Topic from the 9th Plenum “The unrelenting growth and specialization of production, the strengthening of traditional ties with the republics and regions of our country, with development and exploitation, and with the major changes in some cooperatives of our combine, together with last year’s successes, cannot but remind us that these achievements, however important they may be, originate in the continuous efforts for the harmonized organization of work, for close cooperation and the mobilization of all human and material potentials. In this sense, the orientations of the 9th Plenum once again show that present-day processes require a higher level of organization, stronger economic discipline, and greater responsibility at all levels. On the basis of Comrade Enver Hoxha’s orientations at the 9th Plenum on the harmonization of development and the improvement of the economic structure, it was assessed that harmonization is not only a quantitative relationship between branches and sectors, but прежде всего a requirement for establishing a correct balance between market needs, production capacities, raw-material resources, energy possibilities, and the long-term interests of socialist development. Thus, in the wake of the changes and reforms introduced in planning, it became clear that economic harmonization cannot remain an abstract notion. It requires detailed analyses, knowledge of the concrete situation, disciplined investment, and rigorous implementation of the new economic relations. Only in this way can disproportions, unnecessary stocks, delays in supply, and obstacles to the normal circulation of goods be avoided. In these years it has been observed that in a number of enterprises, especially in manufacturing industry, difficulties arise when the link with the raw-material base has not been well studied. For this reason, harmonization must begin with the conception of the plan and continue through the daily monitoring of implementation. In addition, it cannot be understood without improving the organization of work, standardization, the use of machinery, and the qualification structure of the cadres. In the many discussions at the plenum, it was emphasized that the weakest points often remain in the internal organization of the enterprise: irregular movement of raw materials, lack of coordination between workshops, absence of rhythm, and weaknesses in technical-economic control. Therefore, harmonization and economic reorganization must be seen as two sides of the same task: to increase economic effect, use funds sparingly, and further expand the development base. Under today’s conditions, when our economy faces new demands, the need to increase exports, improve quality and reduce costs, economic organization takes on decisive importance. This requires raising the culture of management, collective and individual responsibility, as well as implementing decisions with high discipline. Only thus will it become possible to fully harmonize the pace of development with the demands of the time and with the real possibilities of our socialist economy[?]. (Continued on page 2)

Work is being streamlined to cut imports - Durrës - During these years, around 52 tons of imported equipment have been stored and processed at the seaport of Durrës, occupying an area of 2,300 square meters. Measures have also been taken to close down this activity as rationally as possible, but with the means available so far the required efficiency has not been achieved. On this basis, the creative team of the unit has proposed installing a wooden ceiling that saves space and makes arrangement easier. According to specialists, this would make it possible to stack imported goods at height and shorten handling time. - Gjirokastër - More activity and creative conditions are being developed in Gjirokastër for the activation of creative work by young people and workers in technical and artistic fields. Within the framework of these efforts, exhibitions, cultural events and work meetings at enterprises have been organized. Yesterday morning, the Minister of Foreign Affairs of the RPSSH, Reis Malile, received in a separate meeting the Italian senator Paolo Taviani, chairman of the Italo-Albanian Institute. During the conversation, the friendly relations between the two countries were appreciated, views were exchanged on expanding cultural and scientific cooperation and on the initiatives being undertaken within the framework of bilateral contacts. At the meeting, the wish was expressed to further strengthen ties between the relevant institutions and to promote mutual knowledge of historical and cultural values. (ATSH)

His life and activity were discussed, along with his contribution to the revolutionary movement and the example he left in educating younger generations. Durrës and several agricultural units recorded an increase in the pace of work. According to initial data, measures have been taken to make the most rational use of seed, chemical fertilizers and mechanical equipment. In addition, attention has also been paid to water management and the protection of newly sown crops. In some cooperatives, the experience gained in recent years is helping to improve work organization. On this occasion wreaths were laid and feelings of respect were expressed for the work of comrade Enver Hoxha and for the struggle of the Albanian people.
