Agile organization averts difficulties - SHKODËR - Now that the end of the six-month period is approaching, a number of enterprises in the Shkodër district are experiencing considerable difficulties in fulfilling their plan targets, mainly because of shortages in the supply of material and technical resources. These days, a meeting was organized at the executive committee of the district People’s Council with all the heads of economic enterprises, including those that are doing well with their plans. When we say that there are difficulties in some enterprises, this includes large collectives such as the five electric-wire plants, the timber combine and some others, which have a negative impact not only on the district’s overall industrial production, but also on exports. The truth is that many enterprises, especially those experiencing difficulties, are analyzing their problems as part of discussions on drafting and reviewing the 1991 draft plans. More specifically, what shortcomings have been observed? The timber combine lacks lacquer; the electric-wire plant lacks copper and PVC; the textile-knitwear enterprise lacks cotton yarn; transport services lack fuel, and so on. These shortages have resulted in seven enterprises failing to meet their plans. In addition to the timber combine and the wire plant, this situation also affects the construction enterprise, the railway district, the land-reclamation enterprise, the freight depot and some trading enterprises. Everyone must do their part and find solutions to the shortcomings observed in the work on (Continued on page 2)

- KORÇË - To gain a more accurate picture of the expansion of export activity in the Korçë district, here are some figures: compared with the same period last year, goods worth over 2 million 300 thousand lekë more have been exported across the district. A number of enterprises have exceeded their targets in this field, including the tobacco enterprise, the various-products enterprise, the clothing enterprise, the food enterprise, the carpet enterprise, the forestry enterprise, the instrument plant, and others. The best example in the district for fulfilling export targets continues to be set by two enterprises with a tradition in this field: the clothing enterprise and the artistic-products enterprise. The main characteristics of these enterprises are steady production and continuous efforts to take on greater export targets. This year, specifically, the number of enterprises working for export has increased, including the handicrafts enterprise, the metal-products enterprise, the repair and services enterprise, the glass factory, and others. For now, this activity is only at an early stage. Whether these efforts remain symbolic or increasingly gain weight depends on the efforts of managers, specialists, innovators and all the collectives. The range of exported goods has also been expanded to include other items, such as mass-consumption glass products, metal railings, deck chairs, garments, and so on. This justified concern about expanding export activity must be accompanied by stronger organizational measures to ensure that every target is fulfilled, item by item. For, when we ask whether exports will be fulfilled for the six-month period, there are question marks over some items. These are coal and ferronickel. Many reasons may contribute to this; one of the main ones is that efforts within the district have still not been made to the fullest to improve the quality of these minerals, which would ensure continuity in meeting the target. We also learn that there has been a delay in starting work on the upper-sewing line at the shoe factory. KOSTAQ DUKA The best example in the effort to meet a tradition in this field: the garment-production enterprises are a steady pace of work and continuous efforts to take on new tasks so that exports can increase in new product categories and in volume. Among other things, the women workers at the garment-production enterprise are distinguished by their strong and rapid professional training, as is evident from their positive response to structural changes in production in line with export requirements. Here is another positive trend that is steadily gaining momentum: initiative and eagerness to expand export activity have increased in most enterprises. Ko-

- BERAT - The food enterprise «Koli Myzeqari», the meat-and-milk collection and processing enterprise, and the two NPA enterprises, Berat and Qyteti Stalin, have announced that they have completed the targets for this period. Thus, according to calculations, by the end of June these enterprises will have produced an overfulfilment of approximately 5.5 million lekë. Nevertheless, this overfulfilment cannot make up the district-wide deficit created by the textile combine, the oil-extraction enterprise in Qyteti Stalin, the construction and assembly enterprise in Qyteti Stalin, the NPD and the thermal power plant. Among the advanced enterprises, it is worth singling out the food enterprise, which by the end of the six-month period will—Mikel Bozaxhiu, its chief engineer, says that our collective has established a tradition of achievement. Both the seasonal worker and the production master work in this spirit. The targets for the six-month period are being met in full, with over-plan production of 80 tons of onions, 3 tons of dried vegetables and 30 tons of preserved olives; we have doubled our export plan, and so on. We are paying attention to preparing and providing for a doubling of tomato-paste production for export. To this end, we have taken measures to expand the processing capacity of the line. Nevertheless, we are concerned that so far we have not been supplied with cans for the paste, jar lids, and so on. The same could be said of the NPA in Berat, which on July 1 will switch to management under its own accounts. Here they tell you that they have moved from study to concrete action, such as securing sources of raw materials and moving the line’s sections of administration down to the grassroots, and so on. As can be seen, those forging ahead are pleased, but do not become complacent about their achievements. They are indeed working for the coming months, but they have prepared for that future. TO COMRADE RAMIZ ALIA FIRST SECRETARY OF THE PARTY’S CENTRAL COMMITTEE We, the workers of the Vrinë Agricultural Enterprise, have successfully completed the wheat-harvesting and delivery campaign, and through this message we wish to share our joy first with the Party and with you, Comrade Ramiz. We are happy because, after several years in which we did not properly fulfil the wheat-production plan targets, this year we exceeded them by more than 1,000 quintals. The basis for this achievement is not only persistent work and care to provide this crop with the necessary services on time and to a high standard, but also the effective implementation of a better link between work and remuneration, in accordance with the decisions of the 7th and 10th Plenums of the Central Committee. Many brigades, such as those led by Andon Zano, Latif Xhaferi, Nase Cerro, Jorgo Pando, and others, harvested over 55 quintals per hectare in the field plots. For the work done and the results achieved, every worker received additional incentive payments during the