In the daily work and struggle of the masses, communists and cadres have displayed their wonderful qualities, the qualities of those who are advanced. But reality must be faced: outdated mentalities and practices also appear. They are major obstacles and hold things back considerably, so let us keep them, always and everywhere, under the “fire” of our daily and continuous work and criticism. Theft and thieves are repugnant. At meetings, gatherings, lectures and in the press, we often acknowledge that there are cases of particular individuals daring to lay their hands even on socialist property. And, strangely enough, quite often food products are stolen from warehouses and factories in broad daylight, in front of communists, cadres and workers. Someone who steals a single apple might hide, but never someone who takes the till. So, in the interests of truth, it must be said that many people prefer silence and withdrawal. The very picture of indifference! By acting this way, whether we mean to or not, we encourage and support those who damage property, which is our common source of livelihood and well-being. Should we perhaps limit ourselves to explaining the importance of fighting indifference? Should we perhaps keep repeating well-worn moralizing statements? No! Persuasive educational work with people will never be discontinued. On the contrary, it will be deepened and improved. But alongside it, various sanctions must be introduced and applied. Investigators, prosecutors, judges, economists and various activists may say: what sanctions are you talking about when we already have them?! True, we have them, but often the facts of their application are extremely symbolic, so much so that they resemble criticism... …tion of grade inflation in the school’s average mark. NEW YORK, September 25 — Comrade Ramiz Alia, Chairman of the Presidium of the People’s Assembly of the People’s Socialist Republic of Albania, arrived in New York today to take part in the general debate of the UN General Assembly, which opened yesterday. Comrade Ramiz Alia, accompanied by the Minister of Foreign Affairs of the People’s Socialist Republic of Albania, Reis Malile, and the director of the Institute for the Study of International Relations, Prof. Sofokli Lazri, was welcomed by senior UN officials, Deputy Minister of Foreign Affairs Muhamet Kapllani, and Albania’s Permanent Representative to the UN, Bashkim Tarka. Many compatriots living in the USA had also come to New York’s “John F. Kennedy” Airport. After meeting and warmly greeting them, Comrade Ramiz gave the following statement to foreign and local journalists who had come to the airport for the occasion: “We have arrived in New York with the sincere wish that Albania, too, together with the other states of the international community, may make its modest contribution to this jubilee session of the United Nations General Assembly and to the World Summit for Children. This session of the General Assembly is of particular importance because it is holding its proceedings at a time when dynamic developments are taking place in international political life, raising peoples’ hopes for a better world. At the same time, however, we are all concerned about the new events in the Middle East. More specifically, I am referring to Iraq’s aggression against Kuwait, which Albania has strongly condemned. The Albanian people and their Government follow the activities of the United Nations Organization with attention and interest. They value its role and contribution in uniting the efforts of the international community; reducing international tension; preventing war and strengthening dialogue; achieving disarmament; eradicating colonialism and racial discrimination; and defending the principles of the freedom, independence and sovereignty of peoples. ● The 11 enterprises of the Mechanical Industry system in the capital, over 8 months and 20 days, exceeded the gross industrial production target by around 400,000 lekë. ● One of the outstanding collectives in the Mat district is that of the Klos mining enterprise. The miners, blasters and other employees, working at a higher rate than planned, produced 473 tons of chrome ore above their assigned quota for the period from January to September 15, while also meeting the quality indicator. ● The volume of repair and maintenance work carried out by enterprises in the municipal system of the Vlorë district for the period from January to September 20 reached 102 percent, while services for the population exceeded the target by 5 percent. — VLORË — The professional companies of the dramatic theatre and variety theatre in the Vlorë district began preparing for the new performance season some time ago. The dramatic theatre appeared before the city’s theatre-lovers with the tragedy “The Wall of Silence,” which deals with a social issue in the southern regions of Italy. This well-received premiere was staged by the theatre’s young director, Roland Minga. Meanwhile, the professional variety company, with Vladimir Balla as director, is preparing to present a premiere within this month, addressing issues such as the further democratization of life in the country, the new economic mechanism, and so on. In cooperation with youth committees and organizations, discussions and meetings have been held with veterans, who have shared their memories of the years of the war for the liberation of the Homeland and the socialist construction of the country. Such activities have been organized by the “Thoma Prifti” Palace of Culture, as well as by the houses of culture in Kodovjat, Sojnik and Drizë. Among the most distinguished cultural centres is “Kamber Dërvishmi” in Mashan, which regularly organizes varied activities of a good artistic standard. These days, a delegation from the Cuban Institute of Radio and Television paid a visit to our country, headed by the Institute’s vice-president, Josefa Bracero. The delegation included Radio and Television Director-General Belin Coba, and the purpose was to exchange views on issues of mutual interest. RRESHEN The electrical engineer at the municipal housing enterprise, Dedë Sulejmani, informs us of two positive indicators: one, savings of 6 million kilowatt-hours of electricity for the nine-month period; the other, production by local hydroelectric plants exceeding the target. Naturally, these figures show a sound understanding of the energy situation. At some enterprises, as has been observed, the introduction of certain sectors into the new economic mechanism has also had a positive effect, as workers’ interest in reducing expenses—and thus saving electricity—is being more strongly «stimulated». The best savings are achieved where production targets are also met. This perspective on the problem brings us to the geological enterprise. Throughout the year it has maintained a steady pace, and within its divisions, the crews of the enterprise that have stood out in meeting the plan, such as those at Perlat and Gurrth, have achieved the greatest savings. At this enterprise, as chief engineer Bektash Daja explains, the engineering and technical staff pay particular attention to installing electric motors according to their capacity, avoiding unjustified consumption, and monitoring the consumption of every drilling rig and cabin. The pelletizing department at the copper-processing plant is also saving energy while meeting its production targets, and so on. This too is a «measure» of improved organization and of good initiatives in economic management based on separate accounting. Let us stay with this «line» of reasoning. Is this being done at every enterprise and sector? No. Saving energy is an end in itself. It is true that electricity is being saved in the copper electrolysis department in Rubik, the plant’s largest consumer, but it is operating at 40 percent of its production load. The same can be said of the copper enrichment plant in Reps, where, because of a lack of ore supplies due to transport problems, etc., it operates 2–3 shifts out of 4, or at 60 percent of capacity. There are similar problems at the Kurbenesh enterprise, etc. Meanwhile, there are enterprises that, although they have not fulfilled their plan targets, have exceeded their energy allocation. For example, NFP-ja, NT-ja, NPD-ja, etc.

