From decisions to implementation
A DEEP UNDERSTANDING AND DYNAMIC ACTIONS FROM EVERYONE
— The entirety of comrade BESNIK BEKTESHI, Minister of Industry, Mines and Energy, is the responsibility of our newspaper’s economic section, Sadri Hamami. I think, above all, that beyond the implementation of the decisions taken at the meeting of the party basic organization of the prime ministry, whether by the communists, the specialists and workers of this ministry, these are highly significant and represent a work and action program for the organizational and leading levels of our economic organs and of the entire economic system. Of such importance are not only the major and significant moments of the communists and of the entire working class and workforce that were held in July 1990. The acute economic problems our country is going through, and above all the difficulties in securing supplies, raw materials, fuels and electric power, are objectively the product of a series of factors, but also of serious shortcomings and weaknesses in direction, organization and management. This requires, as was also emphasized in the meeting, a radical change in the way of thinking and acting, greater responsibility, discipline and a stronger sense of accountability. Under the current conditions of our economy, when every ton of oil, coal, chromium or copper, every kilowatt-hour of energy and every cubic meter of gas has special weight, we cannot allow any waste or any negligence. At all levels, control must be strengthened, bureaucratic tendencies and indifference must be fought, creative thinking encouraged, and concrete solutions sought. This applies both to the production enterprises and to the ministry apparatus, which must be closer to the base, know the real situation better and take measures without losing time. This sector has great weight in the fulfilment of the plan and in the implementation of the tasks set for improving the life of the people. For this reason, broad mobilization and the activation of all cadres, specialists, communists and workers are required. We will rely more on accurate economic analysis, individual and collective responsibility, as well as daily monitoring of the fulfillment of tasks. Only in this way will the decisions be implemented effectively and produce the results expected by the Party and the people.
