At all times, and all the more so now, when matters are becoming more pressing and more complex, the militancy of the basic organizations in general and of communists in particular, and the raising of the Party’s work to higher levels, are a primary requirement. It is precisely because such an understanding of the very important decisions of the Party Central Committee’s recent Plenums is taking shape that militancy, instead of appearing unexpectedly only on days of extraordinary events, is growing ever more, together with the advance of the vanguard, the communists and the working masses. The concrete actions of those elected, of the apparatuses themselves, and of the Party’s basic organizations have acquired, and are acquiring, greater value for the uninterrupted improvement of society and democracy, and for revolutionizing every sector of life. Naturally, the measures taken by the Party have been and remain necessary for the further development of our socialist society, but implementing them is not easy. It requires the awareness and mobilization of all forces and possibilities; it requires the enlivening of the initiative and independent action of every collective and individual; it requires better coordination of all society’s efforts to move things forward and fulfill tasks as demanded by the times and circumstances. And for this, the cadre’s role is not to relegate the instructions given to the sidelines, but to set a good personal example in carrying out tasks. In full accordance with the logic and broad scope of the decisions of the Party Central Committee’s Plenums, the priority tasks must be understood as follows: it is essential to instill «qilizëm» in people’s outlook and in working with people, and to strengthen the method and style that dispel coldness, reinforce unity, and cultivate dynamism and agility in action. For the Party spirit to rise to new levels, the presence of every communist—and especially of those elected—is essential in fruitful debates, consultations with the masses, and «confrontations» with those who violate rules and decisions. In this regard, we stress that the apparatuses, the entire system of education, and every communist face a difficult «examination», which can and must be passed when each person frees themselves not only from prejudices, but also from the complexes of routine and self-restraint. This means that the Party’s basic organizations must work to reach ever newer levels of organization, leadership and achievement. The measures, decisions and laws concerning the new economic mechanism, legislation, the expansion of services and artisan activity, the cooperative plot, and the new relations between the administration and management must also be taken up competently by the basic organization, which must examine point by point what needs to be reorganized or corrected, who will do this work and when, what issues remain unresolved, and when and by whom they will be clarified. Everything must serve the good of the work: concrete proposals for oneself, one’s comrades, the squad, the brigade and the collective. This is how the Party spirit is understood and put into practice: it rules out slogans and passivity, criticizes the indifferent and, when necessary, punishes bureaucrats, liberals, idlers, and all those who obstruct the democratization of life’s processes. «Without fighting bureaucracy, without freeing ourselves from the old complexes of leadership,» Comrade Ramiz Alia said at his meeting the day before yesterday with activists and elected representatives of social organizations, «without imposing the requirements of labor discipline on cadres and demanding strict supervision, we cannot overcome the obstacles we encounter.» The problems set out by the Party are great; each person’s efforts to put themselves at the head of the column and look reality straight in the eye must be equally great. The era of phrases and clichés is over. Mobilization and swift action are required of everyone, especially the basic organizations, where communists must distinguish themselves through ability and initiative. It is up to them to ask sincerely: «What did I do today to ensure things run well, and what will I do tomorrow and the day after? Given that this year’s quotas have been cut for agriculture, exports and imports, what work and sacrifices must my comrades and I make?» It is the duty and mission of a communist to see every specific task and every concrete action in relation to the great task of deepening the process of democratization and correctly understanding and implementing the laws, measures and decisions of the Party and the state. In relation to the extent to which these are implemented throughout society, every communist and cadre, every worker and specialist, must assess the level of their militancy, knowledge, competence and work effectiveness. This is the message of the day, in keeping with the Party Central Committee Plenum and the teachings of Comrade Ramiz Alia. ...is not important. What is needed is the awareness and mobilization of all forces and capabilities; the enlivening of the initiative and self-activity of every collective and individual; and and fulfill tasks as required by the times and circumstances. And it is not enough simply to say, “we know the difficulties,” or “we are working to overcome them.” To meet circumstances and ordinary and extraordinary tasks, a new spirit in work and organization is needed, along with another, more agile and operational method and style. Any sign of euphoria or weakening of this militant spirit is tantamount to a decline in the productivity of the Party’s work and that of every communist. At the forefront of tasks, commitments, initiatives, and campaigns must be the basic organization, the communist, or the forum that takes the vanguard position—not for a day or two merely “to set an example,” or to resolve a situation that has arisen, but by being able at all times to take on problems and carry them through to the end, head-on. Both the achievements of this period and the defects and shortcomings, the difficulties and, in some cases, the inadequate efforts, call for more militant work and greater responsibility in intervention. The test and assessment of every com- ...come into view and become clear. Therefore, it is the task of Party