After more than three months: What have we achieved? 70 enterprises meet their targets —DURRËS— The achievements of the working class of the Durrës district during this period have generally been good. The overall industrial plan was exceeded by 6.8 million lekë in production. Other indicators were also exceeded, such as construction and assembly of major projects, goods turnover, road-vehicle transport in ton/km and tonnes, domestic maritime transport, etc. During this period, the workers of this district also did careful and responsible work on exports. By making better use of reserves, the chemical enterprise, the carpet factory in Kavajë, the wine factory, etc., fulfilled their export targets, providing over 6 million lekë more in products than required by the target. Seventy enterprises in the district have fulfilled the plan for the period. Only 9 did not meet it. The fishing enterprise stands out in particular, which appears to have reached 122.9 per cent, for the first time not only for— (Continued on page 2)

—KORÇË— The Korçë district was awarded a flag by the central socialist competition commission for good achievements in fulfilling the overall industrial plan, as well as the plan for delivering milk and eggs. These results relate to the first quarter. And now, moving forward. What matters is knowing how to maintain and continually increase the overfulfilment. Thousands of workers’ collectives in the district are setting a good example through their work during the April days. By the end of the period, the workers of the garment-production enterprise had fulfilled more than 100 per cent of their target. With the pace of work these days, they say here that they will keep the flag deservedly awarded to them by the central commission until the end of the year. Day by day, the workers’ collectives of the various-products enterprise, the geological enterprise, the metal-products enterprise, the trade sector—where the collective of the NTU leads—construction, municipal services, etc., are also progressing in April in meeting their targets, just as they did during the first quarter. Figures for these days, from 1–15 April, also show that targets have been exceeded in production … of eggs. These [unclear] the first quarter. What next? What is important is knowing how to preserve and increase the overfulfilments more and more. A good example of work during the April days is being set by many worker collectives in the district. At the end of the quarterly period, the workers of the garment production enterprise achieved an overfulfilment of 7 million lekë. They fulfilled the export plan by 148.2 percent. It is all the result of good organization and management, and disciplined work. But what is important is that these substantial overfulfilments are being maintained. The tasks of this [unclear] from April 1–15 also show that production targets and milk deliveries have been exceeded. During these days, on average across the district, more than the daily target—over 4 quintals of milk—are delivered each day. The egg-delivery plan has also been exceeded. KOSTAQ DUKA

Recently, in our oilfields, particularly in wells with viscous oil, extraction using screw pumps has been used successfully. These have several advantages over the previous piston pumps for extracting viscous oil and emulsions. However, shortcomings have also been observed, such as the long time needed to inspect them in the event of a fault (32–40 hours) and pipes falling during operation. This downtime became a concern for the workers and specialists of the Sheqishtë oil-extraction enterprise, because each time it occurred they lost dozens of tonnes of oil per month. To avoid these stoppages, it was necessary first of all to make design changes to the manual lowering and raising of the pump, rather than having it in two parts, as recommended in the handbooks (manuals). Projects were therefore drawn up, and the preparation of parts and connecting joints began in the enterprise’s workshop. The pump was reconstructed; after being tested, it was found suitable for being put into operation. The results are very good. Today, two wells are operating under normal conditions, which holds promise for their further expansion. The structural improvement of the screw pump is the fruit of the work of the talented innovator Iljaz Bega, who has continuously contributed to the manufacture of numerous deep-well pump components.

At the beginning of March, the wood-processing enterprise in Burrel, in the Llapush sector, organized a brigade to make use of forest waste. The brigade led by Sherif Murati has produced from this waste 1,000 bee hives for the needs of the NTSH, 200 cubic meters of timber for carts, 400 m3 of firewood and three other small items. The cableway at the Theklerës forest economy was also completed at this enterprise. It is 1.2 km long, was assembled on an agreed-work basis in 6 days, and greatly reduces the transport of timber in a steep area. FISNIK MJEDA

- FIER - Alongside the new urea plant, whose inauguration is drawing near, builders and assemblers from the industrial construction enterprise in the Fier district have intensified work on erecting another production facility: a factory for processing sunflower, soybean and cotton seeds. Working to a tight schedule, the collective at this construction site managed to exceed the plan targets for the period January 1–April 15 by 22 percent. The adoption of new forms of organization and the creative, innovative thinking of workers and cadres have made it possible to save materials and speed up the construction schedules for the buildings. In this way, the silos’ concrete construction was changed from monolithic to prefabricated, making it possible to save some scarce materials, such as timber, iron, nails, etc., and shortening the construction period for the building by 4 months. The application of piecework arrangements in tackling several key objectives has also provided impetus. Completion of the work on (Continued on page 2)

