Letters and telegrams continue to arrive for Comrade Ramiz Alia from leading bodies of Party organs, various collectives, Communists and workers, who express their confidence that by working with determination to carry out the tasks set by the 10th Plenum of the Party’s CC, they will revolutionize and democratize work and increase the efficiency of the economy and the people’s well-being. For the entire population and all the Communists of Tropojë, the 10th Plenum of the Party’s CC and your words at the Plenum, Comrade Ramiz, represent a pledge, says the letter from the Plenum of the Party Committee of this district. Comrade, they are also a great new joy, and call for unparalleled dedication and immediate mobilization to carry out the tasks on every front. Of the district’s 22 enterprises and economic sectors, 20 have fulfilled or exceeded their targets for the period. At the forefront are the geologists, machine operators, builders and service workers, etc. With a high-action spirit, all the collectives are working to build 198 apartments this year through voluntary contributions. All enterprises in the trade system, as well as many other economic sectors in the industrial production system, have switched to the khozraschyot system. At all workplaces and production centres, the workers, specialists and cadres have welcomed and fully endorsed the Party programme for improving the economic mechanism and increasing production efficiency, considering it entirely timely and necessary to run enterprises and economic sectors on a self-accounting basis. To shift the centre of gravity of our work to where our people are, where production takes place and results are achieved. So far, 96 positions have been eliminated from the staffing roster and 167 salaried and fixed-day positions have been cut. As a concrete response and self-criticism regarding the criticism made at the 10th Plenum of the Party’s CC about the Party and state authorities in our district, the district Party Plenum assessed and approved the proposal to cut the Party apparatus by about 42 percent, with the aim of making all its work and activity more agile and progressive. The state and economic authorities are also working responsibly in this direction. Once again, we wish to assure you, Comrade Ramiz, that the working masses of Tropojë district, with the Communists at the forefront, will step up their mobilization at work, further strengthen revolutionary vigilance and deepen our unity with the Party, successfully implementing the tasks of the 10th Plenum of the Central Committee of the Party of Labour of Albania. The letter from Party activists in the city of Delvinë says, among other things: We are filled with great love and enthusiasm, dear Comrade Ramiz. The new agricultural and commercial enterprise, the carpet and sisal-rope production lines established on this basis, and the improvement of the city centre with new apartment blocks and beautiful gardens all speak to the great truth that this Party has emerged and thinks of the people. In conclusion, they write: Therefore, always pure, strong and unwavering, we will preserve our faith in the Party, our love for the Homeland, freedom and socialism. Day and night we will be on our feet, ready to make our maximum contribution. The decisions of the recent Plenums of the Party’s CC, write the workers of the «Zef Kolombo» arts and crafts enterprise in Shkodër, have opened new horizons in our work and spurred and mobilized us to work with pencil in hand and creative thinking, to advance production, increase revenues for our economy and improve the well-being of the workers. Our collective works mainly for export. We have contracts with 12 countries and more than 35 different trading firms. Your words at the 10th Plenum of the Party’s CC have made it clearer to us that we must feel greater responsibility for the fate of our products and find new ways and opportunities to get them into as many markets as possible, bringing greater profits to the national economy and the enterprise. Already this year we have felt the effectiveness of the new forms of service recommended by the 9th Plenum of the Party’s CC. In the first quarter alone, workers engaged in export production, as a result of exceeding their targets and the high quality of their products, have managed to secure up to a wage for improving the people’s supply of agricultural and livestock products. This joy belongs not only to the 5,400 cooperative families who benefit from the new measures adopted by the Party, but also to all rural and urban workers. In this great movement launched by the Party to further revolutionize and democratize every aspect of the country’s life, the Party organizations in our district are doing more organized work in the fight against bureaucratic practices, eliminating unnecessary links and bloated staffing lists, with the aim of further revolutionizing the life of offices and administrations by replacing them... Management with an economist’s pencil — MIRDITË — As for the indicators, we single out geology, the Gurth mine, the copper plant, the NPD, the NGP, etc. Let us give some details. They have exceeded all plan indicators, both in the volume of work and in the exploration of copper reserves, etc. Thus they are approaching the working class holiday nearly two weeks ahead of the others, with around 2,000 linear metres of drilling beyond the target for the period. At the forefront are the drillers of Gurth and Perlat, led by Ndrek Ndoi and Frrok Doda, as well as many crews who are already working toward the targets for the final days of May. The Gurth mine, managed by Mark Nikolli and Mark Zefi, has produced more than 2,000 tonnes of copper ore above plan. It has increased efficiency through the high quality of the ore, etc. This deposit has also helped the Reps copper enrichment plant keep operating with ever-greater overfulfilment this year. In conversation with the director of the NGP, Mark Riça, we learn that economic thinking at this enterprise, especially after the 9th Plenum, led to practical ways of monitoring indicators such as profit and loss on a daily basis in production. The responsibility of cadres and specialists has also increased, as has their creative thinking in setting up interdepartmental documentation, which had previously