LUSHNJE Some rain has indeed fallen, but one should never think that it has eased the situation; on the contrary, the situation remains unchanged, and every hour and every day, alongside the other duties, using electricity sparingly is a top priority. In Lushnjë they bear this in mind, which is why they do not rely on campaigns but follow the issue continuously. Four times a day, specialists from the municipal section and the electrical sector of the relevant enterprise monitor electricity use at every enterprise. This is useful for assessing the situation, taking the necessary measures where work is falling short, and disseminating good practice. The district headquarters also follows this issue every day and reviews it each evening. In addition to the other measures taken at the enterprises, the district People’s Council executive committee has made and continues to make adjustments to ensure that electricity is used as appropriately as possible. For example, although savings had been made by the industrial sector over a certain period, electricity was redirected to agriculture for irrigation, without adding to excessive consumption. In this way, Lushnjë district has been saving electricity from January through September 24. The district’s daily savings amount to more than 15,000 kilowatt-hours, while from the beginning of this month until now 370,000 kilowatt-hours have been saved. The paper factory, the brick factory, the water directorate, and others stand out for their careful work. No enterprise, except the procurement enterprise, which has slightly exceeded its quota, has exceeded its electricity allocation during this period; this shows that the issue is being treated seriously and continuously.

DIBËR Since the beginning of the year, more than 3 million kilowatt-hours have been saved throughout the district. Concern about this issue is widespread, and so are the results. Consumption is monitored daily, as are the opportunities for saving. The district has a headquarters that regularly gathers and analyzes the situation. There is discipline in the enterprises as well. Disciplinary measures have occasionally been taken against those who waste energy. This has helped enforce controls. But can we rest on these indicators, without considering whether there are further opportunities to deepen the savings? To raise the level of savings further, it would be necessary first of all to have a clear understanding, for every sector of the enterprise, of what type of energy it consumes in the work process, etc. Conditions strengthen discipline. It is therefore better to assess the situation.

KOLONJE In September, as everywhere else, the daily electricity consumption quota was reduced again in Kolonjë. It was set at 24,000 kilowatt-hours. With the exception of September 7, when the district-wide quota was exceeded somewhat, on the other days from September 1 to 24 the district not only respected the quota but used less energy. In all, 60,000 kilowatt-hours were saved during this period. Today there is no consumer in the district—whether an enterprise, agricultural cooperative or institution—that has exceeded its planned daily quota. Electricity savings have become more significant in this district also because several small hydroelectric plants here have production targets. The severe drought this year meant that, from the beginning of the year until today, all five small hydroelectric plants have fulfilled only 77 percent of their production target. Jorgaq Zhunga, head of the municipal section in the district People’s Council executive committee, tells us that all the necessary technical measures have been taken at these hydroelectric plants so that, when the rains come, there will be no delays and they can immediately operate at full capacity. The construction of the new Kozel hydroelectric plant was also completed a few days ago. The necessary tests were carried out by the Tirana municipal electromechanical enterprise. The hydroelectric plant, with an installed capacity of 100 kilowatts, will use the natural water flowing down the slopes of Mount Kozel.
