In the agricultural enterprises of our district, the militant role and leading example of the communists and cadres have been further strengthened, as has the commitment of all workers to achieve new successes in every field. We report to you, dear Comrade Ramiz, that by working persistently and carefully to complete in good time and to a high standard all the necessary services for the wheat, and by effectively implementing the link between work and remuneration, in accordance with the decisions of the 7th and 10th plenums of the Party’s Central Committee, all the agricultural enterprises in the district have fulfilled and exceeded their wheat production targets. On the 2,430 hectares of wheat harvested, we obtained 2 quintals per hectare above plan, producing a total of 109,000 quintals, or 5,000 quintals more than the target. Sukthi Agricultural Enterprise obtained 62 quintals per hectare, against the planned 54.5. Rrushkulli Agricultural Enterprise obtained 51 quintals per hectare, against its plan of 47.4; Hamzallë Agricultural Enterprise obtained 51.5, against the planned 50; Gosë Agricultural Enterprise achieved 44.5 quintals per hectare. Spitalla Agricultural Enterprise, too, thanks to the careful work being done to fully desalinize its soil, has for the second year achieved and exceeded its wheat target. Many standard-bearers distinguished themselves in our collectives. Of the 18 sectors cultivating wheat in the agricultural enterprises, 17 fulfilled and exceeded their targets. Many brigades stood out, including those led by Fatmir Llacaj and Ramadan Shahalli at Sukth Agricultural Enterprise, Jovan Shyqo at Rrushkull Agricultural Enterprise, Nazmi Maloku at Hamallë Agricultural Enterprise, Rustem Alili at Gosë Agricultural Enterprise, Agim Balla at Spitallë Agricultural Enterprise, and others; they substantially exceeded the planned yields. Working through the campaign method, we are speeding up the planting of second crops such as stubble maize, cabbage, vegetables and other fodder crops, in order to exceed the set targets. In the drinking-water campaign Ensuring drinking water, as well as [text unclear], is one of the important campaigns of the five-year plan. The year 1990 carries the greatest share of the tasks for this campaign. They account for 45 percent of all the work in the five-year plan, or 39 percent of the number of villages envisaged by the Council of Ministers’ decision. What is the current situation? The figures speak of slackness and delay. Of the 81 villages that should have drinking water by the end of the first six months, only 27 have completed the work. The inadequacy evident especially in some districts cannot be excused by claims from some managers of professional organizations and state bodies that materials and so on are lacking. In the district of Mat, and in villages and inhabited areas in Mirditë, Kukës, Gramsh, Shkodër, Tropojë and elsewhere, water pipes are waiting to be laid. At the meeting of the Party Central Committee Secretariat that analyzed this problem, it became quite clear that many tasks which should be carried out carefully and on time are not being done. The objectives set for this first year, which include completing all the water-supply construction projects for the remaining villages, require a greater effort to overcome shortages in construction materials, for example cement, of which only 60 percent of the planned amount has been supplied. One problem that must be emphasized is the need for quality in water-supply construction, and the need to oppose work done merely for show. It is rightly asked in Cakran, Fier, why the water supply does not work, although it has been reported as completed. The district People’s Councils must not accept such practices; they must increase accountability and hold the specialists responsible for the work to account. Meeting this year’s objectives, with six months already elapsed, requires that this campaign be assessed and pursued more responsibly during the remaining period. Good support is being provided by the Ministry of Communal Economy and other state bodies, especially for districts with the greatest number of villages, such as Shkodra, Fieri, Saranda, Berati, Gramshi, etc. The district water-supply task forces must measure their role not by meetings, but by the degree to which the schedule is fulfilled and by how they resolve the problems and difficulties arising in this campaign.

- From the special correspondent of «Zëri i popullit» - Today is the second day of the visit to friendly Turkey by the Albanian government delegation headed by Comrade Adil Çarçani. Tonight, one might say, the main part of this visit comes to an end. We read all the ATSH reports and also had the opportunity, through television, to become familiar with the events surrounding this delegation and the lively meetings it has held. Indeed, this was the first time a live broadcast had been made from Turkey to Albania. Television viewers saw the first images of the visit directly through the connection from Ankara, and then with Tirana. Today our delegation was received by the President of Turkey, Turgut Ozal. From his very first words, he emphasized to Comrade Adil Çarçani that he regarded the Albanian people as a brotherly people. As our talks and meetings have proceeded, this word has continually seemed to ring true. In seeking the reasons for this exceptionally warm and friendly atmosphere, we naturally think of history, of those traditional ties, of shared customs, and of the fact that the Albanian nation is well known in Turkey... The two peoples are close and understand one another. This closeness goes so far that one gets the impression that, face to face, a Turk and an Albanian can understand one another even without an interpreter. It is the language of friendship between peoples; it is our common interests that unite us; it is this ever-growing cooperation that brings us closer and, so to speak, makes the bond of this friendship sacred. Many Turks of Albanian origin live in Turkey. In Istanbul, in Bursa, and elsewhere. These, too, have been fundamental factors underpinning the spirit of understanding and friendship displayed by both sides. As we write these lines, we are reminded of our renowned scholar Professor Çabej, who, speaking of the receptive and giving role of the Albanian language, once wrote in his work, in lectures and in school and popular texts, that words have entered the Turkish language from ours, including words that express faith and friendship, as well as the word for love. Thus, our relations are full of reciprocity, and, alongside the language, the growing closeness of our delegations is evident in the visit to Turkey by our government delegation headed by Comrade Adil Çarçani, who has come to extend our greetings.
