Comrade Ramiz Alia continues to receive many letters and telegrams from various collectives from all parts of the country. Through them, our people express their unanimous approval, in heartfelt words, of the very important tasks set by the 10th Plenum of the Central Committee of the Party, and pledge to implement all the objectives they have set themselves with greater effort and a high sense of responsibility. Here in the village of «Ylli i Kuq» of the Tala agricultural cooperative in the district of Lezhë, we have gathered many times in the Front organization to celebrate the benefits the Party has brought to the people, write, among other things, the members of this cooperative. But rarely has participation been as broad as this time. Both the elderly and the boys and girls came to the assembly. Our joy is special, because with the decisions it made at its 10th Plenum to improve the people’s provisioning, the Party truly fulfilled a wish shared by all cooperative farmers, once again proving that the Party listens to and acts on the people’s voice. Veteran Nikoll Mirditta put it well: We are bound to the Party like flesh to bone, but this Plenum and your words, Comrade Ramiz, bring us even closer to socialism, make us feel prouder of our beloved Party and more determined to advance the well-being of our homeland. The small household livestock herds and orchards were and remain a good thing for supplying the people with agricultural and livestock products. To be honest, we have seen the benefit ourselves, because both the number of livestock and production have increased. Communist Nikoll Frani expressed this well when he said in his remarks that the household herds and orchards will never draw us away from our work in the cooperative, even during the season. We will take greater care of socialist property and increase our care for the herd, for its upkeep, and for expanding production in the cooperative. Having livestock in our own yards will also allow us to sell livestock products, in accordance with the rules, but the main point is, as the young Shqipe Marinaj said, when the village has enough, so does the city. Word by word, we put these thoughts on paper. They are heartfelt words from the veterans, the communists, the young men and women, from all the people of our village; they are a profound expression of gratitude to the Party and to you, Comrade Ramiz, who think of the people above all else. The tasks you set out in your speech at the 10th Plenum of the Party Central Committee, with which we fully agreed, write the workers, communists, cadres and specialists of the «Enver Hoxha» Maritime Port in Durrës, further enrich the experience gained by the Party in successfully overcoming the problems posed by socialist construction under present conditions. Your words, full of confidence and optimism about the present and the bright future of our beloved socialist Homeland, have inspired throughout the peo- Putting your highly valued guidance into practice, we have planned and begun implementing the use of income from ship repairs, thereby covering reproduction costs and securing a surplus of income for society and for ourselves. The advantages of organizing work on a self-accounting basis, as a progressive process that allows management and organization of work to shift from an administrative to an economic basis, have aroused the interest of all workers, who have become more concerned with the financial and economic results of their unit, sector and enterprise. Therefore, seeing this as the most effective way to collect foreign currency, increase productivity and strengthen discipline, we have so far established 3 self-accounting sectors, thus implementing the tasks of the 9th Plenum of the Party Central Committee and your guidance, Comrade Ramiz, at this Plenum. Repairing 126 ships ahead of schedule and collecting 638 thousand lek during the first three-month period of this year have strengthened all the workers’ confidence in the great economic benefits opened up by implementing the decisions of the 9th Plenum of the Party Central Committee, put into practice here through piecework contracts and payments based on progressive rates. Your very warm words and your continuing concern for supplying the people with ever more and better livestock products made us happy and at the same time inspire us to find new strength to work and keep watch, and to make our port a showcase of the socialist system on the shores of the Adriatic. Inspired by the historic importance- The small livestock flocks and plots have been, agricultural and livestock products. The people of Tirana have kept this truth in mind; that is why, lately, alongside work, entertainment and spiritual relaxation for the capital’s working people have also been increasing. Now May 1, the beautiful holiday of the working class, the holiday of the working masses, the Festival of Labor, is approaching. For days we have been hearing here that this year May 1 will be celebrated differently, more enjoyably. People say it will be celebrated as a great popular picnic. Precisely because of this legitimate interest, we went to speak with the District Party Committee. The secretary of this committee, Comrade Piro Lako, told us: —That is right; it can also be celebrated as we usually do, but this year May 1 in Tirana will be organized as a cultured popular celebration, in the form of a mass picnic in 3 «zones»: in the National Park near the Artificial Lake, in the Dajti National Park, and at the historic-tourist site of Peza. —How did this idea come about, Comrade Piro? —It came from our recent contacts with the people, who suggested it to us. They wanted to celebrate May 1 this way. Many workers, young men and women, scientists and office employees told us so. They explained that our people have traditionally held many of their celebrations outdoors, in beautiful places, and have enjoyed them. There was also a second reason: particularly on Sundays in recent years, we noticed that thousands of Tirana residents went to the Lake and to the Park, which has been renewed and beautified, and spent a lovely day there. Several activities have been organized there, such as a joyful Sunday, a point-something, a «marathon» of light music, one of popular song, accompanied by sporting activities, etc. So a considerable body of experience has been built up. Then, for these two reasons, various people expressed the wish for this year’s May 1 to have this character. —Well then, can you tell us something more about this organization? —Being close to the city, the Artificial Lake Park will be the main center, attracting the largest number of workers. It has been divided into 3 zones, according to Tirana’s districts. The arrangement will be informal, for families or groups of friends. The two other locations, Dajti and Peza, have been set aside for Tirana’s youth (though this does not exclude enthusiasts of the tourist sites). In all three zones of the Park by the artificial lake, three cultural centers will operate: the summer theater, together with the facilities around it, for Region No. 2, while new stages will be set up for Regions No. 1 and No. 3. Artistic performances by the finest professional and amateur troupes, designed for relaxation and entertainment, will be presented on these stages. Other cultural and sporting activities will take place around them. A wide range of commercial services has been organized in each zone. There will be around 50 sales outlets (Continued on page 2)

