Market forms that improve supply for the people
— In the town of Kavajë, in addition to the state market and the peasant market, 12 shops of the trade enterprise and 4 private businesses offer varied and extensive commercial services
To see this value in practice, we stop in the town of Kavajë. This small city of forty thousand inhabitants and nearly twelve thousand pensioners and inactive people has, in these past 5–6 years, seen a significant expansion of organized trade. What is called a market with different forms now includes here not only the state market with 12 shops in the retail network, but also a strong peasant market, to which four private businesses are added.
It is true that in Kavajë, as in many other centers, shortages still exist, especially in some everyday consumer items. But compared with a few years ago, the situation is better. In this center with agricultural and commercial tradition, supplies come not only through state channels, but also from local production, especially vegetables, dairy products, eggs, meat and other items.
This kind of market organization has given citizens more choice. In the peasant market, fresh products circulate, with prices set according to supply and demand. Meanwhile, the state network has maintained an essential supply base for industrial goods, bread, oil, sugar and other products.
The town also has specialized shops. Some of them offer food items, others industrial products, clothing, shoes and household necessities. Likewise, the four private businesses have brought greater variety, especially in small services and artisanal products.
The experience of Kavajë shows that the expansion of market forms and the specialization of units has a direct impact on improving supply. Naturally, this requires better organization, faster transport, support with goods and closer monitoring of the population’s needs.
If these experiences are spread more widely, other centers can also benefit. The state market, the peasant market and private business initiatives, when properly coordinated, create better conditions for supplying the people.
How are the contracts being fulfilled?
Prepared for greater tasks — Better progress in management and productivity, but shortcomings are being noted in the achievement of quantitative and qualitative outputs
— It is more a matter of good organization, discipline in carrying out tasks and further mobilization of the workers’ collective than a shortage of raw materials. There are also mismatches in supplies from some enterprises. In the NPV “Dushku” of Kavajë, more responsibility and coordination are required for the fulfillment of contracts.

More attention to women
GJIROKASTËR
. Good experience in organizing care for women and children is being provided in the district’s health centers. Doctors and mid-level staff have increased checkups, pregnancy monitoring, counseling for young mothers and care for children. Some service indicators have improved and work is underway to expand preventive activities.
Within this framework, more attention is being given to health education, family hygiene and the follow-up of cases that require more specialized intervention.
The cold and the cows’ tourism problem
The livestock sector is taking measures to improve the breeding, housing and feeding of livestock. In some farms, barns have been renovated and work has been carried out to secure the feed base. However, in some cases cold weather and poor conditions affect milk production and the well-being of the herds.
More responsibility is required from the managers of the economic units to guarantee better conditions, especially during periods of low temperatures.
Foreign trade closer to some production needs
Measures are being taken to better link production requirements with the possibilities of foreign trade. Enterprises are identifying the need for machinery, spare parts, raw materials and missing materials, so that imports are directed where they have a direct impact on increasing production and improving quality.
It is emphasized that closer cooperation between production sectors and foreign trade bodies will yield better results.
Money in daily testing
THE NEW ECONOMIC MECHANISM IN IMPLEMENTATION
Report
Daily work, economic accounting, pay according to results and the demand to save have become part of the usual discussions in many collectives. In enterprises and cooperatives, new forms of organization are being tested, aiming to link work more closely with income and responsibility with results.
In various centers it is observed that the new economic mechanism does not advance equally everywhere. Some collectives show more initiative, make better use of local resources, control spending and improve financial discipline. Others still encounter routine, delays in accounting, lack of control and little attention to costs.
What is becoming clearer is that money is being tested every day: in planning, in production, in payments for work, in the preservation of materials, in the use of equipment and in profitability indicators. This requires not only new rules, but also a sharper economic mindset.
Special impact comes from good work organization, precise definition of norms, the responsibility of managers and continuous control by the collective. Where these links function, the results are more visible.
In the end, the daily test of money is tied to a single demand: to produce better, spend more sparingly and make every lek have a greater effect.
Now Dilo is used to it! Prison sentences keep coming at him. “Not like that,” says N. Bushko, “to step into the district of Kolonjë.”
