Dear comrade Ramiz Alia! In the past years I felt reassurance and security in the branches of the only block laboratory of the Institute of Nuclear Physics; now I am also experiencing an unexpected joy, because the scientific collective of this institution is addressing you with this letter and with several concrete facts about its achievements, efforts and prospects. Through it, our collective expresses its determination to fulfill with honor the directives of the 9th Plenum of the Central Committee of the PPSH and of the 10th Congress, but also to raise some concerns that need to be resolved. For more than 30 years our institute has worked under difficult conditions. Some tasks were carried out with imported tools and equipment, but a large part was handled with our own forces. In the fields of radiochemistry, spectrometry, dosimetry and various applications, we have achieved results that serve our economy and medicine. However, the possibilities for making fuller use of them have not been exhausted. Our attention has recently been focused especially on the production of certain devices and equipment that replace imports. In 1988, for example, the collective produced a radiation-measuring device that had previously been bought abroad. We have also prepared some auxiliary laboratory equipment, as well as new schemes for quality control in various production processes. These efforts have saved foreign currency and have increased confidence that, with our own forces, we can move forward more quickly. We also have problems. Delays in the supply of materials and spare parts, rigidity in some administrative links, and the lack of encouragement for technical-scientific creativity hold us back. There are cases when a valuable proposal drags on for months. This causes loss of time and demotivation. Likewise, the links with production must become more organic, so that research work does not remain in the laboratory but passes into implementation as quickly as possible. We express our conviction that, with the Party line, with the support of the base organization and with the interest of the state bodies, these obstacles will be overcome. We ask that the work of the researcher be valued better, that the material base be strengthened, and that more opportunities be opened for cooperation between institutes and enterprises. This will help not only our institute, but the entire socialist economy. With deep respect, the collective of the IHFIT block laboratory, Tirana.

Yesterday in the Congress Hall in Tirana, the meeting of the energy ministers of the Balkan countries concluded. At the two-day meeting, the possibilities for expanding regional cooperation in the field of energy were examined, including the exchange of experience, the interconnection of systems and the implementation of projects of common interest. The participants emphasized the importance of the rational use of energy resources and the development of productive capacities. The need to protect the environment and to increase technical safety in energy systems was also discussed. The delegations praised the hospitality of the Albanian side and expressed readiness to continue the contacts. In conclusion, several recommendations were approved for deepening cooperation and for setting up permanent consultation mechanisms among the countries of the region. (Continues on page 4)

It was underlined that stability and cooperation in the Balkans serve peace and development.
