Yesterday, the people of the Tirana district celebrated the 48th anniversary of the First Anti-Fascist National Liberation Conference, which was convened in Peza on the initiative of the Communist Party of Albania (today the PPSH) and personally by the glorious and unforgettable leader, comrade Enver Hoxha. To celebrate this event of great historical importance, which laid the foundations for the unity of our people in the National Liberation Front and for people’s power, for the elimination of the homeland in the war against foreign occupiers and traitors to the country, around 10,000 people from the entire district went to Peza: veterans of the war and of labor, patriots, former partisans, deputies and councilors, members and relatives of martyrs’ families, cooperative members from Peza, Ndroq, Shesh, Arbana and Vaqar, workers from all four districts of the capital and from government departments, students from the University of Tirana «Enver Hoxha» and higher institutes, young men and women from military schools and secondary schools, Enver pioneers and other [unclear word]. Also taking part were the member of the Political Bureau, secretary of the Party’s Central Committee and first secretary of the district Party Committee, comrade Xhellil Gjoni; the candidate member of the Party Central Committee’s Political Bureau and chairman of the district People’s Council Executive Committee, comrade Llambi Gegprifti; candidate members of the Party Central Committee’s Political Bureau, comrades Pirro Kondi and Qirjako Mihali; deputy chairman of the Presidium of the People’s Assembly, Xhafer Spahiu; members of the Party Central Committee, Haxhi Lleshi, Spiro Koleka and Pilo Peristeri; secretary of the General Council of the FDSH, Beka Shkurti; secretary-general of the National Committee of Veterans of the War of the Albanian People, Myqerem Fuga, and other comrades. Party and state leaders and veterans laid bouquets of flowers at the monument to People’s Hero Myslim Peza, in the square in front of the cultural center of the «Myslim Peza» agricultural cooperative. - From observations made in 5 districts - A comparison between Durrës and Lushnjë. Durrës is to harvest 2,395 hectares of corn this year, while Lushnjë has 4,500 hectares. What is the situation? So far, 760 and 550 hectares have been harvested in the two districts, respectively. These figures look small. And indeed they are. Although some farms still have corn that has not ripened, the pace should be faster. Half of September has passed, and we cannot say that the corn everywhere is still unripe. On the contrary, given the weather conditions and the prolonged drought, the corn in many fields is ripe, so it should not be left in the field for even another day. In Lushnjë, some farms are using a good practice: a campaign crew harvests, husks and takes the corn into storage so that the crop harvested during the day is not left not only in the field, but even on the threshing floor. This is what was done at the Karbunarë cooperative, where 22 hectares were harvested in one day and stored that same day; likewise at the Mizë cooperative, etc. There is also good progress in Saravë and Krye-kuk. But the figures are low in Kruptje, where 5 hectares have been harvested out of 240, in Toshkëz, where 11 hectares have been harvested out of 245, in Ngurrez, etc. Here one hears the view that we have the corn, but it is not yet... In Durrës, some farms have harvested somewhat larger areas. For example, the Manzë cooperative has harvested 100 hectares out of 150, Rrashbull 78 out of 152, Gjepalaj 42 out of 50, etc. But this district, too, has farms with very low figures. The agricultural enterprises of the district are particularly behind: together, out of the total 675 hectares they have planted with corn, they have harvested 122. In Helmës only 4 hectares have been harvested, in Spanesh 10 hectares, etc. Therefore, in Durrës, too, we must not proceed with the idea that we have plenty of time; we must not be complacent, but inspect every day, every plot, so that ripe corn is harvested immediately, ensuring the yield and protecting the crop. SOTIRAQ GJORDENI Elbasan: faster daily progress. Of the 3,300 hectares planted with corn, 1,050 hectares had been harvested by yesterday. The campaign is now at its peak. Every day, around 3,000 cooperative members and women work in harvesting, picking, collecting and storing the corn. The cooperative members and women are also being fulfilled. In the agricultural farms of the Dumre area, harvesting is nearly complete. But there are... Librazhd: delays in the lowland area. Only 10 percent of the area planted with corn has been harvested in the district. According to the report issued by the agriculture section, only the Zdranjsh cooperative has harvested 100 hectares out of its total of 226. Pishkash