In the hilly and mountainous area, especially in those with conditions suitable for livestock breeding, the number of sheep is being maintained and increased. On the other hand, by following and concretizing the latest decisions of the central bodies on feeding the people, greater attention has been given to the breeding of small livestock. In these livestock farms, good experience, as well as trained specialists, are helping overcome difficulties and meet the demands of the time.
For example, in the Përmet district, in recent years an increase in the sheep flock has been observed. Only in the Zhepa cooperative, with over 500 additional head, this direction is producing its first results. In several other farms, according to local conditions, the aim has been to secure the feed base and improve wintering conditions.
In the sector of this cooperative, a work program for sheep breeding, breed improvement, and increasing milk and meat production is being carefully implemented. These efforts are being supported by organizational work, continuous control, and greater responsibility on the part of the farm cadres.
The decisions adopted emphasize the need for each area to make use of its own possibilities, to harmonize the relationship between agricultural crops and livestock breeding, and to focus forces better where results can be achieved more quickly.
In Përmet, according to specialists, there are still untapped possibilities for expanding this branch. In the hilly and mountainous terrain, where small livestock is more suitable, measures are being taken to increase the number of sheep and improve veterinary services.
So far, experience shows that where work has been better organized, production has also increased. This is giving impetus to the implementation of decisions on feeding the people and to a more rational use of local resources.

It is about unjustified absences and administrative handling of work
The production and construction center has mobilized and organized brigades and sectors to accomplish the plan tasks. In many cases, mutual oversight among workers and collective responsibility have helped uncover shortcomings and overcome them.
Everywhere, where the worker feels responsible for order and discipline at work, the results are better too. It is no coincidence that today the demand is being strongly raised for worker to demand accountability from worker, for absences without reason, for wasting time, and for breaking the rules.
In practice, there are still cases where some employees are absent without reason, do not strictly observe the schedule, or wait only for administrative measures. Precisely against this mentality, social control within the collective and each person’s responsibility toward work must be strengthened.
Experience shows that when the collective reacts in time, when each person holds the other accountable for an unfinished task, discipline improves faster and no room is left for abuses. In this regard, the basic organizations and sector leaders should better support education through personal example and high demands.
The aim is not punishment, but the establishment of a work climate in which responsibility is shared and no one tolerates breaking the rules. Only in this way can tasks be fulfilled and the quality of work improved.
Still not enough concrete measures

In the recent meetings of the city and district, measures have been analyzed to improve supply and to implement the instructions that emerged from discussions with the people. However, in the assessment of specialists and local cadres, there are still not enough concrete measures in several areas.
Work has not been focused enough on the immediate implementation of tasks related to commercial service, the better organization of the network, and the disciplining of supply links. There are cases where citizens’ requests are recorded, but are not followed through responsibly to a solution.
In this context, each sector is required to define tasks, deadlines, and responsibilities more clearly. Only with full concretization and continuous control can the decisions produce the expected effect.

TO HAVE IN EVERY VILLAGE WHAT IT ONCE HAD...
From the balance sheet of services
It speaks about the experience of several service centers in the countryside. In a number of areas, such centers have been set up with the aim of meeting the most immediate needs of the residents: repairs, small services, and trade in everyday consumer goods.
Often, however, there is a mismatch between what has been planned and what is actually found in the service centers. Residents complain about the lack of spare parts, the malfunctioning of some workshops, and the lack of craftsmen for certain tasks.
The current balance shows that where the center is managed responsibly, where a material base is secured and where the people’s demands are followed, the results are better. The service center must truly be a place where the villager can find what is needed for everyday life.
It is demanded that the organization of these centers not remain formal, but be closely tied to the concrete needs of each village. Only then can it be said that every village has what it once had...
Care for irrigation
Facing drought
During the summer months, a shortage of rainfall is being felt in many areas, and this has increased the need for irrigation. In some cooperatives and agricultural enterprises, measures have been taken to make better use of water reserves, repair canals, and put pumps into operation.
Nevertheless, specialists warn that this problem is not being followed with the same determination everywhere. There are plots where irrigation is delayed and where the consequences may be felt in seasonal yields.
More frequent monitoring of irrigation systems, a fairer distribution of water, and mobilization of workers are needed to face the hottest days. Only in this way can the damage from drought be reduced.
