Dear pupils and students, Dear teachers and educators! The new school year is coming after a summer period during which our country has gone through a very difficult situation. The difficulties we are facing, the many concerns and problems we have, require from all of us more responsibility, more work, discipline and understanding. In these conditions, the opening of the new school year takes on special importance. Our school must continue to be a center of knowledge, education and the formation of the new generation. Order, work, culture and a sense of responsibility must prevail there. Our pupils and students must benefit as much as possible from lessons, work with dedication and show care for the material resources placed at their disposal. Teachers and lecturers have great tasks ahead of them. It is their duty not only to impart knowledge, but also civic education, to encourage creative thinking, and to strengthen the link between school and life and the demands of social development. In this new school year, we must work so that the quality of teaching rises, that the level of preparation of pupils and students is higher, and that the school fulfills its mission better. Discipline in work, respect for the rules, dedication to duty and a higher spirit of cooperation between teacher, pupil, student and family are required. The Ministry of Education and all education bodies are engaged in ensuring the smooth running of the new school year. Measures have been taken to provide textbooks, teaching materials and the preparation of school premises. Shortcomings and difficulties still remain, but they must be overcome with work and willpower. Dear pupils and students, I wish you success in your studies, health and prosperity. Dear teachers and educators, I wish you good work in this important mission. Let us make the 1990-1991 school year a year of fruitful work and new achievements for our education. — At the University "Enver Hoxha", new facilities are inaugurated for students — Rejoice, for it is over! Tirana has opened its arms to the students who will once again return to the desks of lecture halls and laboratories. One can see and feel this joy throughout the city. There is no room for doubt, no shadow of anxiety. Our university, with its upward steps, is laying out for the new school year the present conditions and teaching staff for a warm environment of welcome. Also appreciated are several works completed on time to improve the conditions of students in some buildings, in dormitories and other premises. There is movement everywhere in Tirana. Construction crews have been at work. Buildings have been restored and painted, interior spaces have been arranged, and courtyards and surroundings have been cleaned and organized. All this has been done on the eve of the beginning of the new academic year. The University "Enver Hoxha" of Tirana has already inaugurated new facilities as well. This is a new student building with a capacity of 690 places. This is only part of the investments that have been realized. Every detail has been considered so that students feel well and have better living and study conditions. This new building for students is an important achievement. The rooms, common areas, reading rooms and other auxiliary spaces are ample. Everything has been planned to serve students in the best possible way. Good work has also been done in this building in terms of furnishing and the necessary equipment. Another important investment is the building for various student services. These works show the care that is being shown for the student youth. The new academic year is approaching and Tirana is waiting for it in an atmosphere of work and joy. Students will find better conditions, prepared lecture halls and laboratories. This is the most beautiful wish for them at the start of the year.

A few days ago, the delegation of the Democratic People's Republic of Korea, led by a member of the Political Bureau of the Central Committee of the Workers' Party of Korea and Vice Chairman of the Republic, comrade Kim Pjon Filip, left our country. During its stay in our country, it held friendly talks and was received by senior leaders. The delegation was seen off by representatives of our state bodies.

Two members of the Finnish parliamentary delegation, led by the deputy chairman of the foreign affairs committee of the Parliament of Finland, Mr. Jarmo Oikarinen, who carried out an official visit to our country, were received by the Deputy Minister of Foreign Affairs. The delegation held meetings and talks with representatives of our state bodies and was acquainted with developments in the country. The visit took place in a friendly atmosphere.

A couple of days ago I had the pleasure, in one of the country’s cities, of being with the young and older students. In well-organized and clean surroundings, in the new building, they were speaking enthusiastically about the new school year. Many of them came from the districts, with dreams and plans for the future. The dormitory rooms were tidy, the reading areas quiet and suitable. Everywhere one could feel the care for the young. Our youth needs knowledge, but also human warmth, civilized surroundings and a good example. In these new facilities, it finds part of that world necessary for its growth. This is why many eyes are smiling and many hearts feel safer. Our young people will move forward with will and confidence. Education and work will open the way for them.
