Let us renew the methods of work
Many ideas and many proposals have entered into the discussions on the democratization of the country’s life. There is still much work to be done. What has been done so far is valuable and must be carried forward. As noted at the 9th Plenum of the Central Committee, for our socialist democracy, for its very deepening, decisions, orders or instructions alone are not enough; in practice, forms and methods of work must be resolved, so that the obstacles of bureaucracy and formalism are removed. In this sense, free speech, creative thought, and courageous criticism are of special importance.
In many institutions and organizations old forms of work still appear, forms that do not meet the requirements of the time. There are cases where discussions are held merely so that it can be said they took place, while proposals are not followed up, not analyzed, and not turned into concrete measures. This is a loss for the collective and for management itself.
The democratization of life is not just a beautiful phrase, but a process that requires conviction, political culture, and responsibility. It requires cadres to listen more, to account more often, to consult the masses, and not to hide behind formal powers. Only in this way does trust grow and participation strengthen.
In daily work it is necessary to bring more order, more accuracy, and more control over implementation. Meetings, the way information is communicated, relations with the citizen, with the peasant, with the worker and with youth must be renewed. Every manifestation of indifference, arbitrariness and arrogance must be firmly fought against.
Our Party has demanded and continues to demand that each person contribute to improving governance and leadership. This means moving forward with courage, sincerity and realism. This means renewing the methods of work.

When Dergë Koça[?]-fokti of the highlands, the winter was very hard. But the work did not stop. At the site, people worked with determination, overcoming the difficulties of the weather, the terrain and supplies. Now the project is nearing completion.
Various brigades, specialists and dedicated workers took part in this work. They worked day and night to fulfill the plan. Despite shortages, they did not back down. Everyone knew the importance of this work for the area and for the economy.
The residents of Qafë-Mali await its completion with joy. It will make transport easier, improve connections and help the further development of the region. Their example shows that with will and organization, obstacles can be overcome.

The city with colors is being titled
This city continues to expand and take on a new appearance. In the center, new buildings are rising, while in the old neighborhoods reconstruction is under way. Roads are being improved, squares are receiving more careful treatment, and urban life is becoming more dynamic.
The people of this city have kept their connection with tradition, but at the same time they are moving toward the new. In enterprises and institutions, work is being carried out responsibly. Notable progress has also been made in the fields of culture and education.
These changes are also reflected in everyday life. The market is livelier, services are more numerous, and movement is denser. The city is acquiring a more complete physiognomy.

These meetings are serving as a living school of socialist democracy. Citizens take part actively, express their opinions and propose solutions to various problems of everyday life.
In many areas issues have been raised concerning supply, transport, municipal services, education and health care. The deputies have listened carefully and have undertaken to follow them up with persistence.
It is important that these proposals do not remain only on paper, but are turned into concrete measures. This is precisely where the value of these meetings lies: in direct contact with the masses and in the responsibility to act.
