Today marks five years since 11 April 1985, when the heart of Enver Hoxha ceased to beat—the great and unforgettable leader of the Party and the Albanian people, leader of the revolution and architect of the new Albania, far-sighted ideologist and politician, military commander and great diplomat, distinguished figure in our national history. Enver Hoxha was the founder and leader of our glorious Party, which, born from the people, became the great guiding, inspiring and organizing force in the struggle for freedom, the establishment of people’s power, the revolution and socialist construction. Through the example of its members, who stood at the forefront of these battles of historic importance for the destiny of the homeland, and through the correct Marxist-Leninist line worked out under the leadership of Comrade Enver Hoxha, the Party won the people’s trust and love, and their deep, conscious conviction in the justice of its path. Honoring Enver Hoxha and his work means honoring an uninterrupted, comprehensive and fruitful activity for the good of the people and the homeland. It is also a meaningful tribute to the new era in Albania’s development, to the socialist road onto which the people’s war and People’s Revolution set it. This tribute is the clearest expression of the continuity of the Albanian nation’s freedom-loving ideas, of the political, moral and spiritual unity of all strata of Albanian society, and of the people’s faith in the happy future of the homeland. Enver’s life was an outstanding example of devotion to the homeland. “Enver Hoxha,” Comrade Ramiz Alia wrote, “was a great patriot in strengthening the democratic character of the Albanian state. In a series of writings and speeches reflecting Enver Hoxha’s broad vision as a revolutionary thinker and creative reformer of social life, the correct and fruitful path toward realizing this enduring objective is shown: increasing the role of the masses, their broader human participation in leadership, control and implementation, and the uninterrupted deepening of socialist democracy. ‘The strength of power,’ Comrade Enver emphasized, ‘lies in its democratic character.’ A special place in Enver Hoxha’s work is occupied by his well-known speech, ‘The masses build socialism; the Party makes them conscious,’ as well as a number of his speeches on workers’ control, strengthening the role of elected organs of power and of the people’s representatives within them, etc. This precious legacy not only reflects the Party’s historical experience, its correct line and its continuous efforts for the uninterrupted democratization of our society, but is also of great current value to communists and the popular masses. These lessons and the experience accumulated over the years are invaluable assistance in the great, mass undertaking in which the Party and the people are engaged to further revolutionize and democratize our life, an undertaking given a powerful impetus by the decisions of the Party Central Committee’s 9th Plenum. Enver was a people’s leader, connected to life and the practice of social development. He followed every development and every change, every new phenomenon and trend, with care and attention. While rejoicing in successes, he was aware of the difficulties and, at the head of the Party leadership, sought ways, forms and means to overcome them, so that development could move forward, the homeland’s freedom could be secured and people’s lives continually improved. These were the fundamental objectives; in his theoretical vision and practical activity, all rules, forms, methods and modes of organization were subordinated to them. Comrade Enver was an enemy of fetishes and an opponent of accommodating oneself to routine thinking. In every directive and decision, the Party and Enver always took account of Albania’s concrete conditions at the given moment, its level of material development and the people’s psychology, the favorable or unfavorable consequences of the measures to be taken, the present and the future outlook. For Enver, theory truly was not a dogma, but a guide to action. He not only existed, but was an initiator of actions and decisions required by the times and the interests of the homeland in every field: the economy, culture and foreign policy. In keeping with this sound logic, the country’s industrialization and the collectivization of agriculture, the development of education and culture, and all the economic and social transformations that marked Albania’s history over 40 years were carried out with care and prudence. The country’s defense was strengthened; a wise and just foreign policy was inspired and built, every step of which aimed to strengthen the country’s international position and secure its freedom and independent development. During these five years since Enver has no longer been among us, the people and the Party have worked and struggled with the revolutionary patriotic ardor that inspired our great leader and teacher. Enver is present in the new achievements to strengthen the freedom and independence of the homeland, in the struggle to overcome difficult situations, and in the efforts to advance our dear Albania. His great heart beats among us, his rich thought pulses, and the ideals to which he devoted everything live on. [The preceding text is cut off: “...of the Albanian nation’s freedom-loving ideas”], and Alia wrote, “was a fervent patriot. He was imbued with the distinguished patriotic traditions