The National Library in the capital, which preserves more than 850 thousand volumes, has a collection of Albanology, a rare-books collection and several incunabula, works from the 16th century, etc. The staff of this institution carry out scholarly work to promote and make use of these collections. In connection with this work, several activities were organized yesterday. An exhibition of books from the rare-books collection opened in one of the halls of the Palace of Culture, attended by employees of the country’s research, scientific and cultural institutions, the Academy of Sciences, the library of the «Enver Hoxha» University of Tirana, district libraries, etc. Participants visited the exhibition, where special display cases held rare publications dating from the 15th century; works by our early authors such as «Meshari» by Gjon Buzuku, «Çeta e profetëve» by Pjetër Bogdani, «Doktrina e krishtërë» by Pjetër Budi, «E mbesuem e me e krishtere» by Lekë Matrënga, the «Latin-Albanian Dictionary» by Frang Bardhi, «The History of the Life and Deeds of Skanderbeg» by Marin Barleti, etc.; works by foreign authors devoted to Skanderbeg and covering aspects of Albania’s political, economic and social life; publications from the Voskopoja printing press; 18th-century manuscripts, etc. A scientific session was then held on the theme «The Values of the National Library’s Library». In her opening remarks, the director of the National Library, Valdete Sala, emphasized, among other things, that organizing these activities serves to raise the level of information available to researchers, including through the scholarly work carried out by this institution’s staff. On the occasion of the Spring activities, an exhibition of young painters was opened in the morning in one of the halls of the National Gallery of Figurative Arts in Tirana, organized by the Central Committee of the BRPSH and the Ministry of Education. The young painters from the Enver pioneer houses in the districts of Tirana, Gjirokastër, Durrës, Pogradec, Berat, Sarandë, Pukë, Lezhë, Lushnjë, etc., presented 170 works in this exhibition, created in watercolor, tempera, pastel and pencil. In these beautiful and sincere compositions, the rich inner world of our children stands out. The subjects are drawn from our beautiful nature and from happy life in the socialist Homeland. The exhibition testifies to the inclinations of the young painters, as well as to the work being done in our schools and in the districts’ Enver pioneer houses to encourage new talent in painting. Yesterday, the delegation of the National Committee of Veterans of the Albanian People’s War returned to the Homeland from Greece. It was headed by Xhorxhi Robo, a member of the Presidium of this Committee, and took part in the proceedings of the 4th Constitutional Congress of the Panhellenic Union of National Resistance Fighters, held in Athens on April 20–21, 1990, and made a friendly visit. - SKRAPAR - Which collectives have taken the lead in this district now, on the eve of the May 1 holiday? Flamur Hysi, director of the NGP in Çorovodë, says: «The 10th Plenum and the programmatic speech by our beloved leader, Comrade Ramiz Alia, are serving to further raise the pace of work by every member of our collective. For the period from January to April 20, the industrial plan was exceeded by 1 million lekë. Sectors such as arts and crafts, canned goods, beverages, procurement, etc., stepped up their pace. In the dairy sector, for example, where Jakup Dalipi is the director, milk collection exceeded the target by 1,000 quintals. During this period, more than two hundred tens of quintals of livestock products were processed and supplied. All this has created the conditions for a satisfactory improvement in supplies to the market and the towns». Workers in the trade system, and particularly those at the trading enterprise for buying and selling, are also among the leading performers. In just the last two or three years, 18 new service facilities have been built. Shahin Banushi, director of this enterprise, tells us that for this period, the cash-payment target has been fulfilled at more than 103 percent. The fact that the target was also met in terms of structure speaks well of the results.

- MAT - A few days before the 10th Plenum of the Party’s Central Committee began its work, Maksim Cani, director of the freight vehicle park in Burrel, sent our editorial office some information. The first quarter’s targets had been met in all indicators. What was distinctive about this information was that all the tasks had been fulfilled despite serious supply shortages. Now, a few days after the 10th Plenum, we have received another report from the park: «Transport of chromium ore for export has advanced more than any other indicator at this park: 5,660 tonnes of chromium. If another 540 tonnes had been transported, the figure would have shown that the plan for the four-month period had doubled. This overfulfilment was achieved through the use of many new forms of incentive, right down to the workshop, significantly raising vehicle readiness». Two days after the Plenum, in one of the most difficult sectors of the Batë mine, at Lugu i Gjatë, 600 tonnes of ore were transported in a single day. This amount is equal to one quarter of the monthly quota. The report goes on to list other achievements. Why did this collective’s results change so quickly? It is precisely that method of work which is changing the indicators as well: understanding the 10th Plenum through action, by putting its demands into practice, and the way the Plenum’s ideas are being «unpacked» into advanced indicators in other collectives too. The procurement enterprise has already fulfilled 5–6 indicators for the four-month period. At the chromium sorting complex in Klos, the four-month targets were met two days ago. To the first quarter’s overfulfilment of 2,000 tonnes of ore was added a further overfulfilment over four days of 500 tonnes of high-quality chromium. FRANO CAKA

With the exception of the construction enterprise, the other 15 workers’ collectives have fulfilled their plan targets. In the district’s industrial production sector, the four-month targets were met as early as April 15. So far, 1.6 million lekë more than the target have been delivered. Who is in the lead? The procurement and processing enterprise and the timber-processing enterprise, which fulfilled their four-month targets on April 10. Meanwhile, Ferti Karaj, head of the planning section at the «Electrical Combine» of the District Executive Committee, says that export targets have been met at 105 percent and transport volume at 130 percent. The volume of mechanized work, municipal services, handling of goods, etc., has also exceeded targets. Similar overfulfilment has been achieved in agriculture as well. Milk production and delivery targets for the four-month period were met ahead of schedule.
