Economic management, not merely administrative

The whole country is living and working with enthusiasm to carry out the tasks set by the 9th Plenum of the Party Central Committee. The working days have become more intense and more productive, while concern and outrage over shortcomings and flaws that hinder progress have continued to grow. This is not only a necessity of our time, but also a characteristic of the democratization of the country's life, which is taking root and is becoming more tangible day by day for everyone. This is a natural development for a society moving along the road of socialism, but it must be understood and assessed correctly. Socialist democracy is never unlimited; it never means anarchy. On the contrary, it is closely linked with discipline, with strict respect for laws and norms, with the unwavering implementation of decisions taken. If order and discipline are violated, if the state is weakened, if the idea spreads that everything can be resolved with words and spontaneous reactions, then not only is progress not helped, but harmful consequences are created for society as a whole. In today's conditions, the economy is the field where greater maturity, more realism and more responsibility are required. The management of the economy cannot be merely administrative. It must be based on accurate analysis, on knowledge of economic laws, on the use of financial and material instruments, on the proper calculation of the interests of enterprises and collectives, on encouraging initiative and personal responsibility. It is not enough to issue orders and circulars. It is not enough to repeat slogans. Every link in management must know how to foresee, organize, control and answer for the results. We do not understand the democratization of our life as weakening the leading role of the Party, but as strengthening it through conviction, argument, responsibility and closer ties with the masses. In the economy this means overcoming once and for all routine attitudes, bureaucratic rigidity, office-based command, hiding behind polished statistics and the lack of accountability. It means that every decision must be measured by its concrete effect on production, quality, saving, exports and the growth of the people's well-being. Today, more than ever, it is necessary to establish a proper balance between rights and duties, between individual and social interests, between initiative and control. Every work collective must feel itself not only an implementer of plans, but also co-responsible for drawing them up, for fulfilling contracts, for safeguarding socialist property, for fighting waste and abuse. Only in this way does economic management become truly effective, because it rests on people's direct interest in the work and the result. If we want to move forward, it is not enough to change a few outward forms of administration. Mindset must change. It must be understood that the economy does not move by wishes, but by laws; not by improvisation, but by organization; not by declarations, but by results. Only then will economic management truly be management, and not merely administration.

VIKT DATI The workers of the Lezhë wood-processing enterprise closely follow every development in the country's economic activity and are increasing their efforts to improve indicators. Speaking about these issues, the enterprise's chief economist, comrade V. Dati, made the following comments for our chronicle: In our enterprise, production costs occupy an important place in calculating the result. Over recent years, work has been done to better control costs, to use raw materials sparingly, and to increase labor productivity. Nevertheless, there is still much to be done. There are cases where planning is not closely linked to the concrete conditions of production, and then shortcomings arise that weigh on the final indicators. The accord, on the other hand, requires fairness and accuracy. It should not be understood only as a way of remuneration, but as an incentive for better results. When norms are not well studied or when the links between quality and pay are not respected, dissatisfaction arises and interest in work weakens. That is why it is essential for specialists, economists and production managers to work together to find the fairest solutions. We believe that the loss-profit account should be seen not as a formal exercise at the end of the month, but as a daily indicator that helps management. If every department and every brigade clearly feels responsibility for expenditures and income, then work also goes better. This requires more complete information, more frequent control and more open discussion with the people in production.

The youth and the work of Elbasan

In order to accompany the further democratization of life in the various fields of social activity with demands and decisions, and to make the talks and meetings with young people about some of the recent decisions as fruitful and concrete as possible, during the days of April, the Youth Committee of the Elbasan district organized a series of meetings and discussions with young people from factories, schools and the countryside. From one meeting to the next, the desire and dedication of the young people to speak openly their mind were evident. They talked about the problems they encounter at work and in life, about the ways negative manifestations should be fought, about the need to raise cultural and professional standards, and about organizing leisure time better. Particular emphasis was placed on the importance of the personal example of cadres and of patiently listening to the voice of youth. At these meetings, concrete concerns were also raised about working conditions, teaching materials, the activation of organizations, and the responsibilities of the leaders in resolving legitimate requests. The discussions were carried out in a candid and constructive spirit and showed that youth welcomes openness, but at the same time demands seriousness and continuity in action.
