OF THE PARTY OF LABOUR OF ALBANIA FOR THE ELECTION CAMPAIGN AND FOR THE ENTIRE UPCOMING LEGISLATURE

I The current elections of deputies to the People's Assembly will take place under the conditions of the creation of many political parties, which to some extent makes this year's election campaign different from the others of this kind. Our Party enters these elections with great confidence, since its entire policy and strategy have been based on the Marxist-Leninist line of building socialism in Albania, as is rightly written in its Program. At no time in our country was the cult of the individual allowed, the masses were not underestimated, bureaucratic and arbitrary methods were not used against them, and true people's democracy was not violated at any moment. For 46 consecutive years in Albania not only was dictatorship not imposed over the masses, but socialist democracy was continuously strengthened, creating broad conditions for their active and conscious participation in running the country. Our Party, through its own example, through its uninterrupted ties with the people, through the soundness of its line and through the courageous and wise positions it has always taken, through the correct solutions it has given to the many issues of the country's political, economic, social and cultural development, has legitimately won the people's trust. Without this trust the historic victories of our people would not have been achieved. The economic program of the Party of Labour of Albania for the next 5 years was presented by decision of the Central Committee at its last plenary session and will become the subject of broad public discussion. Our political and economic program encompasses all the democratizing processes taking place in the country, but it is at the same time a program aimed at normal development in all sectors. It does not promise miracles, but gradual and lasting changes; it does not aim at destroying the country's foundations, but at the further perfection of socialism. II The constitutional and legal reforms and the political and economic positions of the PPSH have been made maturely, without upheaval, and with full conviction that every step will be supported by the desire and will of the people. We consider it our duty to protect the country from unrest and from the uncertain road toward which political adventurers are leading us. For 45 years the PPSH has defended and developed national independence, has worked for the development of education, culture, science and health care, for the emancipation of women, for ensuring public order and peace, and for preserving peace and good relations with all peoples. The PPSH remains a political force that sees Albania's future in its democratic, economic and social progress, in the strengthening of the rule of law, in respect for citizens' freedoms and rights, in the development of the economy with different forms of ownership, and in guaranteeing order and security. III The economic program of the Party of Labour of Albania for the new legislature will be based on increasing production, on the efficient use of resources, on reorganizing the economy, and on creating better conditions for the people's lives. We will work to improve market supply, raise the level of services, increase exports, encourage creative initiative, and support every honest effort for work and development. The PPSH will defend labor, production, social property and lawful personal property, and will fight against misuse, corruption and every form of unjust gain. IV In international relations the PPSH will pursue an independent, peaceful policy and cooperation with all countries, on the basis of equality, non-interference and mutual respect. Albania will be open to economic, cultural and scientific cooperation, while preserving its national sovereignty. Our Party calls on citizens to support this program with their vote and with active participation in the country's political and social life.

The talks assessed the new climate in relations and the desire to overcome the difficulties of the past. The Albanian side noted the interest in closer economic and cultural ties, while the Greek side expressed readiness for concrete steps in favor of bringing the two countries closer together.