of our small and suffering country. He fought with unparalleled heroism, with weapons, with knowledge, with his whole being, to defend our socialist homeland, its independence and sovereignty, its national rights, and the dignity of our people and our socialist state.” Nearly fifty years of militant activity are the most vivid embodiment of that ardent love of the homeland which ran like a red thread through Enver Hoxha’s entire life, governed and guided all his thoughts and left its imprint on the whole of his practical activity. During the heroic years of the Anti-Fascist National Liberation War, he not only felt the pain of occupation and the threat to the very existence of the Albanian nation, but, more clearly than anyone else, understood what had to be done and the precise perspective along the path the Albanian people’s struggle for national and social liberation had to follow. In Enver, the people saw the legendary commander of the National Liberation Army, a brave and measured leader, courageous and cool-headed, born from the people and nourished by their noble virtues. In the difficult and decisive moments of this glorious epic, Enver Hoxha’s mature and courageous stance revealed in a special light the greatness of the patriotism that inspired him. This great and sacred feeling for every Albanian was the powerful motive behind the colossal activity Enver Hoxha carried out after the liberation of the country and until the last day of his life. When Albania became free, when the Albanian people, through their struggle, became sovereign and masters of their own destiny, it became possible to fulfill the wishes, aspirations and dreams of generations of patriots and distinguished Albanian figures. The great dream of progress, the ardent desire to make Albania beautiful, strong and happy, to prevail in every deed of his for Albania, belonged to Enver. It was the purpose of his life, gave him a powerful impetus for tireless and selfless work, and was the substance of all his activity, which extended into every field of social life. Love for the homeland and the desire for this noble people to live the life it had earned through its struggle and sacrifices, its history and high moral virtues, gave Enver and the Party courage and foresight. Beyond the sight of Albania, devastated by war, beyond the inherited economic misery and cultural poverty, they saw the Albania of the future, today’s Albania: free and sovereign, economically independent and on the path of uninterrupted development; an Albania where people were free from oppression and exploitation, with broad opportunities for knowledge and culture. Enver Hoxha was the ideologist and architect of this development, which brought our country out of an almost medieval period toward uninterrupted progress and an openness to the future. In service of this great cause, at the head of the Party and the people, he placed his physical and spiritual energies, his knowledge and broad culture. Love for the people and devotion to the homeland, which characterized his whole being, made Enver a statesman, thinker, diplomat and military strategist, a reformer of social life and a consummate organizer. In the people and the working masses, Comrade Enver Hoxha saw the decisive factor in ensuring the homeland’s freedom and independence, the living force capable of carrying out the economic and social transformations demanded by the times. Just as victory in the struggle for liberation could not be achieved without the broad participation of the popular masses, so socialist construction could not move forward through its many difficulties and obstacles without the conscious commitment of the people, their strength and knowledge, without unity of interests and objectives among the strata and generations, and without the unity of the people and the Party. Comrade Enver Hoxha always regarded the question of unity as a golden key to achieving every economic, political and ideological objective. He saw its foundation in the justice of the Party’s line, in the masses’ correct understanding of the meaning of social change. ... Greater closeness between the organs of power and the people, and in particular the increased role of and control by the masses in their activity, were for him essential ways to strengthen Party-people unity and preserve and deepen the democratic character of our state system. By conviction, education and experience, Enver Hoxha was a people’s leader, a leader of the masses. In his theoretical work and practical activity, he continually devoted considerable attention to addressing problems concerning the role of the masses and their relations with Party and state organs and organizations. At certain moments in the history of the new Albania, his decisions and commitment on these matters were especially notable. From the mid-1960s until the end of his life in particular, Comrade Enver devoted special attention to these aspects of social life concerning the further revolutionization and democratization of the Party and people’s power, and the enhancement of the Party’s leading role in the socialist state. The events that have now taken place in the countries of the East fully confirmed Enver Hoxha’s warnings about the logical end of the path their parties had embarked upon. The Party of Labour of Albania and Enver Hoxha not only foresaw such an end, but undertook an analysis to uncover its causes and draw lessons from a negative experience. Enver