process. This incentive scheme has been successfully applied not only to wheat, but also to workers in other production sectors—meat, milk, eggs, vegetables, and so on—who fulfilled their five-month targets at 160 percent, 167 percent, 106 percent and 120 percent, respectively, while also reducing production costs. We take even greater joy in our successes when we look out over the fertile fields of Vrinë and Vurg, transformed from marshes of centuries-old suffering into a granary for the whole district. We hear from our elders about the hardship and suffering of the people of Vurg and Mursi, who in their homeland struggled to enjoy life, whereas today, under the Party’s leadership, we see new levels in all fields and sectors. Everyone, young and old, among us knows and learns about the colossal investments our socialist state has made throughout the country, and all the more so in Vrinë, to build the present-day reality that our ancestors could not even dream of. The main thing is that we live united, like brothers in one family, free and proud of what we have won through blood and sweat, of what we produce and create with our hands and minds. We hear many words from foreign propaganda, which tries to disrupt our new life; but however much they may shout, we have made our choice once and for all: we will never exchange freedom and socialism for anything. A hundred times better to be free and dignified, human beings, than to plunge into a whirlpool of exploitation and insecurity. Our achievements make us happy and also give us strength to move forward. We are convinced of this, without euphoria, by the promising condition of the spring crops. Therefore, we aim and are optimistic that we will obtain high wheat yields, as well as in maize, where for years we have had some of the highest yields in the country, and in other crops too, such as soy, sunflower, vegetables, and so on. Everyone is committed to turning the enterprise into an intensive farming operation with dynamic development of agricultural and livestock production. Dear Comrade Ramiz, In the decisions of the 10th Plenum of the Party’s Central Committee, we workers of the Vrinë Agricultural Enterprise see new prospects for the development of the country. Placing economic and financial management at the service of the process and of raising the people’s standard of living gives us hope, interest and a sense of responsibility for carrying out changes on a broad front. - PËRMET - For the January–June period, working collectives in the Përmet district exceeded plan targets by 6 percent in industrial production, 60 percent in exports, 3 percent in construction volume and 5 percent in municipal services. Over and above the plan for this period, industrial goods worth 2.5 million lekë were produced, along with 820 thousand lekë worth of goods for export, 5,800 quintals of milk, as well as vegetables, eggs, and so on. A distinguishing feature of this period is the better combination of moral and material incentives. Emulation, too, is responding to the new economic mechanism, with the result that plan targets are no longer pursued in the aggregate, but steadily and for each item, with full effectiveness. The NPD, NPN, food enterprise and others have achieved good results. We would like to single out the collective of the agricultural enterprise for its production of goods related to supplying the population. The commitments made by the Agricultural Enterprise collective at the beginning of the year have been continuously exceeded. The promise is being kept. AMONG THE PROJECTS OF THE FIVE-YEAR PLAN In the history of the new bridge plant in Fier, one of the largest works of the 8th Five-Year Plan, another particularly memorable day was recorded: June 14. The plant was to begin its load test and turn out its first product. Everyone had great confidence in its success. At one moment, cheers and congratulations broke out. From the conveyor, the white product—urea, so necessary for agriculture—fell onto the storage-yard floor. The first product was delivered 17 days ahead of the deadline set by the decision of the Party Central Committee’s 7th Plenum, which brought forward the completion of the project to May. The benefit is very substantial. At full production capacity, each day brings 354 thousand lekë in revenue, in addition to the benefit to agriculture. While the plant continues production, the finishing touches are being put to other new facilities beside it and to its premises. The asphalt, plasterwork, gardens, and so on, forming an ensemble of beautiful and imposing structures, further highlight one characteristic of the project—the high quality of the work. A few conversations at the project headquarters clarify the work accomplished and undertaken, which is being carried out in different phases, as well as the experience gained. During its stay in our country, the delegation of the National Union of Algerian Youth made visits in recent days to workplaces and production centers, cultural and artistic institutions, and held meetings and discussions with leading cadres of youth organizations, young men and women, etc., in the districts of Tirana, Durrës, Krujë and Berat. At their meeting, the First Secretary of the Central Committee of the Albanian Labour Youth Union (BRPSH), Lisen Bashkurti, and the Secretary-General of the Algerian Youth Union, Abderrahid Bukeraza, spoke about the activities of youth organizations and exchanged views on fruitful cooperation between Albanian and Algerian youth. Alongside the national exhibition of young talents, «Panorama ’90», which opened a few days ago at the Gallery of Figurative Arts and has been visited by around 1,500 art lovers, two other exhibitions have also opened in Tirana in recent days and are attracting keen interest: Rakip Shabani’s applied arts exhibition in the exhibition hall at the Palace of Culture, and that of the Krujë painter Ismail Bërdaku in the hall of the League of Writers and Artists. Rakip Shabani’s applied arts exhibition is the first of its kind in our country. The artist has used acrylic scraps as the raw material for his works and, using them, has embroidered 33 pieces in gobelin tapestry technique, in almost every genre, including composition, still life, landscape, etc. — «This is the fourth solo exhibition I have held, and the first in this field,» says the painter. «I started from the idea that even with what are called waste materials, if you know how to use them, you can create beautiful things, innovations that have never been seen before. I also want to remind young artists in particular, who have only just embarked on this broad path, that it is not only the easel or oil paint that makes an artist, but applied art too.» Among the many works, «Në murë», «Ngriçea», «Dy luftrat», «Kaprolli», etc., stand out for the beauty of their execution. The other painter, Ismail Bërdaku, is presenting a solo exhibition in the capital for the second time. His 75 works, mainly in oil but also in pastel and gouache, reveal his creative individuality and his bold, realistic brushwork. Among the compositions, portraits, landscapes and still lifes, most of which are dedicated to his hometown, visitors admire in particular «Nata me hënë», «Buzëmbrëmje», «Kuqja dhe e Onufrit», etc. VIRON GJYMSHANA
