Doing a job you have mastered over dozens of years is easier than mastering a new way of directing.” So this is not a matter of partial improvements, but of radical improvements in the method of leadership. The method of effective economic management now comes to the fore, and it will replace administrative direction based solely on orders. In this sphere, the Party’s leading organizations and bodies, and their staffs, will have to take a stand and tell the duplicating practices of economic and state bodies: “Stop!” In this context, as the Party instructs us, “let us begin with ourselves.” What does this mean? It means that the Party demands that, beginning with the apparatus of the Party Central Committee, as well as those of the district Party committees, ministries, institutions, etc., attention be paid to how the working method is being renewed. Facts from the few days since the Plenum show that this is happening. Can the Party’s work be carried out at this level? It is entirely possible, provided we give up some practices that have made it schematic and dried it up in many respects. Thus, Party committees have not infrequently replaced state or economic bodies in their working methods. It is true that duplication in leadership has been criticized for a long time, and it has been insisted that each find its proper place. But, to tell the truth, this has been difficult to put into practice because the Party and state structures have been almost identical. For example, the economic sector in a district Party committee, or the education sector, has not infrequently either imitated corresponding sections in the executive committee, such as those for planning, agriculture, or education and culture, or displaced them, leaving them to deal simply with records. Not to mention that these sectors themselves have also often become mere record-keepers. The 10th Plenum demands that these routine working practices be prevented at all costs. Economic enterprises are now moving to management on their own account. They are, so to speak, becoming more their own masters. Therefore, workers and managers themselves will be more interested than ever in self-monitoring, in organizing and directing work, in production costs, in increasing labor productivity, and in discipline. Many supervisory links in ministries and executive committees that until now have inspected enterprises will, naturally, find their work made redundant, because authority is being devolved to the enterprises. So what should be done? Staff reductions are becoming necessary. But they must be carried out thoughtfully, not mechanically. Why do we say this? Because the Party has raised the issue and worked to streamline the administration before. But it must be said that in the practical implementation of this Party directive, both euphoria and bureaucratic resistance have been observed: some officials reduce the staffing by five or three positions and then add ten more cadres a year later. This must not happen. Reductions must be based on arguments, and when the arguments are sound, staff members too will willingly move closer to production. Reducing staff in administrative apparatuses is one side of solving the problem. The other side concerns those jobs that people have “gotten the hang of,” and others, that must be “divorced” from. In particular, elected members of Party or state forums must make it a matter of ensuring that their voice is heard and carries weight every day, without fail. They can and must set the tone, as befits Party leadership work, at their workplace and outside it, in their district or beyond it, when a forum assigns them specific tasks—and all the more so when they take on tasks themselves and carry them out together with Communists and the masses. As is known, a new shoot has difficulty breaking through. It depends on how ready we are to help the new phenomenon emerge, how much we support it from its very beginnings, and how much we ourselves contribute. What we see in daily work does not spur things forward or offer solutions to the problems brought forth by the times. The Party and the people are interested in solving problems and overcoming difficulties, not in sectarian labels and politicized phrases used indiscriminately. Such talk may be comfortable for an official in a “suit” practicing phrase-mongering, but it does nothing for people’s well-being or the country’s progress. Renewing the Party’s leadership working method is a vital need for it. This cannot be achieved in one or two months, but neither do we need to wait years to accomplish it. Whatever can be corrected in the working method today must be corrected today. As we prepare public opinion during this period, let debate flourish in the basic organizations, in plenums, and in bureaus, so that we can put things right while taking all factors into account: tradition, culture, and material conditions. The main thing is for the people to see with their own eyes how the Party concretely combats bureaucratic practices and renews itself and its working method. ...a mastery of phrases, but a truth that has its source in dialogue, in the free debate that has begun to develop better than yesterday among the collective—in open meetings of the organization, before the television camera, in the pages of the press, and throughout our public opinion. There are therefore two paths: whoever tries to dictate the debate with a “recipe from above” will either have to step aside, so to speak, “disarmed,” or will learn, as Comrade Ramiz advises, to give up something outdated and do something else, something more qualified. Doing something more qualified in order to draw on the full range of intellectual ability also means freeing oneself, as a Party worker, from the complex of labeling this or that intellectual who expresses an opinion—even one contrary to that of a leader or a state or Party forum, in a district or ministry—when in practice that opinion does not advance the work for people’s well-being or the country’s progress.