In the Shkodër district, annual investments are made to create the best possible conditions for the education and upbringing of the younger generation. In the villages alone, during the school year, work was carried out on 14 buildings, and the new premises of 4 secondary schools were handed over several months ago, in the new villages of Hajmel, Pog and Rec, while in the center the dormitory and other facilities near the «Luigj Gurakuqi» Higher Pedagogical Institute were also completed. Work is now continuing on the construction of several new premises, including a lower-cycle school in the village of Gjorëm in the Grizhë cooperative, an eight-year school in the village of Sërmë in the Dukagjin area, and teaching facilities near the teaching kindergarten in the city of Shkodër, etc.; these will be completed on the eve of the new school year. Good progress is being made on completing the kindergarten for preschool children in Toplanë, Dukagjin, and work has just begun on building a similar kindergarten in Barbulush. (According to ATSH)

ON THE MEETING OF THE 10TH PLENUM OF THE CENTRAL COMMITTEE OF THE ALBANIAN PARTY OF LABOUR On 16 and 17 April 1990, under the chairmanship of Comrade Ramiz Alia, First Secretary of the Central Committee of the Albanian Party of Labour, the 10th Plenum of the Central Committee of the Albanian Party of Labour met. The proceedings of this Plenum were devoted to the further democratization of the country’s economic and social life. It discussed at length the conclusions of the report presented by Comrade Adil Çarçani, member of the Political Bureau of the Central Committee and Chairman of the Council of Ministers, on improving the economic mechanism. At the end of its proceedings, the Central Committee of the Party approved the proposed concrete measures for expanding the concept of enterprise management on a self-accounting basis, up to self-financing the needs of expanded reproduction; for increasing the individual and collective responsibility of employees for production and financial activity by applying the criterion of their participation in the use of net income; for strengthening the active role of prices, credit and the market in economic life; and for increasing the authority of grassroots bodies in drawing up and implementing development plans and policies. The Plenum concluded that all these measures are aimed at increasing the efficiency with which economic resources and the workforce are used, adapting control over the measure of work and consumption to the times, and opening up new prospects for improving employees’ well-being. The Plenum also examined and approved measures to improve the legislation of the People’s Socialist Republic of Albania, on the basis of the reports delivered by Comrade Manush Myftiu, member of the Political Bureau and Deputy Chairman of the Council of Ministers. The Plenum gave the necessary guidance for further deepening this work. A report was also presented to the Plenum by Comrade Hekuran Isai, member of the Political Bureau and Secretary of the Party’s Central Committee, on the overall implementation of the directives of the 9th Labour and on current economic developments. The 10th Plenum decided that improvements in the field of legislation, as well as changes arising from the refinement of the economic mechanism, be submitted by the Council of Ministers for consideration at the nearest session of the People’s Assembly. The proceedings of the 10th Plenum concluded with a speech by Comrade Ramiz Alia, who emphasized the particular importance of the Party’s directives for deepening socialist democracy and further improving relations in production. The period from March to April has been declared a campaign period in the economic enterprises and institutions of the Tirana district to further improve employees’ working and living conditions. In District No. 4, good work has been done by the committee and the BP organizations at the SMT, where a campaign completed the construction of a vehicle-repair point in the Pinet brigade, and two cranes were installed to make the mechanics’ work easier in the Bërzhitë and Baldushk brigades, etc. Campaigns have also been carried out to create more cultured surroundings at the enterprise’s main site and at the repair points. The BP organizations at the poultry-rearing enterprise in Laprakë, where the egg-production target has been exceeded, have encouraged the acceleration of work on the construction of a new workshop and laboratory. Within a few days, 250 olive, grapevine and other fruit-tree saplings were also planted on the enterprise’s grounds. The agreement between the professional committee and the administration at the woodworking enterprise has been put into concrete effect: the deadlines for building two workers’ rooms and a canteen in the Kollo[gj]esh sector, etc., were brought forward by 15 days. The provisions of the agreement on repairing the centres of six brigades and building the battery unit have been implemented at the NB “17 Nëntori”, while at the water and systems directorate two new brigade centres are being established. At the Veterinary Research Institute, too, a doctor’s room was set up, the elevator was repaired, the internal roads were paved, and the surrounding area was cleaned. Meanwhile, campaigns continue in this district to build residential apartments for employees, at the NB “Gjergji Dimitrov”, at the rural repair-services enterprise, etc., with the aim of completing them one month ahead of schedule.
