A fine performance - VLORE - According to the figures, total industrial production for the January–April period was completed ahead of schedule, at 100.2 percent. Satisfactory achievements were also recorded in exports, which reached 101.1 percent; the best example is being set by the bitumen mine in Selenicë, the artisanal enterprise, the bag factory, the Narta agricultural cooperative, etc. At district level, the circulation of goods paid for in cash, repair services and made-to-order work for the people, the volume of transport, etc., have met their targets. Increased production efficiency, with emphasis placed on meeting the enterprise’s net income target, has contributed to the plan being fulfilled by many workplaces and production centers. More than 90 percent of the enterprises in the industrial system exceeded their targets for the four-month period. Notable achievements include those of the workforce at the oil-and-gas drill-pipe enterprise, which produced 1,700 meters above plan; the clothing enterprise, which exceeded its production target by 1 million lekë in value; the seaport, etc. Other workforces also welcomed the holiday ahead of time, including the bitumen mine in Selenicë, the «Kastriot Muço» mechanical plant, the artisanal enterprise, the collection-processing-and-distribution enterprise, the meat-and-dairy production enterprise, etc. Agricultural workers are also approaching the holiday with good news. Across the district, the collection fields were completed on time and to a high standard. It completed all its four-month targets by April 25. Until May 1, this workforce is working to deliver 400,000 lekë worth of production above plan. The northern mine of Bulqizë is leading the district’s mines with its overfulfillment. The sectors led by Rrahim Ademi and Xhevat Elezi alone are working to produce 1,000 tons of ore each above target on the eve of the holiday. New forms of remuneration, especially the banner of the central headquarters of socialist emulation, have encouraged them to maintain a high pace. Many enterprises are taking stock these days of their savings in various materials and raw materials. The geologists of Bulqizë and those of the mining enterprise have met such targets. The drivers at the vehicle depot are also setting a good example in fuel conservation, as are the workers of the NPN, etc. Thirty-two enterprises have already begun working toward the five-month plan. At district level, the seasonal campaigns were completed on time and to a high standard, including the planting of corn, beans, tobacco, vegetables, etc. Over the four-month period, vegetable production also exceeded the target by 5 percent, while deliveries exceeded it by 15 percent, and milk and meat delivery targets were met.

This enterprise’s workforce has already made its annual targets a reality. The 10th Plenum provided new inspiration for higher targets, and the workforce pledged to produce, by the end of the year, 1,000 tons of concentrate and 8,000 tons of chrome ore above target. What are they… waiting for May Day? The metallurgists are working hard on the plant’s overhaul, which will be completed six days ahead of schedule. Engineer Dimër Osmani says that by bringing the plant into operation ahead of schedule, they will produce about 70 tons of blister copper more than their target. Meanwhile, for the seventh year in a row, the geologists are welcoming the working-class holiday with overfulfillment, increasing reserves of chrome, copper, and other minerals. At the forefront are the drillers of the Golaj geological expedition. Following these new paths of growth, and continuing a good tradition maintained for years, is the mechanical workshop. - COMRADE RAMIZ ALIA VISITED THE ARCHITECTURE EXHIBITION OF THE INSTITUTE OF STUDIES AND DESIGNS NO. 1 - Yesterday morning, Comrade Ramiz Alia, First Secretary of the Central Committee of the Party and Chairman of the Presidium of the People’s Assembly, visited the architecture exhibition opened by the Institute of Studies and Designs No. 1 in one of the halls of the National Historical Museum in the capital. Comrade Ramiz Alia met with architects, urban planners, and other employees of the Institute, who had come out to welcome him. After greeting those present, accompanied by the Minister of Construction, Ismail Ahmeti, and the Institute’s architects, he first stopped at some drawings, layouts, and sketches of Tirana’s regulatory plan. Architect Klement Kolaneci told him about the work the urban planners had done for this purpose, showing specifically what was planned for the capital, not only in its center but also on its outskirts. “Who has worked on this specifically?” Comrade Ramiz asked. “Let them tell us in more detail.” And the urban-planning engineer Gjergji Kotmilo described his work and that of the department he heads. “Here we also have these young men and women who graduated last year from the architecture department at our university and worked on this,” he said. “This regulatory plan for Tirana,” said Comrade Ramiz, “has the structure appropriate for a large city. For example, what do you think of Tirana’s center as it is today? Should a city of 300,000 people like Tirana have only one center?” A discussion then opened, joined by other engineers and architects: “Tirana’s present ring road,” Comrade Ramiz continued, “is, I think, overloaded. Transport is also difficult. It is not too late to think about environmental issues as well, so I would ask: are there