At the «Çlirimi» and Roskovec Agricultural Enterprises in the district of Fier, the wheat yield exceeds the target The employees of the «Çlirimi» Agricultural Enterprise in the district of Fier completed the harvesting, threshing and delivery of wheat in two weeks, while those of the Roskovec Agricultural Enterprise did so in 11 days. In letters sent in recent days, they informed Comrade Ramiz Alia, First Secretary of the Party’s Central Committee, of their achievements with this crop and of their fulfillment of the other tasks for the first six months of the year. The «Çlirimi» Agricultural Enterprise obtained an average yield of 51.6 quintals per hectare on 850 hectares and produced 3,000 quintals of wheat above plan. As a result of exceeding the wheat targets across all sectors and in 17 brigades, workers will receive additional bonuses of between 210 and 900 lekë. Meanwhile, during the six-month period, this enterprise exceeded its production targets by 540 quintals of milk, 230 quintals of meat and 4,000 quintals of vegetables. The export plan was exceeded by 1 million lekë. Revenue for this period exceeded the target by 4 million lekë, while production expenses were reduced by 1 million lekë compared with the plan. These achievements, together with the prospects for the second half of the year, provide a guarantee for successfully implementing the economic operations calculated separately. At the Roskovec Agricultural Enterprise, where the wheat yield has exceeded the target for four consecutive years, this year 52.2 quintals of wheat per hectare were obtained across the entire area of 600 hectares, or 2.2 quintals per hectare above plan. The main task of this farm—producing and delivering pork—was fulfilled at 102 percent for the six-month period. During this period, production and deliveries of milk, vegetables, potatoes, exports, etc., also exceeded targets by between 10 and 36 percent. Six-month revenue is expected to reach more than 120 percent of the target, while savings have been made on production expenses. The fulfillment and overfulfillment of this year’s economic and financial plans are regarded by the management cadres, specialists and all employees of the Roskovec Agricultural Enterprise as a key prerequisite for creating the material, financial and foreign-currency resources needed to implement the new economic mechanism. PRESS CONFERENCE BY COMRADE ADIL ÇARÇANI AT ANKARA AIRPORT At Ankara airport, the Chairman of the Council of Ministers of the People’s Republic of Albania, Comrade Adil Çarçani, held a press conference for journalists from various Turkish and Albanian press, radio and television organizations accompanying him on his official and friendly visit to Turkey. Among other things, he said: «This friendly visit to your country has given me the opportunity to meet and hold talks with my esteemed Turkish colleague, Mr. Yëllëdërëm Akbullut, the Prime Minister of the Republic of Turkey, Mr. Turgut Ozal, the Speaker of the Grand National Assembly of Turkey, Mr. Kaja Erdem, and other high-ranking dignitaries. The talks dealt first and foremost with issues concerning the strengthening of the historic relations between our two peoples and countries in the political, economic, technical and other fields. Importance was attached to strengthening the traditional ties between our peoples and raising them to a new qualitative level. Relations between Albania and Turkey have been characterized by steady progress, and it is important that both sides have the desire and goodwill to take them further forward. This is also the aim of the visit by the government delegation I am heading. During the talks, both sides acknowledged that Albanian-Turkish friendship and the development of bilateral relations have taken positive steps forward. They expressed confidence that all avenues are open and every opportunity exists to advance our relations further. This view was emphasized by both President Ozal and Prime Minister Akbullut, among others. The opportunities for developing economic relations are especially great, as there are untapped reserves and opportunities. The three agreements on cooperation in the industrial and technical fields, on consular affairs, and on cooperation between Albanian Radio-Television and its Turkish counterpart serve this purpose. This is an important step, but what matters most is implementing and giving concrete form to economic, technical-scientific and other cooperation between the two countries. As was said during the talks, Albanians in Turkey, who live and work in understanding and brotherhood with the Turkish people, are also an important factor in strengthening bilateral relations. They have been and continue to be treated as an important factor and serve as a bridge of friendship between our two countries». Responding to questions from the Turkish and Albanian journalists attending the press conference, Republic of Albania, Comrade Adil Çarçani, pointed out that, alongside bilateral relations in the aforementioned fields, particular attention had also been given to issues concerning the Balkans, the Mediterranean and Europe. Special importance was attached to the process of Balkan cooperation, relations between the states of the region, and the strengthening of cooperation among them, despite certain difficulties and obstacles in this respect, whether existing or artificially created. Both sides desire peace, understanding, cooperation and security in the Balkans. We will continue our efforts to resolve all problems through dialogue and tolerance, in the interests of the peoples and countries of the Balkans. Both sides assessed the steps taken toward Balkan understanding and cooperation and expressed their readiness to contribute to the successful progress and conclusion of the meeting of the foreign ministers of the Balkan countries, which will be held in Tirana in October this year. The Albanian government, Comrade Adil Çarçani went on to say, informed the Turkish side that preparations had begun to ensure the successful holding of this important meeting. The talks also highlighted the urgency of the problems arising from the current situation in Europe, as well as its developments and prospects. On this occasion, he emphasized Albania’s commitment and serious interest in ensuring security and cooperation in Europe. - PERMET - All four enterprises with export targets have exceeded the plan for the first six months. Goods worth 850 thousand lekë have been supplied above plan. Let us look at each of them. The workforce of the food enterprise has exceeded its target threefold. Produced and dispatched to the designated destination above plan were 36 tons of syrups, 2.2 tons of jam, 86 tons of canned peppers, 12.2 tons of tomato sauce and 144 tons of preserved shallots. There is a problem with Agroeksport regarding the shallots: 45 tons