ON THE MEETING OF THE 10TH PLENUM OF THE CENTRAL COMMITTEE OF THE PARTY OF LABOUR OF ALBANIA On 16 and 17 April 1990, in the premises of the secretariat of the Central Committee of the Party of Labour of Albania, the work of the 10th Plenum of the Central Committee of the Party of Labour of Albania took place. The work of this Plenum was devoted to the further democratization of the country's economic, social and political life, in line with the orientations of socialist Albania. In this whole set of issues, the Plenum placed at the center and further clarified the path that should be followed for the further development of relations in the country, up to the democratization of party life with the principles of law, the separation and functions of the state, as well as the tasks for increasing the active role of social organizations and the working masses. The 10th Plenum also decided, as regards the sphere of legislation, as well as discipline and the creation of various relations in everyday life. In his speech, comrade Ramiz Alia, who was present at this Plenum, spoke about the tasks and paths posed by the new situation to further strengthen the party line and increase its leading responsibility. He emphasized that concrete steps must be taken toward greater transparency and the expansion of the active participation of working people in decision-making. In this context, comrade Ramiz Alia underlined the importance of firmly applying the principle of collegiality, strengthening democracy in life and within the party, and respecting the freedoms and rights of citizens, in accordance with the socialist order. The 10th Plenum also decided to strengthen discipline at work, increase responsibility, and activate all mass organizations for the implementation of the tasks. 70 enterprises fulfill their tasks. According to the data available so far, the agricultural sector has achieved 8.6 million lek in the plan. Workers in the milling industry [?] were the first to record the achievement of 1,000 tons of grain, while in the transport sector improvements have been noted in the use of capacities. In the analysis of work indicators it emerged that some collectives have not been able to reach the planned pace. (Continued on page 2)

- DURRËS - Further [?] ranking from some industrial enterprises shows that there has been a significant improvement in plan fulfillment. The fishing enterprise, the mechanical plant and several other workshops have reported task overruns. In some cases delays were recorded due to shortages of raw materials and spare parts. - KORÇË - In the processing units in this district, good results have been recorded in the production of processed hazelnuts and other food products. According to specialists, work has proceeded according to schedule and market demands are being met better. At the same time, efforts are being made to avoid losses and improve production quality. In a city enterprise the absence of some materials and work tools has been established. Preliminary investigations have revealed negligence in safeguarding and weak administrative responsibility. Workers are calling for stricter measures and stronger control. (According to ATSH)

In the agricultural cooperatives and farms in the area, work is continuing to repair the sickle machines and put them in readiness for the upcoming campaign. Specialists stress the need for timely maintenance and careful use of the machinery. To ensure good production, measures have been taken to provide spare parts and fuel.

ZAJË? [?] At the center of the agricultural cooperative, measures have been taken to better organize the work and increase production. Concrete tasks have been assigned to the brigades and the progress of the planting is being closely monitored. According to the leaders, the first results are encouraging and yields are expected to be higher than last year. (ATSH)

At the invitation of the Pan-Cretan Association of National Resistance of Crete and the Regional Committee of Veterans of Rethymno, a delegation of the National Committee of Veterans of the Albanian People’s War, led by Hysni Milloshi, went to Greece. The delegation will take part in the commemoration of the battle against fascism and in other commemorative activities. (ATSH)

The Chairman of the Presidium of the People's Assembly of the People's Socialist Republic of Albania, comrade Ramiz Alia, sent a congratulatory telegram to Mr. Robert Gabriel Mugabe, President of the Republic of Zimbabwe, on the occasion of the 10th anniversary of the proclamation of independence. The telegram expresses the conviction that the relations of friendship and cooperation between our peoples will develop further for the benefit of both countries. (ATSH)

With accelerated pace, new educational facilities are being completed in several districts of the country. The focus of the work is on secondary and eight-year schools, as well as boarding facilities for students. According to data from the construction sites, some of the facilities will be put into use before the start of the new school year. (ATSH)