Hoxha uncovered the sources of bureaucratism and liberalism in social processes that had hampered the development of socialist society and would lead increasingly to the estrangement, passivity and indifference of the masses, even to hostility toward a state power that had lost their trust. Comrade Enver Hoxha’s analyses and conclusions about the deepening of bureaucratization as an idealist obstacle, in contradiction with the interests of the people, and about the Party’s and the masses’ struggle against bureaucratism, formed the basis of the concrete measures undertaken in those years. - Among the tractor drivers of Dibër - To the telephone report on sowing given by Dibra correspondent Sami Selishta during the evening television magazine at the SMT directorate, they are now adding, several days later, the further hectares planted in recent days. In the bureau secretary’s office, the telephone rings from time to time. “They want fuel,” says Nazmi Tola, rubbing his forehead. Then he adds: “Xhelal Farruku in Muhur will finish the corn-planting chapter today. His brigade received fuel just like the others, no more and no less. But the brigade leader knows how to keep moving, knows when and how to save.” The hectares in Mbrezhdan that are to be planted with corn are nearly finished. The potato and bean fields are done. Beside them a healthy wheat crop is turning green. “We get heavy equipment from the SMT, but each cooperative has three or four of its own people. We are tied to agriculture,” explains Ismet Gjiza, the tractor supervisor at the Qendra unit. Meanwhile, Ismail Karaj and Afrim Karasani, two tractor drivers who modified the tractors’ filters to extend their life and save fuel, remind the supervisor that even these are now not enough for the work—there is a great deal of it. For Ilir Xheladini, who was an instructor at the district Party committee and has only just begun working in the SMT personnel department, the two tractor drivers’ solution for saving fuel prompts him to open a discussion about Klenjë’s experience. In Klenjë and Steblevë, Hysni Kolqi and his team of tractor drivers are working on the potatoes. They have another “invention” to speed things up and save fuel. “If the machine is in good condition, it saves fuel by itself,” explains brigade leader Hysniu. The ignition system might be leaking; you can save fuel from the plow too: a skilled tractor driver knows this well. That is why they do the repairs themselves, and you will not find even a single tractor inside the Klenjë shed. Muhur, Klenjë, Dovolan, Melan—wherever you stop these days, you see tractor drivers and mechanics at the height of their work. They planted a quarter of the area in March. Now the final quarter remains. All this area has been planted using less fuel than planned. It seems that the progress this time is due only to experience, a special mobilization, and that is all. - VLORË - From buyers you hear good things about the products of the garment enterprise. Giving priority to mathematical-theoretical methods for the preliminary selection of what is considered scientific in production is leading to more and more new articles being made every day from the use of scraps, saving raw materials. Just from making better use of cotton fabrics, nearly 3,000 m have been saved during this period, while in dock [fabric] more than 2,000 m. These savings have been used to make new products, such as children’s pajamas, bags, children’s skirts, etc., which buyers have liked. The managers of this enterprise, Areti Kukuri and Lutfi Katia, say that there are things that still need to be considered as untapped possibilities. and expressed his pleasure at meeting his Italian friends, and acquainted them with Albania’s economic and social development and the achievements recorded in various fields of life. Speaking about the friendship between the Albanian and Italian peoples, he expressed his sympathy for the representatives of the Italian anti-fascist resistance. The path of development in our country, Comrade Ramiz Alia pointed out, has its own national characteristics that distinguish it from other countries. He focused in particular on the work, efforts and achievements toward deepening socialist democracy in our country. Comrade Ramiz Alia also spoke about the relations between the two countries, the possibilities for further strengthening them, and our country’s foreign policy, which responds to the peoples’ aspirations for freedom and independence, serves to strengthen friendship and cooperation with neighboring countries and others, and to ensure peace in the Balkans and Europe. Paolo Emilio Taviani thanked them for the invitation to visit Albania and for the warm welcome. He praised the progress made in our country, particularly in comparison with progress in the past. An ancient traditional friendship exists between our two neighboring countries and between the Albanian and Italian peoples, serving their common interests. He also praised the independent policy pursued by Albania and spoke about the rich history and traditions of the Albanian people and their centuries-long efforts to preserve their national identity. Paolo Emilio Taviani expressed his belief that this visit would serve not only to strengthen ties between anti-fascist resistance organizations, but would also contribute to the further development of friendly relations between Italy and Albania in the political, economic and cultural fields.