are being held on the enterprise’s account because the plan has been exceeded. The employees of the collection enterprise exceeded their targets by 7 percent. Above plan, they supplied 60 tons of dllinjë and medicinal plants worth 184 thousand lekë. The target for 17 tons of sugar beet was not fulfilled because of shortcomings in its standardization. The forestry enterprise’s workforce also fulfilled the export plan at 120 percent. Medicinal plants were substantially above target. The target could have been doubled if the collection of sage by Agroeksport had not been an obstacle. The workforce of the NPN, which produces shpërndarës, has also exceeded its export plan by expanding the range and improving their quality. All the enterprises are striving to exceed their targets in order to benefit from the incentives that have been introduced. Yesterday, Republic of Albania, Comrade Adil Çarçani, and the government delegation accompanying him departed from Ankara. At Ankara airport, Comrade Adil Çarçani was seen off by the Prime Minister of the Republic of Turkey, Yëllëdërëm Akbullut, the Minister of State Ismet Ozsallan, the Foreign Minister Ali Bozerin, the Minister of Tourism Ilham Akyzym, and other dignitaries of the country. Yëllëdërëm Akbullut, Comrade Adil Çarçani and the Albanian government delegation arrived in Istanbul later that same day. He was accompanied by the Minister of State, Ismet Ozsallan, and senior officials of the Turkish Prime Minister’s Office. - Observation - Until the last few days, the water enterprise in the district of Skrapar had been operating with 12,000 kilowatt-hours of electricity, which meant that only three pumps could be operated for irrigation. Although the reservoirs have been filled to 35 percent of their capacity, a total of only 500 hectares of crops have been irrigated. Only the plantings at Bërsë have been irrigated, covering around 150 hectares out of a total of 1,100. In other words, irrigation is still only at its very beginning. Let us not go on at greater length. The table shown above makes it clear that irrigation has not been properly assessed. Delays and hold-ups occur sometimes because of electricity and sometimes because of breakdowns. At the agriculture section, we were told that yesterday the electricity allocation for the water enterprise had risen from 12,000 to 50,000 kilowatt-hours. That is an increase of nearly four times the previous amount. Where was this electricity found now? We also learned yesterday that all the pumps at the pumping stations were operating. Good! But would it not have been wiser to plan more carefully this provision—and restriction—of electricity? Because the plant needs water not when one person or another wants it, but when the plant needs it. ASLLAN SARAÇI

- KRUJË - The first threshing in the district of Krujë has been completed, and the wheat delivery plan has been met; fulfillment of the delivery plan is continuing. Deliveries will continue until completion, while in the fields where this task is exceeded, all agricultural economies benefit by fulfilling one of the key indicators of agricultural income. But this is not the only reason that makes people

- MAT - The wheat harvest has begun in almost all the agricultural enterprises of the Mat district. The area to be harvested with scythes, given the mountainous location of the enterprises, is larger than the rest. This brings together brigades of cooperative members resembling action centers. The cultural groups, too, have therefore planned and prepared their programs. In several villages, small cultural groups have been formed in recent days and are traveling from one village to another. Good work is being done especially in Zenisht. The young people in these groups, together with other young people working on the wheat harvest, set aside time during the day to put on several performances. Such performances are being given especially in Mallunxë, Shoshaj and Burgajet, and in some cases the groups also go beyond their own enterprise, to Lis or to neighboring cooperatives. In Bruc, too, the cultural groups—with a rich program and the most outstanding young people in terms of their skills—have greatly enlivened emulation to speed up the completion of the campaign. This was discussed in recent days by the chairman of the united council, Ahmet Xhokrosa. These activities do take effort, but when imaginatively combined with other forms of emulation, they encourage and mobilize people to achieve the set objectives. Is the same attention being paid by all the enterprises? Certainly not. It costs nothing to form small groups in every cooperative to entertain cooperative members for a few minutes during breaks near the groups harvesting wheat. All the more so because, as in no other farming process, when this is needed as a little diversion, these groups can also contribute from the perspective of this kind of entertainment. Outstanding achievements—PLAN AND FINANCIAL INDICATORS EXCEEDED AT DISTRICT LEVEL. ONLY TWO ENTERPRISES OUT OF 19 HAVE FAILED TO FULFILL THEIR TASKS—After completing the six-month export-goods targets 20 days ahead of schedule, on June 20 the employees of the district of Librazhd achieved the district’s six-month objectives for total industrial production, commodity turnover, municipal services for the population, afforestation and forest improvement, in a large part. A marked turnaround can be seen in supplying the population. The good work of the collection and processing teams stands out; they have exceeded all targets and, by fulfilling the six-month tasks, are set to produce goods worth 1 million 600 thousand lekë. The team of the NTSH, which on July 1 will move to a separate-account management system, achieved all the established economic, labor and financial indicators, while raising new demands concerning the scientific basis of plans, improving ore quality, strengthening spending discipline, etc. «The chrome mine’s workforce exceeded all targets and by the end of the six-month period will provide the economy with 5,000 tons of chrome above its task,» the mine’s director, engineer Refik Disha, tells us; more than 50 percent of the chrome is of [high] quality. Service tasks for cash turnover were exceeded by 1 million 700 thousand lekë, while the NFP in Përrenjas exceeded its target by 800 thousand lekë, etc. Seventeen of the district’s 19 work collectives have achieved good six-month results. «Exceeding labor productivity,» Haki Kryeziu, head of the finance section at the District Executive Committee of the KP, tells us, «has also had a positive effect on the financial indicators. Budget revenues were achieved, the enterprise’s net income exceeded the target by 15 percent, costs were reduced by 360 thousand lekë beyond the target, and there is a 750-thousand-lekë saving in the wage fund.» The targets (Continued on page 2)