organizations and committees to foster a method and practice of work in which every body, collective, and individual is set in motion to carry out their task from the standpoint of their own work, so as to respond properly to the requirements and coordination of the decisions and tasks set for resolution. Meanwhile, if work productivity does not increase, if contracts are not fulfilled, the items and sub-items... then the matter can no longer be left to... person’s effort to put themselves continually at the forefront of overcoming them and to face reality squarely must be great too. The time of “ranzave” and templates is past. Mobilization and rapid action are required of everyone, especially of the basic organizations and communists, who must distinguish themselves through ability and initiative. It is for them to ask themselves sincerely: “What did I do today to ensure that things go after? Given that this year’s targets have been set I and my comrades make?” It is the communist’s duty and mission to view the major task of deepening the process of democratization and properly Party and the state. The new mechanism is proving effective For more than two months, 9 enterprises have been operating under independent accounting management. What can be said about how this period has gone? Let us first look at the 4 enterprises engaged in industrial production: the drilling-instrument repair enterprise, the agricultural machinery plant, the tobacco collection and processing enterprise, and the meat and milk collection and processing enterprise. After performing well in July, they closed August with an overfulfillment of 1 million lekë. The milk-processing enterprise, which has export obligations, exceeded them by 400 thousand lekë. At the same time, through one of its units, it also sells on the market. These enterprises have also made visible improvements in their financial indicators. What about the trade system? The NTUS is implementing the new mechanism. During August, the turnover of goods exceeded the target. The two railway stations, in Fier and Ballsh, are also operating under independent accounting. Although they operate in branches subordinate to the general directorate, they have made such improvements that attention has been drawn to their practices for understanding and implementation at other stations in the country. However, implementing the requirements of the new mechanism in particular calls for the preparation of the necessary documentation down to brigade level; understanding relations with financial and banking bodies and fulfilling reciprocal obligations; extending cost planning to the smallest units, etc. Attention is being paid to the supply of materials and technical equipment. Cooperation between branches is taking concrete form, especially in monitoring production and selling goods. For work effectiveness, the training of managerial and economic staff in production departments is also being properly assessed. Raising workers’ awareness of the need to implement the new mechanism and of its effectiveness remains another task deserving great attention. Meanwhile, steps have been taken to implement elements of the new mechanism in other enterprises as well. Many elements of the new mechanism have been introduced in municipal and trade enterprises. For example, at NRSH, the main indicators and obligations of each sector and department toward the enterprise have been set since the beginning of August. What has this brought about? New models have been added, and service is faster and better quality. Their staff are better connected with their tasks, production and supply. The experience of individual batches is becoming better known. The same is true at NTAN. Implementing the new mechanism in many units has increased salespeople’s responsibility for marketing products, and service is faster and more cultured. Preparation, monitoring the process, disseminating good experience, as well as clarifying ambiguities and correcting mistakes, etc., are essential for the new mechanism to be implemented properly and to demonstrate its advantages. Quite a few economic enterprises in the Durrës district are failing to meet their tasks, causing the district to run a deficit over the eight-month period. Among other things, managers offer the excuse that they lacked a material supply base. It is true that in recent months some imported materials were unavailable. But looking only at this and becoming discouraged instead of going on the offensive with creativity, without demanding everything of oneself, naturally gets one nowhere. There are other enterprises that fulfilled their tasks even under less favorable conditions and with various shortages of materials. Another example of innovative management is provided by the mechanical workshop. It is an enterprise with quite a few problems concerning imports. But, aware of this, measures were taken from the beginning of the year to meet the challenge in its work, where the collective’s creative thinking and the innovative management of the technical-administrative staff stood out. At the enterprise, they point to the very good work of production innovators such as Thoma Vasili, Shahin Arifi, Pellum.Balla, etc. At the workshop, after learning about the needs of the SMT in Lushnjë and the UMB in Gjirokastër, and working together while obtaining materials from them in accordance with all the rules, bridge cranes were produced. Steam and water boilers were also produced for the carpet enterprise in Kavajë and the sanatorium in Tirana. In this way, materials were also secured for the production of several boilers for the University. The mechanical workshop, although it has not entered the new economic mechanism, sets a good example for several enterprises that have entered it, through exceeding net income targets, reducing production costs, making better use of working time, increasing productivity, reducing unjustified absences from work and temporary incapacity. It is the proper understanding of circumstances and the diligent work carried out here that ensure it will enter the new economic mechanism well prepared and confidently take production further. MIRDITE «The comrades at the Kurbnesh enterprise make commitments and do not keep them. And they are making us, as a plant, suffer the consequences.
