After the creation of three enterprises In April, in the district of Tepelenë, the collection enterprise, the food-processing enterprise and the wood-processing enterprise—which had previously been a single enterprise—began operating as separate enterprises. More than a month has passed, and the benefits of the division are evident. The improved level of organization and management, the administration’s closer involvement in the work, the concentration of production and the better activation of economic levers are bearing fruit. But what do the heads of these enterprises say? Hysen Gjylji, at NPD: The difficulties are not insignificant, but we are carrying out the work with greater mobilization. We achieved 108 percent of total industrial production and, for the first time, fulfilled every item. Thus, the carpentry workshop, under the item «furniture and furnishings»—so much in demand by consumers, and which previously failed to meet its targets—has now completed its plan at 122 percent. Why? Because the necessary material base was better secured, whereas previously the overall figure concealed this shortfall. Hatë Dauti, at the food-processing enterprise: During this period, both total industrial production and exports increased. Achieving these indicators at 116 and 119 percent, figures higher than in previous months, shows that organization and management, as well as control, have improved. During this period, when milk production is at its peak, its collection and processing from the surrounding areas have been better organized. But we have also begun to plan carefully for what comes next. In April, construction began on a cold-storage facility that will process all dairy products, bringing gains not only in quality but also in quantity. Furthermore, we have the study for a vegetable-canning factory in hand, since the increase in the production of these crops must also be supported by further processing. And what about the collection enterprise? Its director, Lavdosh Limaj, tells us that here too total industrial production for this period reached 105 percent, while export targets—which this enterprise accounts for the largest share of in the district—were met at 121 percent. The three workforces of these enterprises, as well as the others in the district, are working at a new pace these days to finish the five-month period with good results. TEPELENË SEJMIEN GJOKOLI

Yesterday, on «Enver Day», the workers of the district of Tirana, working with great mobilization to implement the decisions of the 10th Plenum of the Party’s CC and the instructions of comrade Ramiz Alia, achieved and surpassed the production targets set. In Region No. 2, the Valias miners distinguished themselves: they extracted 200 tons of coal and carried out 5 more metres of development work than on other days, as well as collecting 15 tons of scrap metal. Work proceeded with an offensive spirit in the plants and workshops of the «Enver Hoxha» automobile and tractor combine in Region No. 1, where the day’s export targets were met at 100 percent. Thirteen collectives in Region No. 3 delivered yesterday 120,000 lekë worth of industrial products above target. The cooperative members and workers of the agricultural enterprises in Region No. 4 worked with an action-oriented spirit to carry out quality maintenance work on maize, vegetables, fodder crops, etc. After work, meetings and discussions were held with specialists and cadres, who spoke about the work being done to perfect the economic mechanism and the results achieved by implementing the principle of separate accounting in specific sectors, etc. Comparisons were also made between the achievements and the targets of the «Standard-Bearers» movement for learning from comrade Enver Hoxha, and of the fighters for implementing the decisions of the Party’s 9th Congress; thematic afternoons devoted to the most outstanding young people were held, amateur groups performed sketches, and cultural and sporting activities took place. -FIER- This year, reports on export achievements have consistently been optimistic. Most enterprises and branches with export plans have been meeting their targets regularly. This is because the plans have been made more concrete, and the possibilities at the grassroots level, the implementation of studies, and the value of various consultations with the workers of each enterprise have been taken into account. Naturally, this work would not be sufficient without organizational measures to monitor and implement specific tasks. From time to time, the agricultural economic enterprises themselves, as well as the district People’s Council Executive Committee, organize operational reviews, where experience is exchanged and a better understanding of the possibilities is gained. The Party and government bodies in the district have also focused on separate analyses of various problems related to export targets. And the results for the four-and-a-half-month period are good. Of the 18 enterprises and agricultural economies with export targets, 11 have met or exceeded them. (Continued on page 2)

