Some time ago, the Bureau of the Central Committee set as an important task that the work of the Party apparatus be analyzed as a whole and that improvements be found to make it more capable of fully carrying out the Party’s leading role, making it more responsive to all the problems troubling the country, especially under the current conditions of the operation of economic laws and the democratization of life in the country. In recent days, comrade Ramiz Alia spent a long time in the apparatus of the Central Committee, where he became closely acquainted with the situation and spoke with leaders, specialists and staff members of the apparatus. While pointing out the indisputable values of this apparatus, he directed attention to the need for continuous improvements in organization and working methods so that it can better meet the new demands. The problems raised in the discussions were numerous. They concern the organization of new relations with state organs, with the economy, with mass organizations and with ideological and political life. The need for more qualified, faster and more concrete work, closely linked to the grassroots, to the people and to reality, was emphasized. The very dynamics of life demand dynamism also in the work of the Party. The apparatus must be freed from delays, formalism and an old bureaucratic mindset that hinders the quick resolution of problems. Greater courage in thought and action is required, more creative spirit and higher political and moral responsibility. At the center of attention remains the individual, his interests, his involvement in social life and confidence in the strength of socialism. It was underscored that Party organizations must be more lively, more convincing and closer to the masses. Under the current conditions, as the country is going through important economic and social processes, every link of the Party must work better, listen more and help more concretely. The Party cannot move forward with old working methods. Its historical responsibility requires renewal in style, in thought and in organization. This is a necessity of the times and a demand of our socialism itself. (Continues on page 7)