and Xhyra have also reached 30 percent. If we set aside the mountain cooperatives, where the corn ripens later, the Kukur mountain cooperative, where the corn ripens later, has harvested 43 percent of its area by organizing cooperative-member work campaigns. Driza and Sulti, however, despite having better conditions, are 10 percent below the district average. In the whole district, 14 percent of the area has been harvested, whereas at least 40 percent should have been harvested, as they tell us at the agriculture section. Thus, the progress of the campaign depends on the level of organization in each cooperative. Sojnik is close to Kukur, but only 10 percent of the corn has been harvested there. Where the crop is being harvested and stored quickly, losses are also being avoided. That of Gjegjan has reached 20 percent, etc. ...harvested 22 ha in one day, which was cultivated during the day; in the Miza cooperative, etc. Good rates have also been achieved in Saravë and Krekuq. But the figures are low in Krutje, where 5 hectares have been harvested out of 240 ha; in Toshkëz, 11 ha have been harvested out of 245 ha; in Ngurrez, etc. Here, the view is expressed that we have the corn, but it has not yet fully ripened. Of course, we are not saying it should be harvested «prematurely», but there are fields of ripe corn and we should not wait for all the corn to ripen before harvesting it. The harvest should therefore be carried out in stages. The objective in Lushnjë is for 80 percent of the corn to be harvested during September and the remainder, mainly on agricultural enterprises, to be finished by October 10. The cooperatives of Zdranjsh have harvested 30 percent. If we exclude the mountain cooperatives, where the corn ripens later, the other farms in the lowland area, which have conditions similar to those in Zdranjsh, are not working with the required sense of responsibility. In the cooperatives of Lunik, Gizdavesh, Letnit and Hotolisht, only very small areas have been harvested, from 4 to 15 ha in total. Judging by the figures so far, the plain clearly lacks the necessary mobilization. SEJDIN CEKANI

When you say Peza, you have also said an unbroken pledge. When you say Peza, you have said a rifle raised. When you say Peza, above all, you have said unity. And this is not about unity within a single hearth, a clan, a village or a region, but about the unity of an entire Albania. Unity is the foundation on which the statue of today and tomorrow stands. Peza was struck [Reportage] ...tor», Luigj Gurakuqi, Avni Rustemi and the national poet, Naim Frashëri. If we disregard the necessary formalities of protocol, the honor of presiding over the assembly fell to... ...when the call rang out, «if you have no weapons, find them, snatch them from that dog», all forty became alarmed: «Ah! This is how our people are killed, our homes are burned!» When the former recalled the people’s saying, «there is no wedding without meat»—meaning there is no freedom without blood—the forty, wrapped in the rabbit’s fur, scattered the jargon of their gatherings: «No, no, let us pursue a policy in which the meat gets cooked and the spit does not burn.» In a word, others ... hung the weapons of hope on the shoulders of the heroic youth, who had Migjeni’s verses on their lips. «We, the sons of the new century», raised our fists and took up the struggle; the others called on the youth not to take part in the war at all, on account of their age. It was clear that they had even lost their memory and did not want to know that in Albania «a seven-year-old boy takes up the rifle». (Continued on page 3) ...that day further on, people in one ...? When you say Pezë, you have said a rifle raised. When you say Pezë, about unity within a hearth, a family, statue of today and tomorrow stands. Pezë had the historic honor of appealing to Albania, of «pledging an oath for salvation». Last night, until the late hours, thousands of young and old lit «partisan» fires on its land. A celebration with honors for ... As on this night 48 years ago, Pezë prepares for the assembly of the unity of the people, without distinction of religion, faith, politics, region or ideas, so that Albania—liberated for three and a half years from the ravens of fascist occupation, the ravens of betrayal, the fifth column and all kinds of scoundrels—would kindle the fire of the general uprising, rise against them, crush them with the sure fist of unity, and win freedom, an independent and democratic Albania, and the dignity of a free human being. The great call to the great National Liberation Front, just as it was a call to honor, was also the test of patriotism. As on this night 48 years ago, the delegates to the assembly were entering Pezë illegally. When morning had broken and the delegates were entering the «hall» of the assembly, a group of