studies for a second ring road? I know that in principle it has been approved by the government, but why has work not begun on it?” Moving on to other exhibition stands, Comrade Ramiz stopped at several plans of other cities in the country. “They are beautiful,” he said, “but surely you too have noticed that many of our cities resemble one another and look the same, because their buildings are all alike. You cannot tell an alpine town from one on the plain. Therefore, we must think about how to move away from the bureaucratic schemes used until now.” “Architects are artists too,” he said. “They are people with refined taste.” And the conversation returned to construction. “It is noticeable that our cities are generally oriented toward the plain,” Comrade Ramiz pointed out. “Is this done to make construction easier, or also for economic reasons, such as the cost of foundations? Tirana, for example, could also expand toward Mount Dajti; and not only Tirana, but Durrës toward the hills, as well as Lushnja, Fieri, Lezha, etc.” The study on the distribution of architects and urban planners throughout the districts was also of interest, observed the Chairman of the Presidium of the People’s Assembly. “In large towns such as Kavaja, Peqini, and some others, they are absent, and their work is carried out by the urban-planning offices of Durrës or Elbasan.” “That is not right at all,” said Comrade Ramiz. Architect Spiro Bakëllbashi told Comrade Ramiz that the Institute of Designs had done good work on this and showed him the sketches and models of these homes. They are attractive and functional. Comrade Ramiz asked about their cost and added: “I have the impression that construction costs are generally rising. Could this be an artificial increase caused by overestimating seismic factors, etc.? Because, from what I can see, some of our buildings are rather bulky… Then the discussion focused on the variety of building types, and especially apartment types. Looking at the buildings, I notice that some designs are suitable. One model presents several options that differ in form while having the same volume. The aim, then, is to allow citizens to choose the option they like before receiving an apartment.” “You have thought this out very well,” said Comrade Ramiz, “but can it be put into practice? It is said that many apartments are renovated, and that people moving into new homes also change the furniture because the pieces do not go together.” Speaking afterward with the Minister of Construction, Ismail Ahmeti, Comrade Ramiz stressed that construction workers should aim to limit manual labor. The times demand it, and so does this very good and highly commendable work by the architects of the Institute of Designs No. 1. “The revolution in construction,” said Comrade Ramiz, “as we see it in this exhibition, will depend first and foremost on the building-materials industry. For example, in the designs the colors you architects use are beautiful, very beautiful; but in practice they are washed out and unaesthetic.” Speaking with the Institute’s employees and congratulating them on this beautiful, imaginative work, Comrade Ramiz said: “You architects, urban planners, and builders are at the forefront. It is much better that you have put your imagination down in sketches. The exhibition, too, is a very good thing. It stimulates people’s thinking, criticism, and suggestions, which are very useful.” Builders have been at the forefront from the very beginning. Albania emerged from the war devastated. Everything had to be rebuilt from scratch. This burden fell to the builders. The country’s further development set new tasks before them, and progress has been significant. This exhibition could not even have been imagined 15–20 years ago. Indeed, even today all the ideas you have cannot yet be realized. That is why I said construction must keep pace and prepare for a major and important undertaking: the fundamental solution of the population’s housing problem, which the Party considers a priority issue. Your imagination will be supported. I congratulate you once again on your fine work and wish you success. - LEZHË - In every work review in the district during the past year, the trading enterprise, the food enterprise, and the seaport were criticized. During the period that followed—naturally including the quarter—they managed to take the leading positions in the competition indicators. This came about by strengthening control and economic management, moving away from administrative methods and the force of bureaucratic orders. The permanent Industry Committee, under the direction of its chairman, deputy Llazar Koka, discussed the draft law on the population census. This matter was discussed at length. Valuable opinions were offered by the invited specialists, who, while explaining the problems that arise in putting the new economic mechanism into practice, prompted the deputies to consider whether proposals could be made to amend the provisions and any articles that were incomplete or inaccurate. Thus, for example, starting from the concrete activities of enterprises, proposals were decided upon for the draft law “On Enterprises.” Article 3 should examine the issue of distributing the income generated from exports, which the draft law says belongs only to the enterprise that carries out the final production. The committee discussed at length the implementation of economic management through its own form of self-financing for expanded reproduction.
