Economic management requires new documentation

In all the reforms of economic management carried out so far in our country, many changes have been observed. Within the institutions and enterprises of Kosovë, the need for reform of economic documentation has been noted, because the existing forms often do not correspond to new social and productive developments. This issue is being raised insistently especially now, as enterprises face difficulties in production, circulation and planning. The aim of the proposed changes is to make documentation more functional, more accurate and more harmonized with the requirements of self-management. In many cases it is observed that files, records and forms are old, burdened with unnecessary columns and do not help decision-making. On the contrary, they often slow down the flow of information within the organization. As has also been emphasized in discussions by the economic bodies, documentation must genuinely follow the production process, the movement of resources, financial results and the responsibilities of the people carrying out the work. For this reason, detailed analyses are required and new forms of reporting, control and archiving must be determined. Representatives of enterprises stress that the new documentation must be more understandable to employees, so that each person has a clear picture of their duties, rights and the effects of their work. This would also help strengthen individual and collective responsibility, as well as prevent misunderstandings and improvisation. Likewise, under conditions of economic crisis, any inaccuracy in documentation has direct consequences for production and the distribution of income. Therefore, economic management can no longer rely on outdated forms. It requires new, updated documentation supported by the real needs of the economy.

Private conversations from the official telephone

Every day, each telephone consumer receives a bill, while the state telephone keeps swelling its own debt without end Every day, each telephone consumer receives a bill, — The expenses incurred from 20 charges were close to the bill with calculations for the cancelers and not for the avoiders of the opposite. In the phones of Telekomi i Kosovës in Prishtinë 026-86-666, a citizen visited, who, with the act of a TPT caller, informed me that at number 714 the six-month consumption in Nf. Telefono 023 in Prizren, in use by his family, for the period of one year, from August 1989 to August 1990, reached 3.6 million dinars, while a private telephone in the municipality of Malishevë, which was in use by the Effect, consumed 425 doliqes per month, whereas the private telephone that is in use by several officers [?-] in PPV in Kosovë, who work in the administration and the [?-] directorate, had a consumption over 21 months of around 10 million doliqes! These figures, if converted into the value of compensation from the difference in the administrative system, may be even larger. This claim was brought up in connection with the disconnection of the consumer’s own telephone [?-] electricity, because of unpaid bills. TPT has shown that the prices of distributing communication energy have multiplied, yet telephone revenues do not even cover the minimum needed to maintain the network. Although it is known that for most citizens paying the bills is burdensome, for part of the state apparatus officials continue to use telephones for private conversations, without any control. According to the data given to us, a large number of interurban and international calls are made from offices, while the losses are later covered by the enterprise. This practice, according to newspaper sources, has created a large debt and unfairly burdened the ordinary consumer. In this case, the citizen who approached us asks the responsible bodies to investigate the use of official telephones and to distinguish between service and abuse. He claims it is not right for families to pay late and with interest, while offices spend without restraint. If these claims are confirmed, then it emerges that the misuse of the official telephone has become one of the most common channels of invisible expenditure in the administration.

The young author must learn to distinguish the essence from ornament, to preserve the clarity of thought and not to burden the text with excessive words. Only in this way is a straight path created toward good writing.