been lacking. Industrial production exceeded its target; exports for four months equal those for six months of last year. For the first time, products other than medicinal plants began to be exported. As always, the sawmill workers of the NPD have distinguished themselves through their persistent work during this four-month period. In Tepelenë, the SMT is called «1 Maji», and whenever this date approaches, it is felt here and there are often festivities. But how is it welcoming the holiday this year? With achievements in all indicators. Suffice it to say that the main indicator, the volume of mechanized work over four months, has reached 105 percent. And how are the others welcoming the holiday? At the forefront of their tasks are still the miners of Memaliaj. With 5,000 tonnes of coal above plan, they begin work on the month’s targets three days ahead of the calendar. The other enterprises tasked with industrial production have also exceeded their targets, delivering 2 million lekë above plan. The workers producing for export are also approaching the holiday with their heads held high. The export target has been fulfilled to 125 percent just by the collection and processing enterprise, the food enterprise and the beverage enterprise, which have delivered 100,000 lekë above the target for the period. The workers of the depot, the trade system, the municipal services, etc., are also completing the four-month period with good achievements and overfulfilment. SEJEMEN GJOKOLI

What is distinctive about these days for the working class of the district is the optimism aroused by the 10th Plenum of the Party’s CC and the words of Comrade Ramiz Alia. This is clearly reflected in the mobilization to carry out the tasks and approach the working-class holiday with new achievements. Total industrial production for the four-month period was completed eight days ahead of schedule, and the aim is to produce 4 million lekë more than planned by the end of the month. The enterprise’s net income, exports, the volume of mechanized work, mining work, etc., have all exceeded their targets. As always, at the forefront are the chrome miners, who, working at a productivity rate 9 percent higher, have so far produced 3,500 tonnes of ore and completed 450 linear metres of mining works above plan. Thanks to this output and a 2 percent improvement in ore quality, exports exceeded their target by 2.2 million lekë. All sectors have surpassed their targets, especially those of Pojskë and Mënnik, which, by applying new forms of remuneration, have managed to complete some projects ahead of schedule. The iron-nickel miners have produced 1.5 million lekë more in industrial products, 1,000 tonnes of ore and 150 linear metres of works above the target for this period. In the Skroskë sector, the tasks are further advanced. There, work is being carried out toward the targets for the second ten-day period of May, and the aim is to produce 5,500 tonnes more iron-nickel than in the four-month period by the end of April. The geologists of the district’s newest enterprise, which has not yet been operating as a separate enterprise for four months, are also anticipating the economy’s needs for new deposits. Targets have been met in all indicators, and several deposits will soon be handed over for exploitation. The sawmill workers have also achieved good results, exceeding their targets in industrial production, timber production, mine props, sleepers and sawn timber. The sawmill workers at the Sopoti and Stebleva facilities have been working toward May’s targets for 20 days. ESAT QUÇLARI

Yesterday, on the eve of the May 1 holiday, the new flour mill was inaugurated at the Grain Collection and Processing Enterprise in Region No. 4 of the capital. It has a processing capacity of 120 tonnes of wheat and reaches its designed capacity of 90 tonnes of flour in 24 hours. Its construction involved 25,000 cubic metres of excavation, the installation of 486 tonnes of iron, the pouring of 9,000 cubic metres of concrete, thousands of square metres of plastering and flooring, roadworks and asphalting, as well as the installation of 280 tonnes of equipment and machinery, pipes and structures, cabins, pipelines and long-term installations, etc. The construction collective of the «21 Dhjetori» enterprise worked on this modern mill, along with the collectives of the assembly and industrial enterprises, the construction-materials production enterprises, the «Josif Pashko» combine, etc. The ribbon was cut by Comrade Pirro Kondi, First Secretary of the District Party Committee, who congratulated the workers and urged them to maintain and operate the new mill properly, produce flour with adequate reserves and high quality, and fulfil all economic and financial tasks, etc. A telegram was sent from the ceremony to the First Secretary of the Party’s Central Committee, Comrade Ramiz Alia. Yesterday, at meetings of the Assembly’s committees FROM THE PREPARATIONS FOR THE UPCOMING SESSION OF THE PEOPLE’S ASSEMBLY As part of the preparations for the upcoming session of the People’s Assembly, yesterday morning in Tirana the standing committees on construction–transport–PTT and education–culture met. The deputies of the standing committee on construction–transport–PTT, chaired by Zenel Hysa, discussing the Council of Ministers’ proposals for draft laws, stressed that such meetings are of particular importance. All the more so because they are being held in the spirit of the 10th Plenum of the Central Committee. The deputies’ responsibility to discuss is not only their own, but first and foremost that of the working masses they represent. Thus, the views put forward, the questions and the interventions made the deputies’ meeting thoroughly imbued with the spirit of healthy debate. They had familiarized themselves with the draft laws beforehand and studied them; they had even systematically gathered the issues raised by workers. The questions were direct and concerned matters related to work and the difficulties that might arise in the process of implementing the decisions of the 10th Plenum of the Party’s CC. The draft law on enterprises, for example, was discussed at greater length. There were also proposals for amendments or more precise wording, so as to avoid ambiguity in the interpretation of individual articles.
