LEGAL ACTS THAT YOU MUST KNOW IN ORDER TO CARRY THEM OUT

They establish the conditions under which legal norms are to operate and be applied; when subordinate acts must be issued, which bodies issue them, etc. They oblige the bodies of the state administration and other interested subjects to take the appropriate measures to ensure the proper implementation of the laws. Among subordinate acts, the decision of the Council of Ministers holds a central place. Because of the importance of the issues regulated, the decisions of the Council of Ministers are published in the Official Gazette. In special cases the Council of Ministers issues decisions of a normative character, addressed to ministries, institutions and other central and local bodies. Once published in the Official Gazette, these decisions become mandatory for implementation. Of particular importance are also the instructions, regulations and orders issued by ministries and other central bodies for the implementation of laws and of the decisions of the Council of Ministers. But these acts must remain within the limits of competence and may not conflict with the law. Knowledge of legal and subordinate legal acts is an indispensable condition for their exact implementation and for the protection of citizens' rights. Only in this way is the legal order and state discipline strengthened.