children, barefoot and in rags, had gathered in a choir in the «barn» in the courtyard and were singing. Who was the organizer? Kajo Karafili. While a meal was being awaited outside, it continued inside, in Babë Myslymi’s tower. This was the delegates’ «choir». «Around the Flag united! With one desire, with one purpose». Everyone there, swearing / «to pledge our oath for salvation». Skanderbeg’s flag unfurled in the room. And before it, in photographs, men of the Flag: the National Hero Gjergj Kastrioti, the Old Man of Vlora, Ismail Qemali, «the giant dragon of Dragobi», Bajram Curri; «the liberal giant— We read «Zëri i popullit»: «This authentic tribune of the freedom fighters is bringing great news: ... The conference to elect the General National Liberation Council has been held». Now Pezë, its threshold, was linked to every threshold in Albania, making the call of patriotism, the vital call for people’s power, showing the world its firmly laid foundations and issuing the call: «Raise the walls with unshakable stones of blood from our blood!». The whole people responded to the call and joined the Front without delay. ... The Conference was still meeting on its second day, while unity was being discussed; in barricaded Tirana, a torrent of mothers was surging forth. «Where is my daughter, where is my son?». They had to protest. And fascism was sending their sons and daughters from the prisons to concentration camps. At the head of these mothers was a simple woman, who would enter history through her sublime act: Mine Peza! The fascists were writing scripts with their heads ... so they could make it as ...

In this district, corn harvesting has only just begun. It is noticeable that the coo- peratives of Mizë, etc. that have now been established, were greeted by comrade Kiço Mustaqi, who thanked them for the work they continue to do and for their high readiness, as they contribute so much to the work of defense, education, social relations and socialist construction.

Frashëri. If we do not take into account that assembly fell to Nexhmije Xhuglini; figuratively speaking, one must believe that the assembly was opened by the aforementioned men, who in any case reminded the delegates that «the lever of Archimedes» for keeping the nation and its freedom alive had been the unity of the people, who had already proved their strength on the stage of great tragedies, in the glorious time of Skënderbeu, in the years of the League of Prizren and during National Independence in 1912. This voice was heard better and more clearly, and was understood, by the founder of the Party, the unforgettable Enver Hoxha, whose merit also included organizing this historic assembly, convened not without difficulty in Myslym Peza’s tower. For while the communists and true patriots believed in the necessity of uniting the people, and believed that David could defeat Goliath, the pseudo-patriots believed in the rot of their minds, sick with treachery and defeatism. When the former stamped their feet to the rhythm of revolution, calling «now or never», the latter stifled their silence and swallowed lies: «We are doomed». When the former rang the bell for the values of unity, the latter drank sherbet with holy water and opened their mouths: «Ah, we are disorganized!» When the bell of the former thundered that the people would resolve the question of power, the bagpipe of the latter split with fear about what this people’s power would be like. When the former rose to the barricades and adorned their chests with red wounds, the latter watched fearfully the red crescent on their caps. When the former sounded the call to attack, the latter complained: «We have no weapons!» When the former joined hands over the weapons depots, because the people’s voice reached as far as the ...

At its meeting of 15 September 1990, the Council of Ministers of the PSRA, having heard the report of the Minister of Foreign Affairs, Comrade Reis Malile, on our country’s participation in the process of the Conference on Security and Cooperation in Europe and the steps taken to date in this regard, makes the following statement: Driven by the desire to join the process of European cooperation and security, and by the fact that the changes made and currently being made to Albanian legislation allow the principles of the Helsinki Charter and the decisions of the CSCE to be implemented, the Albanian government expresses its readiness and commitment to accept these principles. The Council of Ministers instructed the Minister of Foreign Affairs of the PSRA to make this statement known to all CSCE participating states and to request Albania’s full participation in future CSCE conferences and meetings, beginning with the meeting of foreign ministers in New York, which will prepare the high-level meeting in Paris in November of this year.
