Comrade Ramiz Alia held a warm and friendly conversation with Javier Perez de Cuellar. He welcomed the distinguished guest and expressed his pleasure at the meeting, stressing that he considered his visit to Albania very important. Today, the UN Secretary-General stressed, interdependence in the world has become unavoidable. A neighbour must necessarily think of their neighbour; developed countries must think of other countries that are developing. Great problems face the world today: political problems that require sincere political will to resolve them. There are economic problems that require comprehensive efforts to resolve them. I am extremely glad that Albania has no debts. Nations today face social problems and human-rights problems. Efforts are being made in every direction to find solutions to these problems. Finally, there is a fourth the fight against drugs and contagious diseases, which again cannot be resolved without international, regional and interregional cooperation. I am convinced that Albania will make its contribution, as it has until now, within the United Nations, to resolving these problems.” Before his meeting with UN Secretary-General Javier Perez de Cuellar, Comrade Ramiz Alia met with the foreign journalists who were there. After greeting them, he answered their questions on various aspects of Albania’s domestic and foreign policy. Asked about the processes of change that had taken place recently in Albania and whether they would continue, Comrade Ramiz Alia replied: “The entire process of development in Albania is unstoppable. will continue along this path, which the Albanian people themselves have chosen.” Comrade Ramiz asked the journalists about the visits they had made in Albania in recent days, and they expressed their pleasure at their stay in our country. “How are the talks with UN Secretary-General Perez de Cuellar going, and are you satisfied with this visit?” a journalist asked. “I am very satisfied, and I believe it will be fruitful,” Comrade Ramiz replied. We want to have good relations with Yugoslavia too. In the speech I delivered at the 10th Plenum, I made a proposal for dialogue.” The journalists told Comrade Ramiz Alia that the whole world was showing great interest in Albania, and that they very much wished to stay longer in our country and follow current events here more closely. “You are welcome,” Comrade Ramiz replied. “Albania has never been closed. I would very much like to talk with you. At the outset, Comrade Ramiz Alia thanked Mr De Cuellar for his visit to our country, which he described as a special honour bestowed on Albania and its people. He spoke highly of Mr De Cuellar’s wisdom and efforts in the cause of peace, not only within the walls of the UN but also in seeking suitable ways to overcome various crises and conflicts. He told him that the Albanian Government would always support him in his noble mission. During the open and friendly conversation, in which many problems of the current international situation were discussed, Comrade Ramiz Alia also spoke to the UN Secretary-General about some domestic and foreign issues of our country, which were reflected in the proceedings of the 10th Plenum of the Central Committee of the Albanian Party of Labour and in the decisions Albania. “Here,” Ramiz Alia declared, “in the affairs of our state and our society and in our policies, we are guided by socialist ideas, by the lessons we draw from our national history, by a realistic understanding of Albania’s particular conditions as a small country and people, and by its specific geostrategic position. For us, socialism is neither a single model nor a single practice. Therefore, we have said that Albania cannot be judged on the basis of the name or experience of socialism, which some often call unique, much less on the practices of others, which are also labelled socialist. “We are a peaceful country and wish to live in friendship with everyone. We do not claim the right to impose our policies or ideology, or any economic model, on others. We seek to exploit no one, nor to arrange the world as we might wish. “Our sole aim is for our citizens to live freely in a free country, to have work, to learn and receive an education, to have medical care, and to live in harmony, without quarrels, conflicts, distinctions or privileges arising from national origin or social status. “We are convinced that and that peaceful and friendly manner. “Albania has undergone many changes in a short time. The progress is considerable when compared with where we were. Those who do not know Albania and criticize its development forget that, to reach where we are, we had to make sacrifices and accumulate considerable resources while tightening our belts. The generation that made the war and the revolution consciously accepted sacrifices because it wanted to build a future for its children, provide them with education, build an economy that would meet their needs, and guarantee their freedom and independence. “Given Albania’s conditions, profound transformations could not have been carried out without centralized direction and strict discipline. This inevitably had to be accompanied by certain deprivations and restrictions of various kinds. “As the country grew stronger, prosperity increased, and culture and education developed, the democratic aspect gradually grew stronger, while centralization and the strict discipline imposed by the accumulation necessary for the country’s development weakened. This process, led by the Albanian Party of Labour under the leadership of Enver Hoxha, took place naturally, and the people were aware of it. Otherwise, our government would not have remained standing even for a day. “From time to time we have made changes that have responded to the country’s development. The changes we are making now also confirm this dialectical consistency. Every change, such as democratization and the growth of the masses’ initiative, does not come by itself...
