WHY HAVE SMALL HYDROELECTRIC POWER PLANTS BEEN ABANDONED?
OUR INFORMATIONAL OBSERVATION
The construction of hydroelectric power plants, possibilities and reserves left for exploitation. According to an official statistic from our country, so far 3 thermal power plants and 8 hydroelectric power plants have been built, with an electricity output of 4,200 megawatts. Another 2,000 megawatts from small hydroelectric plants, which could multiply production, should be seriously considered. Our country is rich in rivers and streams, in brooks and waterfalls, in valleys and gorges, along which large quantities of water flow all year round. We raise the question, and also give the answer, that in the past the issue of their use aroused interest, whereas now it has been almost forgotten? In conditions where the lifting of restrictions, the growth of income and especially the expansion of the local economy and free initiative are being broadly implemented, it is self-evident that investment on a small and medium scale is being considered more realistically. According to specialists, some small hydroelectric plants could be built with domestic resources and at relatively low cost. The river source of [...] and can provide energy for workshops, departments, cooperatives and residential centers. Even in the case of the large Drenica water-supply system, which could provide water to a large number of cities and villages, it has been calculated that it could produce up to 60–70 million kilowatt-hours per year. The waters of the Ibri canal alone can produce 93 million kilowatt-hours. Calculated and put to use in time, they will help improve the country’s energy situation. Naturally, care is needed for serious studies, projects and implementation. Responsibility lies not only with specialists, but also with investors and the governing bodies. At a time when demand for electricity has increased significantly and when the country needs new sources, setting small hydroelectric power plants aside cannot be justified. They are more economical, quicker to build and more suitable for many mountainous and hilly regions. They must be thought about in time and acted upon without losing a day.

A NEW WORK SITUATION IN AGRICULTURE
Responsibility is based on timeliness. Stimulation or, for everyone, as a means of confirming more argumentative approaches, for stable reconceptualization in everyday commitments. There are many examples, coming from the country’s cooperatives and agricultural enterprises, where work has moved to a higher pace and its productivity is increasing. In the Rëza cooperative, in the Lushnja agricultural enterprise, in the mechanics brigades and in various farms, a noticeable improvement has been observed in the organization of the working day. This has made it possible to achieve higher norms, to avoid losing hours waiting, and to implement spring tasks better. All this shows that with stronger discipline and greater personal responsibility, even the difficulties brought by the weather, the lack of spare parts or delays in supplies can be overcome. Because the best experience is not born by chance, but from careful observation, from drawing lessons and from the continuous comparison of results. In many cases it has been observed that when leaders closely follow the progress of processes, when specialists provide their help and when workers take on their proper responsibilities, success becomes tangible. In many workshops measures have been taken to increase the pace of work and to make better use of capacity. However, in some enterprises there are still fluctuations, lack of discipline and delays in carrying out tasks.