- SHKODËR - Kopliku and Gruemira, the two agricultural economies with the largest tobacco-growing areas in the district, have made rapid progress both in cultivation and in cleaning, urgent tasks for this crop at this time. Kopliku has so far cultivated and cleaned 50' percent of its area, while Gruemira has completed approximately 40 percent. Across the district, these two operations have been carried out on 32 and 29 percent of the area, because in these economies something has diverted attention from work on tobacco—in other words, there are simply organizational shortcomings. More specifically: the Vrakë, Hajmel and Grizhë agricultural cooperatives are ahead. In these economies, 15–20 percent has been hoed, and hoeing has more or less reached the same figures, although specialists consider these operations very important, especially after the rains that have fallen. These operations enable the plants to develop further, thus laying the foundations for ... at an enterprise and farm, they have rapidly advanced the plant-protection tasks, both in cultivation and in keeping the fields clean. Kompliku has cultivated and hoed 50' percent of the area so far, while Gruemira has completed approximately 40 percent of it. Across the district, these two operations have been completed on 32 and 29 percent of the area. The inadequate work of some farms in providing services is worth noting. This shows that ... In practice, these conditions are good in some places and poor in others. Various meetings have been held: activists’ meetings, seminars, dissemination of legal provisions, inspections, analyses, etc. In short, plenty of meetings! But what about their practical impact? In many cases, it is diluted. The professional organizations bear responsibility here. Some of them do not fight. Some are content with little. Some of their leaders do not speak up for fear of acquiring a «bad reputation»; they do not dare. Some [text unclear] with the chairman of the professional committee at the furniture factory, the oil-and-soap plant in Rrogozhinë, etc. A sounder understanding and assessment is also required from the state and economic bodies themselves. Certainly, there are problems for which a section of the district People’s Council Executive Committee can provide assistance and conduct inspections, but how often is anything done about working conditions? In the analyses conducted by the Executive Committee itself, this issue occupies a minimal place. This is because of an incorrect mindset: only the trade unions deal with working conditions. A one-sided understanding. What about the Party’s grassroots organizations? In the minutes of many of them, no analysis of this problem can be found. To improve working conditions, endless talk and practices of evading responsibility must be cast aside, and sustained, concrete action must be undertaken. There is experience to draw on. The professional organizations at the port construction site have gone beyond the confines of [text unclear] practices, where many things were put right in a very short time, while at UEM or at the seaport visible improvements have been made. The opposite has happened at the carpet enterprise, ORMN, the locomotive depot, etc., where things have not moved as they should. Nothing can move if thinking does not change. Put another way, this means fighting against passivity, delays and an attitude of accepting the situation. This makes clear the need to strengthen the force of workers’ control against liberal and bureaucratic manifestations, especially with regard to labor protection and technical safety. Despite some changes, old practices are still an obstacle. At the plastics enterprise, the canning enterprise, etc., ventilation is poor or entirely absent. At the mechanical engineering enterprise and the oil-and-soap factory, there are workshops and workplaces where, as they say, whatever falls outside comes right back inside, etc. These problems are evident, yet the situation changes slowly or not at all. Why? There are laws and regulations on these matters. Joint agreements have also been signed between professional and administrative committees. The latter, in many cases, do not even render account. Why the silence? On these matters, it is necessary to raise forcefully the k- [Text begins mid-word] ...practices and the evasion of responsibility, the professional organizations at the port construction site, ...trës, UMB-ja, NB o-Sukthit, etc., where there are inexcusable cases that affect the work, health and lives of workers. The Gosa Agricultural Cooperative is requesting 1,000 pairs of boots, but 200 pairs have been allocated to it, although it has 600 agricultural workers alone. There is a shortage of antidotes and work clothes at the Housing Enterprise, the Shijak Machine and Tractor Station, etc. To address these problems, in addition to the work carried out by the district trade-union council’s inspection, a group of employees of the district Party committee was also sent to the grassroots level. At a meeting of the district Party committee bureau, which addressed this issue, both reports were presented. It seemed to us that the report by the trade-union council was better prepared, with a deeper analysis and a broader perspective. The other report raised issues, but did not point in the same direction of improving the situation. The bureau analyzed the problem extensively and responsibly. But this sense of responsibility must not remain confined to a single meeting; it must reach the grassroots level forcefully, and all the tasks must be carried out. This must be clear: responsibility for working conditions is not charity. The “courage” some managers show in failing to meet their obligations to workers, the inspection ... to show the workers their place, demonstrating that the owners of the enterprise are the workers. SOTIRAQ GJORDENI ... On these innovations, the class and its control must be built up forcefully. Among other things, last year, due to the lack of good working conditions, there were 24 thousand days of temporary incapacity for work. Now the factory and the ... are still in poor condition...

