspaper claiming that Yugoslav tourists were not admitted to Albania in recent days sound strange. As we learned in a conversation with Albturizëm Director General Ruhi Sheqi, during this summer tourist season alone nearly 7,000 Yugoslavs have come to our country, of whom more than 2,000 citizens from Macedonia, Montenegro, Slovenia, Croatia, Kosovo, etc. arrived in July alone. From July 16 to 24, there were 800 Yugoslav tourists in Albania, around 300 of whom are still here today. Meanwhile, our Albturizëm has responded positively to invitations from several Yugoslav tourist firms to send working groups to hold talks with them on further strengthening cooperation in tourism, and has put forward a request to these firms to send Albanian tourist groups to Yugoslavia. It is Albanian tranquillity and hospitality, good living conditions, beautiful nature and a clean environment, and all the care taken to make their holidays as pleasant as possible that increasingly attract foreign tourists to our country. But there are also the greater conveniences introduced this year, since quite a number of individual tourists arrive in their own vehicles, whether by land or sea, individually or with their families, in groups or on their own. Meanwhile, the number of transit tourists from Corfu to Sarandë, from Brindisi to Vlorë, from Dubrovnik to Durrës, and soon also from Ohrid to Pogradec, has increased. We also learned at the General Directorate of Albturizëm that, compared with last year, the number of tourists arriving from many countries around the world has doubled. Meanwhile, there are requests to expand tourism cooperation even further and make it increasingly attractive. The tourist season is still at its peak. Even more tourists are expected. Naturally, they arrive, stay for a few days, leave, and others come. They come and go, but the blue Adriatic Sea does not change, nor the crystalline clarity of the Ionian Sea; our beautiful Riviera does not change, nor the mountain roads through green forests; Butrinti, Apollonia, Berati, Gjirokastra and ancient Kruja do not change, nor do the cuisine, care and courtesy with which visitors are welcomed. The Chamber of Commerce of the People’s Socialist Republic of Albania, in cooperation with the European Danube Institute – Austria and several consulting and auditing firms, held a symposium on contemporary marketing issues on July 23 and 24 at one of the «Enver Hoxha» hotels in the capital. Specialists from manufacturing enterprises and foreign trade, employees of ministries and scientific research institutions, lecturers from the Faculty of Economics at «Enver Hoxha» University of Tirana, and other guests took part. These days, many workers, young men and women, and pioneers of Enver from Korçë have filled the tourist spots on Mount Morava, in Bozdovec, Dardhë, Voskopojë and elsewhere. There are also 4 holiday homes in this district, one for children in Voskopojë and 3 for workers in Dardhë, Korçë and Voskopojë, where each enterprise accommodates 050 workers and pioneers of Enver. Good arrangements have been made, from food to services and a variety of cultural activities. Sports activities are also organized: basketball and volleyball, table tennis, billiards, chess, and walks among the pines and cold springs. Hundreds of children of workers from the city of Korçë attend every day the summer camp with rectangular tents set up at the tourist site of Shtërro, on Morava, while hundreds of others spend their summer holidays at homes set up in every school. At the holiday homes, summer camps and sports centers, seaside buffets have been set up. On the Adriatic coast, in Durrës, at Golem beach, in Rrushkull forest and elsewhere, many children are happily spending their summer holidays. There is particular liveliness at the «Qemal Stafa» holiday homes for pioneers of Enver, where the pines and cold springs. Enver, where around 1,500 children have arrived from all the districts of the country. The children enjoy the educational and recreational activities, swimming in the sea and playing in the sand, excursions and hikes to tourist spots and historic sites. They go happily on trips aboard the «Puntorino», visit the shipyard, the radio and television factory, etc.; at their centers they have watched performances by variety troupes, feature films, puppet theater, etc. (According to ATSH)
