Measures in Favor of the Countryside and Agriculture
— Interview with Myslym Maska, director in the State Planning Commission —
In implementation of the work program stemming from the tasks set out at the 9th Plenum of the Central Committee of the PPSH and especially from the instructions of comrade Ramiz Alia in Korçë at the meeting with agricultural workers, the government has taken important measures, especially to increase material incentives and establish a payment system that will significantly affect the development of this decisive branch of our economy.
— In the context of such an orientation, what are the main measures being taken?
Myslym Maska: In implementation of the orientations of the party and the government, a series of economic and organizational measures have been taken for the countryside and agriculture, aimed at increasing production, strengthening the responsibility of the working collectives, and ensuring better supply to the market. These measures are linked to improved planning, the expansion of the rights of agricultural units, payment according to results, and increased material incentives.
Improvements will also be made in material and technical supply, in seeds, chemical fertilizers, diesel fuel and spare parts, so that the countryside will have a more stable basis for fulfilling its tasks. An important place is also occupied by measures for processing agricultural products and expanding links with the food industry.
Likewise, measures will be taken to increase the interest of cooperative members and workers in the state agricultural sector, improving the relationship between the quantity and quality of work and remuneration. The aim is for every collective and every worker to feel more directly the fruits of their own labor.
Overall, this is another step toward strengthening the economic base of the countryside and the more vigorous development of our socialist agriculture.

Specializations Abroad
Tirana, 18 August, ATSH — As in many other countries of the world, in our country too young specialists with higher education are being prepared and sent for postgraduate training to universities and institutes in foreign countries. At present, specializations are being carried out in various branches of science, technology and culture.
The Directorate for Foreign Relations at the Ministry of Education announces that during this year young specialists have been sent to different countries in the fields of medicine, engineering, agriculture, foreign languages and others. The aim is to absorb advanced experience and strengthen the professional level of cadres.
These specializations are carried out on the basis of bilateral and multilateral agreements and are accompanied by high demands for theoretical and practical preparation. The Ministry emphasizes that the return of specialists to the homeland and the use of the knowledge acquired in the service of our economy and culture is of particular importance.
New Schools in Villages
There is one 8-year school, with classes held in 2-3 shifts. That is how it has been until now in the village of Ismailaj, in Lushnjë. This year a new school with 8 classrooms has been built, equipped with the necessary teaching materials. The village residents and cooperative members contributed to the work of arranging the premises and the yard.
At the same time, other new schools are also being completed in the Lushnjë district. This is part of the ongoing care for education and for improving the conditions of pupils and teachers in the countryside.
Some cadres still have not reported

In official documents, it is proper that statements be followed by the signature of the authorized person. The same is true of information sent by the apparatus of the Executive Committee of the People’s Council of the district. It states that in several secondary and 8-year schools in the district, teachers and administrators appointed for the new school year have still not reported to their workplace.
The information speaks of a lack of discipline and of the need for the appointed cadres to report as soon as possible, so that preparations for the start of the new school year can proceed normally.
The number of pupils is increasing

More than 12 thousand pupils will sit in the school desks in the district of Përmet. This represents an increase compared with one year earlier. Preparations have been made to place them in the existing buildings and in other teaching premises.
Teachers and education officials in the district are working on the distribution of textbooks and teaching materials, as well as on filling teaching posts to ensure the smoothest possible start to the new school year.

These days preparations are being made in all universities and higher education institutions for the start of the new school year. Measures have been taken to accommodate students in dormitories, to provide the teaching base, to have lecture halls and laboratories ready, and to organize the teaching process.
At the University of Tirana work is underway to complete registrations, divide the groups and prepare the teaching staff. At the same time, adjustments are being made in university buildings and dormitories to improve living and study conditions.
On the other hand, the higher education institutions in the districts are also preparing at a rapid pace. Special attention is being paid to academic and educational discipline, as well as to strengthening the link between study and practice.

In the schools of the Vlorë district, almost all preparatory work for the new school year has been completed. Classes have been arranged, textbooks distributed and teaching staff identified. In some schools, partial repairs have also been carried out.
In many villages and work centers, the collectives of cooperatives and enterprises have given their support for the repair of school buildings.

The supply of the people is further improved
Recent times have brought 8 workshops. This daily enterprise will make it even better to meet the needs of the city and the district. There are 150 workers employed there. Today, as we have entered the third quarter, this enterprise has so far produced goods worth 270 million lek, a considerable value. New sectors have also been put into operation, with the aim of expanding the range of products for the market.
All this is linked to the care for supplying the people and improving the quality of services.

Over the last years, investments and new construction have been made that have noticeably changed the appearance of the area. Service facilities, roads and rest areas have been built.
