The Kota agricultural enterprise and the «Vlora» agricultural enterprise have completed planting the entire area. The delay is more pronounced in the planting of forage cabbage. A comparison with the same period last year shows a major difference. Only 7 ha have been planted so far, compared with 100 ha planted by this time last year. «There is time, they say; we will plant throughout July.» But this ten-day period, as the specialists acknowledge, is decisive for fulfilling the overall plan of 1,000 ha. Farms with large areas devoted to cabbage, such as Armeni, NB Lakatundi, «Rinia», «Fitorja» and Poro, have almost all not yet begun planting. Those who properly appreciate the importance of these crops in securing the livestock fodder base should demonstrate it through concrete work now. Otherwise, belated self-criticism is of no value when nothing can be put right.

— PUKE — More than 1,800 children are spending their holidays at summer camps in the district of Pukë these days. In Arrëz, the holiday center has been set up in the outskirts of the town, near the Micaj stream, while in Pukë it is in the chestnut forest on the hills above the town. This summer, more than 3,500 children and Enver Pioneers will spend their holidays here in 5 sessions. Every measure has been taken to ensure that they have as active a holiday as possible. Thus, living conditions in the dormitories and dining block have been significantly improved, and the facilities for large-scale cultural and sports activities have been adapted to the needs and interests of this age group. In the district of Tirana, since the beginning of the year, the gross industrial production plan has been exceeded by around 800,000 lekë. Targets have been met or exceeded in various sectors, such as trade, municipal services, etc. Nearly 20 percent more consumer goods have been produced. Exports have exceeded the plan by 5 million lekë in high-quality products. Meanwhile, budget revenues have exceeded the target by more than 15 million lekë. Through sustained work and effort, the work collectives of economic enterprises in the district of Lushnjë exceeded their gross industrial production targets by more than 14 million lekë from the beginning of the year through June 20. Budget revenues and the state’s centralized net income were also above target. Results are good in exports as well, etc. Several collectives in the district of Vlorë will switch to independent economic accounting in the second half of this year. The preparations under way for this aim to implement this new form of organization effectively. Thus, at the meat-and-dairy enterprise, the seaport, the tannery and brick factory, the salt-extraction enterprise and two commercial enterprises, ways of improving the organization and management of production have been studied. ● For the period from January 1 to June 15, the working class of the district of Tepelenë produced 3 percent more industrial goods than required. The indicators for repair and maintenance services, mechanized work, etc., have also been fulfilled. Exports received 230,000 lekë worth of products above plan. The workforce of the Memaliaj mine is setting the best example in implementing the new economic mechanism; so far, it has produced an additional 3,550 tons of coal ore, as well as 2,386 tons of coal dust. OBSERVATION Transport workers, as the link connecting all sectors of the economy, have made efforts to carry out their duties well. Nevertheless, the shortcomings in the work of this sector are considerable. One pressing problem that has arisen and is being assessed at the Ministry of Transport is this: We must deal more flexibly with the obstacles caused by the shortage of tires. Under these circumstances, the administrations of the motor depots in the various districts were sent instructions by the ministry some time ago to make such flexible arrangements for putting vehicles into service that they can meet their obligations with the tires they have. The ministry’s directive was well received at the depots in Vlorë and Elbasan. This response to the enemy’s attacks? A practical stance. What does it reveal? Drivers, and also depot managers, are reluctant to make such necessary arrangements—for example, to equip one vehicle with tires and leave another operational. This is what they call ... new ones; it is more sensible to have one working rather than have both standing idle. This would first and foremost benefit the work. It would also benefit the drivers, who, under the existing conditions, must necessarily work two shifts. Why is this experience from the Vlorë and Elbasan depots not being applied? Problems are not solved with empty promises. At the Rrëshen depot alone, the number of vehicles out of service for this reason could be cut in half by adopting such a useful practice. But if the ministry has raised this concern, the attitude of the relevant sections of the district executive committees—and the motor depot administrations’ acquiescence in this backward situation—seems strange to us. Microbiological pressures on some drivers should have no place in the collectives of transport depots, when it is well known that mines, plants and factories, and even agriculture, have a great need for transport. - ELBASAN - Only 120 ha of second-crop maize have been planted so far on the agricultural farms of Elbasan, while in six cooperatives in the lowland area not a single furrow has yet been opened by the tractors. Compared with June 20 of last year, even though the wheat harvest began a week later then, more than 500 ha had been ploughed and planted. The delay is therefore evident not only in terms of time, but also given that more will be planted this year—specifically, 1,100 ha of second-crop maize and another 1,800 ha of forage cabbage. The cause of this delay is a shortage of fuel. Even on June 22, for the same reason, the combine harvesters may again be left idle, as has happened on two other consecutive days. Another report a few days ago also stated that the fuel shortage is becoming an obstacle to meeting the campaign’s targets, and that this situation could lead to loss of production. Harvesting wheat by hand and planting second crops with ox-drawn ploughs show that the cooperative members are trying to make use of every available means. But this is not a lasting solution and does not ensure that the campaign will be completed successfully. Fuel supplies must therefore be regular, so that both the harvest and the planting of second crops can be carried out. If the current concern about harvesting and threshing the wheat is about securing bread, concern about the second crops concerns the fate of livestock farming over the winter. SEJDIN ÇEKANI

Export targets have also been met by other workforces, such as those at the collection enterprise, the metalworks plant, the cigarette-tobacco factory, etc., where preparations are under way to begin operating in accordance with the requirements of the new economic mechanism. Bedri Alimeta, a specialist in the agriculture section, says: “Two or three days ago we held a meeting with the managers of agricultural enterprises and the SMTs about the delay in planting stubble fields. We drew their attention to the issue and stressed that the motto for these days should be: after the combine harvester, the machinery must get to plowing.” But what do the managers and specialists at the grassroots level say? “We have no diesel; we have assigned the plowing tractors to transport the wheat.” These are not arguments, but excuses to justify the delay, the wait-and-see approach and the dragging of feet. “Let’s finish the wheat campaign first; planting will come afterward.” But while land is available, why hesitate to plant second crops? Plowing tractors need not be used to transport wheat, since the district enterprises have provided farms with other vehicles for this purpose. Why are these vehicles not being used to their full capacity? If, as people say, the wheat headquarters is functioning well, why does it not consider planting stubble fields its own responsibility as well? The specialists and managers of agricultural enterprises know very well that any delay in planting stubble fields now will have consequences for ensuring milk supplies in winter. Ability in such “key” tasks does not mean pursuing one direction and forgetting the others; rather, responsibility and appropriate action are required at every link in the chain.

By further improving the organization and management of the work, geologists, drillers and other employees of the geological enterprise in the district of Mati achieved the six-month targets 20 days ahead of schedule and aim to build further on these achievements. Work was carried out at 10 percent higher productivity and, as a result, the exploration target has so far been exceeded by 4,700 meters, while gallery development is 11 percent ahead.