Yesterday, on “Enver Day,” the new PTT building, with all the facilities for prompt and courteous service, was inaugurated at the Zall-Herr agricultural cooperative in the district of Tirana. Cooperative members, veterans, young men and women, Enver Pioneers, etc., attended the ceremony held on this occasion in the square at the center of the cooperative. Also present were the chairman of the district People’s Council Executive Committee, Comrade Llambi Geprifti; the first secretary of the district Party Committee, Bardhyl Parruca; and other comrades. The address on the occasion was delivered by Vehbi Mancaku, chairman of the people’s council of the united village of Zall-Herr. The ribbon was cut by Sokol Hoxha, director of the General Directorate of PTT. Those present toured the PTT facilities and made telephone calls to offices in the district. So far, with voluntary assistance from enterprises, 3 new PTT buildings have been completed, and others are under construction. Work is under way to build 10 more ahead of the scheduled deadline. IMPLEMENTING THE TASKS AND DECISIONS OF THE PEOPLE’S ASSEMBLY In Elbasan too, the decisions of the 10th Party Plenum and those of the latest session of the People’s Assembly on introducing the new economic mechanism have become the topic of the day in people’s conversations. In conversations with workers, economists and specialists from various professions, one can see that everyone has become involved in an atmosphere of creative debate and discussion. The essence of these conversations, as expressed by Sulejman Stafa and Bedri Gjorga, workers and continuous casters at the steel plant, concerns the further improvement of our well-being. Can the aim of improving well-being be achieved without increasing production? “That is why,” they say, “Comrade Ramiz also said very clearly in his conversation with the people of Selenicë in Kolonjë that well-being increases together with production.” “From the notebook” “As workers—as a collective,” they continue, “we see in the new economic mechanism the interests of each of us and of society as a whole. This mechanism gives greater scope to our initiative, connects us more closely with production, and makes us responsible for its fate. In fact, this mechanism has only just begun to be used. Enterprises may feel that it simply means allowing them to operate on their own accounts or granting them certain powers. Some other person—a cadre, a specialist or even an organization—may understand these measures merely as the transfer of powers from central bodies to those at the grassroots, or as changes to certain responsibilities in the distribution of income or in the way plans are drawn up. These are partial understandings that do not grasp the problem in its entirety. At the present stage, such views will exist, because experience has not yet been established. What matters is understanding that these are not partial improvements in the management of the economy, but fundamental changes to the entire mechanism and its levers. In this regard, the increased role of the masses in managing the economy, the better harmonization of the interests of the individual, the collective and the enterprises, and the development of economic methods of management take on particular importance. How exactly is this fact being assessed? In a conversation with Benon Agolli, head of the finance section at the executive committee, he explains: “In operational sections, economic departments in enterprises and workshops, and even in brigades, people are becoming convinced that you can no longer simply wait for everything to be handed to you. Thought must be given to finding the most effective solution, to establishing more stable links with suppliers of raw materials and consumers of their products, on the basis of the interests of society and your collective. By linking the worker both to the use of the enterprise’s net income and to its final results, the worker becomes more aware of the value of their own work and more determined to achieve as much production as possible with the...” (Continued on page 2)
